Goldrup, Committee Administrator _____________________________________________________________________ 1.Commencement The Heritage Kitchener Committee met electronically this date commencing at 4:00 p.m. 2.Discussion Items 2.1DSD-2022-011 -Heritage Permit Application HPA-2022-V-001 -178 Queen Street South -Proposed Demolition The Committee considered Development Services Department report DSD-2022- 011 dated December 8, 2021, recommending approval of Heritage Permit Application (HPA) HPA-2022-V-001 to permit the demolition of the existing detached building located at 178 Queen Street South located within the Victoria Park Area Heritage Conservation District (VPAHCD) and designated under Part V of the Ontario Heritage Act. V. Grohn presented the Report, advising staff is 1 recommending approval of the HPA, subject to one condition. V. Grohn stated the building would not be a good candidate for long-term conservation due to unsympathetic alterations and a structural assessment that indicated that conservation would be prohibitive in cost and pose a safety concern. Vanessa Hicks, MHBC Planning, and Zac Zehr, Zehr Group, were in attendance supporting the staff recommendation. Z. Zehr confirmed the Zehr Group was aware of the building's location within the Heritage District when the property was purchased. Z. Zehr further noted the structural damage and back taxes were more significant than expected. V. Hicks spoke to the unsympathetic alterations and elements removed or added to the building and other variations of Edwardian-style buildings within the Victoria Park Area Heritage District. Staff spoke to the demolition permit process and timelines. V. Hicks explained the intent to demolish the current building due to its state of disrepair and undertake the future re- development of the lot, which would require approval from the Heritage Committee to ensure it is appropriate for the Victoria Park Area Heritage District. Z. Zehr spoke to the Zehr Group's previous projects in the area and with heritage buildings. On motion byCouncillor J. Gazzola it was resolved: "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA-2022-V-001 be approved, as outlined in Development Services Department Report DSD-2022-011, to permit the demolition of the existing detached building located at 178 Queen Street South, subject to the following conditions: 1.That preliminary plans and a timeline for redevelopment be provided to the satisfaction of Heritage Planning staff prior to the issuance of a demolition permit." Carried 2.2DSD-2022-012 -Heritage Permit Application HPA-2022-IV-002 -1 King Street East -Proposed Signage The Committee considered Development Services Department report DSD-2022- 012 dated December 8, 2021, recommending approval of Heritage Permit Application (HPA) HPA-2022-IV-002 to permit the the installation of new signage on the property municipally addressed as 1 King Street East. The property is designated under Part IV of the Ontario Heritage Act by way of designating by-law 2 88-251 for its design/physical and historical/associative values. V. Grohn presented the Report, advised staff are recommending approval of the HPA and reviewed the heritage attributes of the property and the proposed signage. Sarah Silva, Zip Signs, was in attendance, supporting the staff recommendation. S. Silva spoke to the proposed design of the signage and its benefit of sealing the building's façade from the elements. On motion byCouncillor D. Chapman it was resolved: "That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA-2022-IV-002 be approved, as outlined in Development Services Department report DSD-2022-012, to permit the installation of new signage on the property municipally addressed as 1 King Street East, in accordance with the supporting information submitted with the application." Carried 2.3DSD-2022-013 -Heritage Permit Application HPA-2022-V-003 -53 Margaret Avenue -Proposed Third Storey Addition, Ext Staircase and Window and Cladding Repairs The Committee considered Development Services Department report DSD-2022- 013 dated December 6, 2021, recommending approval of Heritage Permit Application (HPA) HPA-2022-V-003 to permit the construction of a third storey addition, the construction of an exterior staircase on the west façade, and the repair and replacement of worn windows and cladding on the property municipally addressed as 53 Margaret Avenue located within the Civic Centre Neighbourhood Heritage Conservation District (CCNHCD) and designated under Part V of the Ontario Heritage Act. V. Grohn presented the Report, advised staff are recommending approval of the HPA, subject to one condition, and reviewed the proposed addition and exterior alterations. V. Grohn spoke to consideration of design guidelines of the Civic Centre District Plan in the proposal to legalize the existing triplex and create appropriate fire escapes. Dave Galbraith, IBI Group, was in attendance supporting the staff report. D. Galbraith explained that interior stairs were considered but were found to impact the layout of several units. D. Galbraith confirmed there would be no displacements of residents and that the applicant would support submitting samples of the exterior materials to Heritage Planning staff before the issuance of a building permit. V. 3 Grohn confirmed that the alterations proposed were in keeping with the character of the existing building and are appropriate for the district. it was resolved: "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA-2022-V-003 be approved, as outlined in Development Services Department report DSD-2022-013, to permit the construction of a third storey addition, the construction of an exterior staircase on the west façade, and the repair and replacement of worn windows and cladding on the property municipally addressed as 53 Margaret Avenue, in accordance with the supplementary information submitted with the application and subject to the following conditions: 1.That final building permit drawings be reviewed and heritage clearance be provided by Heritage Planning staff prior to the issuance of a building permit. 2.That the property owner provides samples of windows and exterior materials to be reviewed and heritage clearance be provided by Heritage Planning staff prior to the issuance of a building permit." Carried 2.4Draft Heritage Impact Assessment (HIA) 1001-1051 King St E and 530-564 Charles St E -Proposed 30-storey Residential Tower The Committee considered a memorandum dated December 20, 2021, regarding a Heritage Impact Assessment (HIA) for the property municipally addressed as 1001-1051 King Street East and 530-564 Charles Street East. The property municipally addressed as 1027 King Street East is listed on the City's Municipal Heritage Register asa non-designated property of cultural heritage value or interest. Vanessa Hicks, MHBC Planning, presented to the Committee regarding the HIA, which proposed demolishing the existing structure and constructing a mixed-use 30 storey residential tower and parking structure requiring an Official Plan Amendment and Zoning By-law Amendment. V. Hicks spoke to the site's history, noting past fire damage, and reviewed the different portions of the building and their design value. V. Hicks highlighted structural concerns for preserving the site's art deco tower due to fragile construction materials and structure. V. Hicks confirmed that the building is not designated nor within a Heritage District or Cultural Heritage Landscape. 4 2.5Sub-Committee Updates The Chair invited the Heritage Kitchener Sub-Committees to provide updates on their recent meetings and efforts. Decolonizing the Heritage Process Members: R. Schwarz, V. Mance, J. Baker, M. Asling The Committee next heard an update from the Decolonizing the Heritage Process Sub-committee, noting that meetings will resume in the new year. Designation and the Municipal Heritage Register Members: P. Ciuciura, D. Vongphakdy, M. Asling, S. Hossack, Councillor Chapman The Committee next heard an update from the Designation and the Municipal Heritage Register Sub-committee, noting that meetings will resume in the new year. The Effects of Designation on Affordability Members: M. Asling, J. Baker The Committee next heard an update from the Effects of Heritage Designation on Affordability Sub-committee, noting that meetings will resume in the new year. The Committee noted potential opportunities to collaborate with the University of Waterloo and Laurier and the process for recognizing their support. Promoting Cultural Heritage Members: J. Haalboom, I. Bodendorfer, S. Hossack, Councillor Michaud The Committee heard an update from the Promoting Cultural Heritage Sub- committee, noting that meetings will resume in the new year. 2.6Status Updates -Heritage Best Practices Update and 2022 Priorities - Heritage Impact Assessment Follow-ups There were no updates to share at this time. 3.Information Items 3.1Heritage Permit Application Tracking Sheet 4.Adjournment On motion, this meeting adjourned at 5:30 p.m. 5
