A. BY-LAWS AS LISTED ON THE AGENDA - 2ND READING
It was resolved:
"That the by-laws considered by this Committee be taken as read a second time and be
recommended for enactment."
B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER
1. Taq Days
It was resolved:
"That the City of Kitchener approves of the Canadian Cancer Society's Annual Air
Cadets Scott Wilson Tag Day for Cancer to be conducted in Kitchener on Saturday,
April 11, 1992."
- and -
"That the City of Kitchener approves of the Northstar Youth Organization Inc., the
sponsoring agency of the Dutch Boy Drum & Bugle Corps, the Cadets of the Dutch
Boy Drum & Bugle Corps and the Pre-Cadet Program, holding Tag Days in Kitchener
on Friday, May 29th and Saturday, May 30th, 1992."
2. Licences
a) Fellowship Christian School
It was resolved:
"That the Fellowship Christian School be granted permission to operate a Garage
Sale and Refreshment Stand at C.N. Weber, 675 Queen Street South, Kitchener
on May 9, 1992, provided that the necessary Health approvals and licence are
obtained."
b) O'Toole's Roadhouse Restaurant
Mr. R.W. Pritchard indicated that the Parks and Recreation Department has
requested that the recommendation to grant permission for the operation of an
outdoor refreshment stand at Budd Park, as listed in the agenda of this date, be
withdrawn. It was noted that Kitchener Minor Soccer has exclusive rights in this
regard and are presently negotiating with the restaurant.
c) Canada Trust
It was resolved:
"That Canada Trust be granted permission to operate nine Refreshment Stands
on May 9, 1992 at the following locations:
875 Highland Rd. West
1005 Ottawa St. North
55 King St. West
305 King St. West
421 Greenbrook Drive
693 Belmont Ave. West
67 King St. East
700 Strasburg Rd.
123 Pioneer Drive
provided that the necessary health approvals and licences are obtained.

And further, that the Charitable Licence Fee of $1.00 for each licence be
applicable."
d) Beaterworld (Kitchener) Inc. - Refund
It was resolved:
"That the $500.00 Transient Trader's Licence fee paid on January 31, 1992 by
Beaterworld (Kitchener) Inc. be refunded, since the business has not
commenced."
3. Quit Claim Deed - WEST WARD
It was resolved:
"That the City is willing to accept a Quit Claim Deed for Guaranty Properties Limited
(previously Traders Developments Limited) with respect to Blocks D, H and I,
Registered Plan 1273 located at the end of Dayman Court and Gallarno Court."
4. Council Resolution - Official Plan Amendment #119
Dealt with under delegations.
5. Tenders
It was resolved:
"That tender T92-6, Reconstruction of West Avenue - Railway Tracks to Homewood
Avenue, be awarded to Sunnybrae Construction Limited, Toronto, at their corrected
tender price of $225,380.62."
- and -
"That quotation Q92-58, Field Building - Meinzinger Park, be awarded to Castle
Construction Corporation, Kitchener, at their quoted price of $61,988. plus G.S.T."
6. Canwild Fund
The Committee was in receipt of a memorandum from Mrs. Y. Ashley, Manager of
Licensing, dated March 26, 1992, recommending approval of the organization's request to
raffle lottery tickets at the Fairview Mall.
It was resolved:
"That the Canwild Fund be granted permission to sell raffle lottery tickets in the City of
Kitchener under Lottery Licence #M060452 for a draw to be held on November 15,
1992, in South Dumfries, Ontario."
7. Land Acquisition - 11 Mitchell Street
The Committee was in receipt of a report from Mr. J. Wallace, City Solicitor, dated March
30, 1991, concerning acquisition of lands at the above municipal address for the
relocation of the Schneider Creek and the installation of a new trunk sewer.
It was resolved:
"That the sum of $129,500.00 be paid to Mrs. Ella Spreitzer as settlement in full of all
claims in respect to the acquisition of the lands and buildings at 11 Mitchell Street as
contemplated by the Agreement authorized by By-law 82-149."
