Mange, Committee Administrator 1. Commencement A special electronic meeting of City Council was held at 2:04 pm this date, chaired by Mayor B. Vrbanovic, saved and except for Councillor J. Gazzola who was only in attendance for part of the meeting. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. The electronic meeting began with a Land Acknowledgement given by the Mayor. 2. Staff Reports 2.1 FIN -2021-61 — 2022 Water Utilities User Rates Council considered Financial Services Department Report FIN -2021-61, entitled "2022 Water Utilities User Rates" (R. Hagey) dated November 30, 2021, recommending approval of the Water Utility rates, including, water, sanitary and stormwater rates. D. McGoldrick, General Manager, Infrastructure Services and R. Hagey, Director, Financial Planning were in attendance and responded questions from Council. It was suggested and agreed that the motion be amended to clarify the percentage increase of rates and what the allocation intended for the City of Kitchener will be and the allocation that will be paid to the Region of Waterloo. Moved by Councillor S. Davey Seconded by Councillor K. Galloway-Sealock "That the proposed rates contained in the 2022 Water Utilities Rates, proposed at increase of 2.2%, 1% of the increase corresponding to the City of Kitchener and a 1.2% of the increase corresponding to the Region of Waterloo as outlined in Financial Services Department Report FIN -2021-61 be approved." Carried 2.2 INS -2021-13 - 2022 Gas Utilities User Rates Council considered Infrastructure Services Department Report INS -2021-13, entitled "2022 Natural Gas Rates" (G. St. Louis) dated October 15, 2021, recommending approval of the 2022 Gas Utilities user rates. Moved by Councillor S. Davey Seconded by Councillor K. Gal loway-Sealock "That the supply component of the natural gas rate be increased to 16.0 cents per cubic meter from 13.5 cents per cubic meter for system gas customers of Kitchener Utilities effective January 1, 2022; and further, That Kitchener Utilities' natural gas variable and fixed delivery rates be approved as proposed in Infrastructure Services Department report INS -2021-13 - Appendix A, for all Kitchener delivery customers effective January 1, 2022." Carried 3, By-laws 3.1 Three Readings Moved by Councillor P. Singh Seconded by Councillor M. Johnston "That leave be given the Mover and Seconder to introduce the following by-law for three readings and that the same be taken as read a first, second and third times, and finally be passed and numbered serially by the Clerk." 3.1.a To confirm all actions and proceedings of the Council. 4.
