Commencement A special electronic meeting of City Council was held at 1:52 p.m. this date, chaired by Mayor B. Vrbanovic. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. 1 The electronic meeting began with a Land Acknowledgement given by the Mayor. 2. Delegations 3. Finance and Corporate Services Department report - December 13, 2021 3.1 DSD -2021-230 - My Main Street Accelerator Program - Agreement with The Canadian Urban Institute and Economic Development Council of Ontario and the City of Kitchener Moved by Councillor K. Galloway-Sealock Seconded by Councillor S. Davey "That the Mayor and Clerk be authorized to sign a funding agreement, subject to the satisfaction of the City Solicitor, with the Economic Development Council of Ontario to deliver the Local Business Accelerator program, as outlined in Development Services Department report DSD - 2021 -230; and further, That the General Manager, Development Services, be authorized to execute, on behalf of the City of Kitchener, any amendments to the funding agreement provided such amendments are to the satisfaction of the City Solicitor." Carried 4. In -camera Meeting Authorization Moved by Councillor S. Davey Seconded by Councillor K. Gall oway-Sealock "That an in -camera meeting of City Council be held immediately following the special council meeting this date to consider two labour relation matters and two commercial information/contractual of other negotiation as authorized by Sections 239 (2) (d) and (i) of the Municipal Act, 2001, respectively." Carried 5. Recess and Re -convene The meeting then recessed at 1:54 p.m. and re -convened at 10:13 p.m., chaired by Mayor B. Vrbanovic with all members present. E 6. Collective Agreement Ratification - IBEW Council considered this matter arising from an electronic in -camera meeting held earlier this date. V. Raab, General Manager, Corporate Services Department provided an overview of the of proposed 2021-2025 Collective Agreement, noting the four- year collective agreement runs April 1, 2021 to March 31, 2025 and takes effect immediately. It provides a salary adjustment in the first year of 2.25%, with the final year being 2.00°/x. It was noted IBEW has reviewed and voted in support of the collective agreement earlier this date. Moved by Councillor D. Schnider Seconded by Councillor M. Johnston "That Council approve the terms and conditions contained in the Memorandum of Settlement dated December 22, 2021 to establish the 2021-2025 Collective Agreement with IBEW 636; and further, That the Mayor and the Clerk be authorized to execute documentation arising there from." Carried 7. By-laws 7.1 Three Readings Moved by Councillor K. Galloway-Sealock Seconded by Councillor B. loannidis "That the by-laws be given third reading, namely: 7.1.a Being a by-law to provide for a 2022 Interim Tax Levy and for the payment of 2022 Interim Taxes. (By-law No. 2022-001) 7.1.b Being a by-law to authorize borrowing for current expenditures in 2022. (By-law No. 2022-002) 7.1.c To confirm all actions and proceedings of the Council.
