Commencement The Heritage Kitchener Committee held an electronic meeting this date commencing at 4:00 p.m. 2. Discussion Items 2.1 Heritage Permit Application HPA-2022-V-004, DSD-2022-052 The Committee considered Development Services Department report DSD-2022- 052, dated January 5, 2022, recommending approval of Heritage Permit Application (HPA) HPA-2022-V-004 to permit the bridge rehabilitation works on 1 Doon Bridge #1 and Doon Bridge #2 located within the Upper Doon Heritage Conservation District (UDHCD) and designated under Part V of the Ontario Heritage Act. G. Stevenson presented the report, advising staff is recommending approval of the HPA, subject to conditions. G. Stevenson explained the bridges are owned by the City of Kitchener and have been found to have cultural heritage value or interest. Further, G. Stevenson highlighted the (Heritage Impact Assessments) HIAs found the rehabilitation work would not adversely impact the cultural heritage value. M. Galloway, Wood Plc, presented to the Committee regarding the current state of the bridge and the proposed work. M. Galloway spoke to the rehabilitation measures, considerations to preserve heritage value, and graffiti protection measures. In response to questions from the Committee, M. Galloway further explained the anti-graffiti measures, the guard rail requirements, future maintenance of the pigmented sealant, and confirmed the repairs would extend the bridge's life by roughly 35 years. G. Stevenson reported that the practice of the City is to obtain an external opinion to prepare HIAs for City-owned capital improvement projects. M. Galloway confirmed that the surface of the bridge would be prepared before sealing, and an anti-graffiti treatment could be applied over the sealer. Additionally, E. Levy, Wood Plc, spoke to the use of the anti-graffiti treatment and that further comparison with other anti-graffiti measures would be needed to assess a cost comparison. Further, M. Galloway confirmed the sequential kinking guide rail would be constructed of timber. H. Schopf, Wood Plc, stated that the guide rail must meet current safety standards but reported that Wood Plc would make a further investigation regarding solutions made of natural materials. S. Allen spoke to the tendering process and also to the involvement of Wood Plc in the future phases of the project. The Committee heard comments from its members noting the opportunity to prepare a plaque commemorating the bridge, the preference for transparent sealer over opaque where possible due to the pigment penetration into the concrete while prioritizing the protection of the bridge. Further, the Committee heard comments that the contractor should maintain a tar and chip appearance on the bridge's deck as advised in the HIA, and expressed interest in examples of guard rails constructed of natural materials. The Committee advised that consideration of the HIAs recommendations should be incorporated into the tendering process. 2 G. Stevenson reported that the Ontario Heritage Act authorized the Director of Planning to approve the Heritage Impact Assessment, but the final HIA would return before the Committee with a future update. On motion by Councillor J. Gazzola it was resolved: "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA-2022-V-004 be approved to permit the bridge rehabilitation works on Doon Bridge #1 and Doon Bridge #2, in accordance with the supplementary information submitted with the application and subject to the following conditions: 1. That the final Heritage Impact Assessment be approved by the Director of Planning prior to the issuance of a heritage permit; 2. That the colour of the pigmented sealer be reviewed by Heritage Planning staff and related heritage clearances issued by staff to proceed prior to application; and 3. That the details of the new guard rails be submitted for review and heritage clearance by Heritage Planning staff prior to installation." Carried unanimously 2.2 Sub-Committee Updates The Chair invited the Heritage Kitchener Sub-Committees to provide updates on their recent meetings and efforts. Decolonizing the Heritage Process Members: R. Schwarz, V. Mance, J. Baker, M. Asling The Committee heard an update from the Decolonizing the Heritage Process Sub-committee, noting that meetings will resume shortly, and spoke to the significance of the Sub-committee's work during Black Heritage Month and the relevance of contemporary events. Designation and the Municipal Heritage Register Members: P. Ciuciura, D. Vongphakdy, M. Asling, S. Hossack, Councillor Chapman The Committee next heard an update from the Designation and the Municipal Heritage Register Sub-committee regarding their recent meeting and efforts to 3 review the municipal heritage information collected. Further, the Sub-committee received a visit from Dr. Gail Pool representing the Architecture Conservatory of Ontario regarding an initiative regarding the registration of local heritage properties and the creation of a centralized Regional database, the evaluation of the information collected, and investigation into the development of potential new criteria for heritage properties and how value is assigned. The Effects of Heritage Designation on Affordability Members: M. Asling, J. Baker The Committee next heard an update from the Effects of Heritage Designation on Affordability Sub-committee, noting the continued review of background literature and discussed the future application of that information to a local context, such as the sales of heritage properties in Kitchener. Promoting Cultural Heritage Members: J. Haalboom, I. Bodendorfer, S. Hossack, Councillor Michaud The Committee heard an update from the Promoting Cultural Heritage Sub- committee, noting that meetings would resume shortly, and highlighted a local group called Stroll Walking Tours offering walks exploring local Black history during Black History Month. The Sub-committee discussed opportunities to promote the City's self-guided walking tours in advance of Family Day. 2.3 Status Updates - Heritage Best Practices Update and 2022 Priorities - Heritage Impact Assessment Follow-ups There were no updates to share at this time. 3.
