Beginning March 1, 2022, the City of Kitchener has aligned with provincial changes to COVID-19 restrictions and
City Hall is now open for in person services, but appointments are still being encouraged. The City remains
committed to safety of our patrons and staff and continue to facilitate electronic meeting participation for
members of the public. Those people interested in participating in this meeting can register to participate
electronically by contacting the Committee Administrator at Darren.kropf@kitchener.ca. Written comments will be
circulated prior to the meeting and will form part of the public record. Accessible formats and communication
supports are available upon request. If you require assistance to take part in a city meeting or event, please call

1. National Volunteer Week

Overview
The National Volunteer Week theme for 2022, Volunteering Is Empathy In Action,
affirms the strong connection between volunteerism and empathy. This profoundly
human connection is at the heart of healthier individuals and stronger communities.
Empathy is a quality that can help people relate to others and build awareness around
different experiences. It connects people in ideas and actions and helps create bonds
forged in common goals and aspirations.
Volunteering can help us develop empathy, to see the world through the eyes of others.
It can connect people from diverse backgrounds and life experiences, expanding our
views. It can build our capacity to work collectively and contribute to a vibrant, inclusive
society.

2. Pedal Poll 2022
From: Brian Pincott, Executive Director, Velo Canada Bikes
Overview
Vélo Canada Bikes, founded in 2012, is a national non-profit organization working to
build a bicycle friendly Canada. We are the national voice and organizing body for
promoting cycling as a means of everyday transportation and recreation.
Pedal Poll/Sondo Vélo is returning June 2022. Volunteers stationed across the country
will observe cyclists pass by, collecting valuable data on who is biking and where. The
poll helps to capture travel pattners, work toward inclusion and address climate change.

3. Complete Streets 2024 Reconstructions

Overview
The following streets are scheduled for reconstruction in 2024:
Frederick - Bruce to Victoria
East Ave – Frederick to Krug
Wilson - North End to Fairlawn
Lawrence - Victoria to Karn
King - Ottawa to Stirling (Comments Received In 2021)
Three streets in St Mary’s Hospital neighbourhood:
o Admiral Rd ‐ Marlborough Ave to Farnham Ave
o Marlborough Ave ‐ Admiral Rd to Belmont Ave W
o Roxborough Ave ‐ Highland Rd W to Farnham Ave

Discussion on the memo from the Complete Streets subcommittee. Following revisions,
the committee may choose to pass a motion in support of submitting the memo of
comments to city staff for consideration.
4. Ontario Bike Summit

Overview
The Ontario Bike Summit is the premier cycling conference in Ontario, hosted by Share
the Road coalition and partners. This year’s theme is “Resilience through Bicycle
Friendly Communities” and was attended by Bart Forwell on behalf of ATTAC and Ivan
Balaban.

5. Mexico City’s “Move By Bike” Sundays
Overview
Mexico City's "Move By Bike" Sundays (open streets) aim to increase physical activity
for health and wellness, to promote public education on cycling, including allowing
people to build the confidence to use a bike as a mode of transportation, and to promote
the use of bicycles as a sustainable form of transportation and recreation. The route,
over 50km in length, allows cyclists, joggers, and pedestrians to safely spend time on
the streets, while bike school for kids, yoga, dance, and fitness classes are offered to
create a vibrant experience. A video and pictures will be shown of the event.

6. Bike Month: June 2022

Overview
Bike Month is celebrated annually in June by municipalities, organizations and
workplaces. Bike Month is an opportunity for people to try riding a bike for the first time,
learn new skills, or simply have fun and connect with new people. It’s taking the time to
rekindle the youthful magic of exploring your neighbourhood by bike or share that joy
with the next generation of bike riders. Bike Month is a celebration of cycling.
An Active Transportation Marketing and Events student from Conestoga College has
been hired to coordinate events through Bike Month, as well as other events through
the summer. The city will also be delivering an awareness and education campaign to
encourage use of the Downtown Cycling Grid and provide education on how all street
users should use the new types of infrastructure.

7. Bike Parking
Overview
As the City continues to invest in a City-wide network of cycling and trails infrastructure,
there is a need to consider the important role of bicycle parking across the city to allow
cyclists to lock their bike at end-of-trip destinations (e.g., stores, main street areas). The
Cycling and Trails Master Plan identifies a number of recommendations related to the
provision of bicycle parking. The Bicycle Parking Subcommittee discussed the
opportunity for the City to track requests and develop a standing budget item to be able
to respond to user and business owner requests for bicycle parking, similar to other
smaller-scale standing infrastructure items (e.g., pothole repair).

staff what options may be feasible.
