KITCHENER DOWNTOWN ADVISORY COMMITTEE MINUTES
JUNE 11, 1998
The Kitchener Downtown Advisory Committee met this date under the Chairmanship of Coun.
Mark Yantzi with the following members present:: Nancy Brawley, Denise Strong, Anita
Petsche Good, Lori Gove, Lillian Kehl, Brigid Loveday, Regis Coladipietro, Edee Schmitt
Trudy Beaulne and Arli Klassen.
Others Present: Tim Fox, Grant Nixon, Brock Stanley and Avril Tanner (minutes).
Regrets:
Mayor Carl Zehr, Coun. Berry Vrbanovic, Coun. Karen Taylor-Harrision
Robert Braun, Tom Brennand, Peggy Walshe, Staff Sgt. Brian Atchison
Martin de Groot, Janice Williams, Myrta Sahas and Chris Winters.
Before the meeting began Councillor Christina Weylie introduced 3 guests to the Committee
and indicated that they were Mayor's from Ghana that were visiting the City. Their names
were Kaku Korsah, Sarah Kuntua-Atta and Clothilda Amenga-Etego.
It was noted the committee did not achieve quorum at today's meeting.
1. APPROVAL OF AGENDA - JUNE 11, 1998
It was decided to defer this item to the next meeting as quorum was not achieved.
2. APPROVAL OF MINUTES - FEBRUARY 12, 1998
It was decided to defer this item to the next meeting as quorum was not achieved.
3. TOP 40 INITIATIVES
Trudy Beaulne began review of the Top 40 Initiatives by explaining that she had
anticipated that everyone had reviewed the handout that was attached to the agenda and
hoped that the process we were going to go through today would be the last step involved
in developing the Top 40 Initiatives for the Downtown. She then explained that the
document circulated with the Agenda included comments from the 6 people who had
submitted their Top 40 Initiatives.
The Committee then reviewed and voted on each initiative. Staff will combine the results
of the review over the summer and they will be made available before the meeting in
September. Any initiatives with 6 or more people voting "yes" for would be included on
the list of the Top 40 Initiatives (Draft of these initiatives is attached).
4. NEW ORGANIZATIONAL PLAN FOR ECONOMIC DEVELOPMENT
Brock reviewed the report that was attached to the agenda and indicated that City Council has
already adopted the report. He explained that a new Economic Development Division will be
created within the Planning & Development Department. Some staff from Planning &
Development may be added to this division and the number of staff members will increase by
about 10 members. Brock reviewed Appendix 2 with the committee and explained the
possible changes to the structure of the Department.
It was noted that in terms of staffing there is already one vacant position in Economic
Development and it was mentioned that this position will be filled and not left vacant.
Additional resources will be required in the Economic Development Division and that the Area
of One Stop Shopping will also be focussed on.
Some concern was noted that the strengths of the Downtown Development Team, those being
the close relationship with the Mayors Office and cross-departmental process that exists now)
are not lost through the re-organization. It was suggested that the process be reviewed after 1
year to see if the original intent of the re-organization is being reached.
It was mentioned that some of the problems that the Downtown Development Team has
helped to solve in the past would not necessarily fit in anywhere with the organizational chart.
It was pointed out however that this is covered in the objectives of the re-organization wherein
the role of the Downtown Development Team is to remain intact.
After some discussion on the Summer meeting dates it was decided that due to the lack of
attendance in the past at summer meetings to cancel the meetings scheduled for July and
August and therefore our next meeting would not be held until September 10, 1998.
