Approval of Minutes of April 27th , 2000 Minutes of April 27, 2000 were approved as written. Moved by Mike Sully, Second by Paul Britton, Carried. 2. Auditorium Master Site Plan Committee was provided with a copy of the Kitchener Memorial Auditorium Complex Master Site Plan dated April 10, 2000 from Keith Baulk, Director of Enterprise, Community Services. City Council directed staff to appoint a review team for the KMAC Draft Master Site Plan which was carried out by the consulting firm of IB! Group and O & Y/SMG Canada Consultants, to develop options for implementation along with other considerations including partnerships. Mr. Baulk then provided Committee with an overview of the mandate and study components. Using a PowerPoint presentation, Mr. Baulk highlighted various aspects of the study. Kim Kulger, Interim Assistant Manager KMA then gave an overview of the SWOT analysis used to reach various recommendations contained in the final report. Using site plans, Mr. Baulk then reviewed various opportunities and constraints of the site along with concept diagrams showing premium seating, box suites and retail potential. Key reason for the Plan was to ensure that the KMAC remain competitive; increase potential revenue; and further development of the KMA site. Mr. Baulk was making his presentation today with hopes of getting a resolution of support prior to it going back to City Council for final approval. Various committees and neibourhood associations have already reviewed the Plan. It was noted that the main concern of the neighbourhood group was on-site parking. The key study components were: Dom Cardillo Arena - 6,000 seats Twin Pad Arena - Kinsman and Kiwanas Centennial Stadium - 3,000 seats with track Jack Couch Baseball Park - home for the Kitchener Panthers and Kitchener Dodgers Parking for 1800+ cars and 50 buses KMA is situated on a 40 acre site 3. Industrial Land Strategy Study Update At the meeting of May 15th, the Vision Committee examined the hard costs of bringing the Victoria Street lands on stream. It has been estimated that the 200+acres could cost as much as $7.2 million. The next step, as Mr. Borovilos indicated, is to meet with City Staff, review the costs to get a more accurate figure, once that is established a meeting can be set up with the four owners of this site. 4. Ground Water Protection Kim Eby, Director, Community Planning, Regional Municipality of Waterloo with the assistance of a PowerPoint presentation gave Committee an overview of the impact of ground water as it affects industrial land. Endorsed by Regional Council in 1994, the policy, to protect municipal water supplies, focuses on three specific areas: Rural Non-Point Sources (agricultural); Current Urban Point Sources (existing businesses); and Future Urban Point Sources (new businesses). Committee focused their attention of the affects on existing and new businesses. Priority was given to address sources of contamination with the highest potential for contaminating regional groundwater supplies and toward source types that can be dealt with in a pro-active manner. The amendment to the ROPP would require existing official plans and zoning by-laws to be changed to only permit uses compatible with groundwater protection objectives. These amendments will ensure that only compatible uses can be established on vacant land within the Well Head Protection Areas (WHPA). Where amendments to zoning by-laws restrict uses currently in existence, such uses are proposed to be relegated to legal non-conforming status. It is estimated that there are currently 125-175 existing businesses currently non- compatible. Legal non-conforming status will regulate the future conversion or expansion of the existing use. Subject to permission of Committee of Adjustment, these businesses can continue to expand to similar or more compatible uses. Mr. Eby provided an Urban Point Source Sensitivity Map which illustrates the Wellhead Protection Areas and more specifically the level of sensitivity in the identified areas. Committee expressed their concerns with the identified areas, especially as they related to existing businesses. The major concern is the future implications of putting business into a legal non-conforming status. The Chair asked Mr. Eby to return to the next Economic Development Advisory meeting of June 28th, 2000 to continue discussions. In the interim, the Chair requested, that the number of businesses/employees affected be provided for review. Meeting adjourned at 1:18 p.m. Moved by Ray Robinson, Second by Jane Jantzi.
