Goldrup, Committee Administrator 1, Commencement A special electronic meeting of City Council was held at 1:25 p.m. this date, chaired by Councillor M. Johnston. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. The electronic meeting began with a Land Acknowledgement given by the Councillor M. Johnston. Capital Budget - Direction Moved by Councillor S. Davey Seconded by Councillor K. Galloway -Sea lock "That staff be directed to report and/or take appropriate action on the following matters arising from the November 29, 2021 Special Finance and Corporate Services Committee meeting relative to the 2022 Capital budget, as outlined in the chart below: DIVISION/AREA TOPIC ACTION FINANCIAL Reserves — Provide information regarding PLANNING Energy the allowable uses for the Retrofits Energy retrofit reserve fund, and what it is allocated for. FINANCIAL General Circulate information about the PLANNING review of staff recognition that was conducted a few years ago and what is planned going forward. I PLANNING Affordable Provide additional information Housing (and on how to fund an additional other capital $1 M -$2M for affordable options) housing (or the other capital options), options could include: - Review the impacts of a special levy be for affordable housing. - Consider options for issuing debt, what would the principle & interest costs be, and what is staffs opinion of adding debt for this purpose.- Provide additional information on past, present, and future debt interest rates.- Look at options to partner with Kitchener Housing.- Consult with the School Board to see whether they would consider waiving their Development Charges for affordable housing. PLANNING Affordable Provide information about the Housing availability of staffing/consulting resources related to a review of policy to accelerate purpose- built rentals. PLANNING Heritage Provide information about the different heritage capital accounts and what they fund. COMMUNITY Grant Funding Provide information about the SERVICES Request Social Development Centre grant funding request. :3 3. Michaud Seconded by Councillor B. loannidis Provide information about the costs of adding three new, flexi- delineator signs in each ward for small scale traffic calming and whether a budget increase is required to accommodate. Provide information about the efforts of the City to meet the Transform WR recommendations Carried "That an in -camera meeting of City Council be held immediately following the special council meeting this date to consider a matter security of property and labour relations as authorized by Sections 239 (2) (a) and (d) of the Municipal Act, 2001, respectively." Carried 4. By-laws 4.1 Three Readings Moved by Councillor B. loannidis Seconded by Councillor K. Galloway-Sealock "That leave be given the Mover and Seconder to introduce the following by-law for three readings and that the same be taken as read a first, second and third times, and finally be passed and numbered serially by the Clerk." 4.1.a To confirm all actions and proceedings of the Council.
