Due to COVID-19 and recommendations by Waterloo Region Public Health to exercise physical
distancing, City Hall is open for select services by appointment only. Members of the public are
invited to participate in this meeting electronically by accessing the meeting live -stream video at

While in-person delegation requests are not feasible at this time, members of the public are invited to
submit written comments or participate electronically in the meeting by contacting

deadlines. Written comments will be circulated prior to the meeting and will form part of the public
record.

Re: Special Council Meeting
Notice is hereby given that Mayor B. Vrbanovic has called a special meeting of City Council to be held
electronically to consider the following:

1. Commencement
The electronic meeting will begin with a Land Acknowledgement given by the
Mayor.
2. Delegations
Pursuant to Council's Procedural By-law, delegations are permitted to address
the Committee for a maximum of five (5) minutes. Delegates must register by
TIME on DATE, in order to participate electronically.
2.1. None at this time.
3. Finance and Corporate Services Department report - December 13, 2021
3.1. DSD -2021-230 - My Main Street Accelerator 20 m
Program - Agreement with The Canadian
Urban Institute and Economic Development
Council of Ontario and the City of Kitchener
"That the Mayor and Clerk be authorized to sign a funding
agreement, subject to the satisfaction of the City Solicitor, with the
Economic Development Council of Ontario to deliver the Local
Business Accelerator program, as outlined in Development
Services Department report DSD -2021-230; and further,
That the General Manager, Development Services, be authorized
to execute, on behalf of the City of Kitchener, any amendments to
the funding agreement provided such amendments are to the
satisfaction of the City Solicitor."
4. In -camera Meeting Authorization
Note: Any member of Council may question the appropriateness of a listed in -
camera item. This may be done during the special Council meeting or at the
beginning of the in -camera session.
Council is asked to enact the following resolution to authorize an in -camera
meeting:
"That an in -camera meeting of City Council be held immediately following
the special council meeting this date to consider two labour relation
matters and two commercial information/contractual of other negotiation as
authorized by Sections 239 (2) (d) (i) of the Municipal Act, 2001,
respectively."

Note: The in -camera meeting will then recess following Item 4.3 listed
on the agenda this date and reconvene directly following Planning and
Strategic Initiatives at approximately 8:00 p.m. to consider the balance
of the agenda.
4.4. Collective Agreement Ratification, COR -2022- 20 m

5. By-laws
5.1. Three Readings
5.1.a. Being a by-law to provide for a 2022 Interim Tax Levy and for the
payment of 2022 Interim Taxes.
5.1.b. Being a by-law to authorize borrowing for current expenditures in
2022.
5.1.c. To confirm all actions and proceedings of the Council.
