The Compass Kitchener Advisory Committee met electronically this date, commencing at 4:00 p.m.
Present: Ms. J. Stephens -Wells — Chair, Ms. R. Lavender, Ms. L. Gazzola, Ms. L. Terry, Ms. K.

PLANNING FOR ALL ADVISORY COMMITTEE MEETING (CHAIRS & VICE -CHAIRS
Ms. K. Cooper advised that staff has begun preliminary work on the next All -Advisory Committee
(AAC) meeting (Chairs and Vice -Chairs), tentatively scheduled for Wednesday, May 4, 2022.
While this is a regular committee meeting day; she recommended hosting the AAC meeting in
lieu of a regular monthly meeting and recommended a later than normal start time. The purpose
of the meeting will be to share survey results and speak about the upcoming public engagement
process in addition to engaging advisory committee representatives with discussion questions
and group work related to the findings of the Environics survey. In the past, the event has been
held successfully both in-person and electronically. At this time, no final decision was made on
the type of meeting; however, the Committee did agree to hold this event on May 4, 2022,
beginning at 5 p.m.
In addition to engaging advisory committee representatives with discussion questions, a
suggestion was made to highlight the city's newest advisory committee (Equity and Anti -Racism
Advisory Committee) and ask a representative to speak regarding their mandate. Ms. Cooper
confirmed that an invitation has been extended to this group, but no response has been received
to date. Ms. Fritz -Walters advised that she is compiling a list of all current staff connections
with different organizations and programs but noted the All -Advisory Committee meeting offers
an opportunity to connect with more community members, inquire about additional
connections and explore introductory meetings with a larger network.
Ms. J. Stephens -Wells requested that Ms. Fritz -Walters share her contact list with Committee
members and that members consider additional names to be added. The list will be circulated
by the Committee Administrator along with Ms. Fritz -Walters contact information.
STRATEGIC PLAN — CONFIRM PUBLIC SURVEY AND ENGAGEMENT PLAN
To continue its work on the next Strategic Plan, Compass Kitchener was circulated with a list of
revised draft questions to be used to gather feedback from a public outreach survey. It was
noted the first seven questions are repeats from the survey done in 2018, with the remaining
questions being new and with member input on them being sought.
Ms. K. Cooper advised the consultants (REFOCUS) have retained Environics Inc.to conduct the
telephone survey. Environics is hopeful the survey questions could be finalized, and the survey
rolled out later this week, with some results available in early April. Ms. Cooper hoped to have
preliminary results in time for the April committee meeting; however, if not possible, she
committed to emailing the information to committee members as soon as it becomes available.
Ms. A. Fritz -Walters reviewed the draft questions with members asking clarification questions
and providing input regarding suggested wording changes. It was noted the newer questions
were grouped into the following categories: sustainability; equity; economic development;
recreation/arts and culture; and public engagement. The survey concludes with an open-ended
question asking what one thing the city can do to make Kitchener a better place to live.
Following a review of all proposed survey questions, Ms. Cooper advised the committee's
feedback will be incorporated along with feedback from the Corporate Leadership Team and
from Environics. She agreed to provide members with a copy of the final survey. Following the
survey and the sharing of results, Compass Kitchener members will be given an opportunity to
review the community's responses and consider how this information will inform the next
components of the public engagement plan.

For awareness, Compass Kitchener was in receipt of the draft engagement plan for the Strategic
Plan ranging from present day to September 2023. The engagement plan includes six specific
timeframes: analysis of current situation (Jan -Mar 2022); developing foresight & community
priorities (Mar -Aug 2022); visioning & setting goal areas (Sep -Nov 2022); setting strategic goals
and actions (Dec 2022 — Feb 2023); strategic plan development (Mar -June 2023); and
implementation (Jul -Sep 2023).
