A. BY-LAWS AS LISTED ON THE AGENDA - 2ND READING
It was resolved:
"That the by-laws considered by this Committee be taken as read a second time and be
recommended for enactment."
B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER
1. Banner Requests
a) K-W Hospital Foundation
It was resolved:
"That in support of fundraising efforts for the K-W Hospital Foundation,
permission be given for the erection of banners at King and Francis Streets from
Monday, June 1, 1992 to Wednesday, June 17, 1992 inclusive and King Street
at Rockway Gardens from Monday, June 8, 1992 to Wednesday, June 17, 1992
inclusive to promote the 3rd Annual "Popcorn Tuesday" which will take place on
Tuesday, June 16, 1992.
Further, that arrangements be made with the City's Contractor for erection and
removal of the banners and the payment of any costs associated therewith.
And further, that the Chief Administrative Officer be authorized to schedule the
erection and removal of banners for this event on an annual basis as requested."
b) Juvenile Diabetes Foundation of Canada - Reqion of Waterloo Chapter
It was resolved:
"That in conjunction with the 8th Annual Silent Auction to be held at Bingeman
Park, Kitchener on May 1, 1993, we grant permission to the Juvenile Diabetes
Foundation of Canada, Region of Waterloo Chapter, to have a banner erected
on King Street at Francis Street from Monday, April 12, 1993 to Saturday, May 1,
1993, inclusive.
Further that arrangements be made with the City's Contractor for erection of the
banner and the payment of any costs associated therewith.
And further, that the Chief Administrative Officer be authorized to schedule the
erection and removal of the banner for this event, on an annual basis, as
requested."
c) Aqa Khan Foundation Canada - Partnership Walk '92
It was resolved:
"That in conjunction with Partnership Walk '92, sponsored by the Aga Khan
Foundation Canada, we grant permission to have a banner erected on King
Street at Frederick Street from Monday, May 25 to Sunday, May 31, 1992.
Further, that arrangements be made with the City's Contractor for erection of the
banner and the payment of any costs associated therewith."

2. Enqineerinq Aqreement
It was resolved:
"That the Mayor and Clerk be authorized to execute an agreement for the provision
of professional engineering services made between the City of Kitchener and MTE
Consultants Inc., regarding Tradewinds Place Subdivision, 30T-89015."
3. Concession Aqreement - Kitchener Memorial Auditorium
It was resolved:
"That the Mayor and Clerk be authorized to sign the agreement with Chris Perkins
dated April 3, 1992 to operate a sports shop and skate-sharpening concession at the
Kitchener Memorial Auditorium Complex, which agreement is for a one year term."
4. Sale of Surplus Land - Closed Laneway - BRIDGEPORT NORTH WARD
It was resolved:
"That the City of Kitchener accepts the offer from Claude William Wood to purchase
vacant City land located at the rear of 297 Wellington Street North, Kitchener being
497 square feet in area, described as Part Lot 37 Streets and Lanes and designated
as part 3 on Reference Plan 58R-2796, for the sum of $915.00 including survey cost
and the City's legal cost.
And further, that the City of Kitchener accepts the offer from Runke Radio
Communications (1980) Ltd. to purchase vacant City land located at the rear of 262
and 268 Breithaupt Street being 1491 square feet in area, described as Part Lot 37
Streets and Lanes and designated as Part 1, 2 and 4 on Reference Plan 58R-2796
for the sum of $2,550.00 including survey cost and the City's legal cost."
5. K-W Oktoberfest
It was resolved:
"That Kitchener-Waterloo Oktoberfest Inc. be authorized to circulate $2.00 coins as
trade dollars within Kitchener from July 1, 1992 to October 31, 1992 inclusive."
6. Licenses
a) Kitchener-Waterloo Symphony Orchestra Association
It was resolved:
"That the City of Kitchener has no objection to a Provincial Lottery Licence being
issued to the Kitchener-Waterloo Symphony Orchestra Association to conduct a
Raffle Lottery at the Centre In The Square, Kitchener, with a series of draws
commencing May 21, 1992 and ending July 31, 1992."
b) Canada Employment Centre For Students
It was resolved:
"That the Canada Employment Centre for Students be granted permission to
operate a refreshment stand on the sidewalk in front of 207 King Street West, on
May 20, 1992, provided that the necessary Licence and Health and Fire
approvals are obtained."

c) Salvation Army Kitchener Corps
It was resolved:
"That the Salvation Army Kitchener Corps be granted permission to operate a
refreshment stand in the church parking lot at 79 Weber Street East, on May 23,
1992, provided that the necessary Licence and Health and Fire approvals are
obtained."
d) Reflexoloqy Clinic
It was resolved:
"That Mr. Mikail Lakarcesku be granted a Massagist and Body Rub Parlour
Licence for a Body Rub Shop to be known as the Reflexology Clinic at 265 King
Street East, Kitchener."
7. Professional Contracts
It was resolved:
"That the Mayor and the Clerk be authorized to sign the contracts dated April 14,
1992 to retain Frank Kobylnik as a professional golfer at Rockway Golf Club and
Timothy Skidanchuk as a professional golfer at Doon Valley Golf Club for the 1992
golfing season based on a 3% increase respectively in the annual retainer."
8. Transfer and Lease - FAIRVIEW WARD
It was resolved:
"That the City consent to a transfer from Superior Office Supplies Ltd. to 166585
Canada Inc. and a lease from 166585 Canada Inc. to Janpar Office Products Inc. for
the property described as Part 2 on Reference Plan 58R-5666 and municipally
known as 79 Shoemaker Street, Kitchener."
9. Raffle Lottery
It was resolved:
"That the City of Kitchener has no objection to a Provincial Lottery Licence being
issued to the Kitchener Minor Hockey Association to conduct a Raffle Lottery at the
Kitchener Memorial Auditorium, Kitchener, on Sunday, March 28, 1993."
10. Memorandum of Aqreement
It was resolved:
"That the Mayor and Clerk be authorized to execute a standard Memorandum of
Agreement from the Ontario Historical Society relative to services to be provided
under their Technical Consulting Services Program involving the restoration of 25
Joseph Street (former Victoria Public School)."
11. Encroachment Aqreement
It was resolved:
"That the Mayor and Clerk be authorized to execute an Encroachment Agreement
with the owners/operators of Big City Donuts to permit the use of eight (8) feet of
sidewalk directly in front of Big City Donuts, located at 24 Gaukel Street, for the
creation of a sidewalk patio to be operated from May 15, 1992 to October 19, 1992."

It was resolved:
"That tender T92-2, Road Construction, be awarded to Warren Bitulithic Limited,
Kitchener at their tendered price of $511,299.29 plus G.S.T."
Consent to a Mortqaqe - 270 Shoemaker Street
It was resolved:
"That the City consent to a mortgage from Gateman-Milloy Inc. to CIBC for the
property described as Part 2 on Reference Plan 58R-5598 and municipally known as
270 Shoemaker Street, Kitchener."
