HomeMy WebLinkAboutHeritage Kitchener - 1997-02-14HERITAGE\1997-02-14 LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES (HERITAGE KITCHENER MINUTES) FEBRUARY 14, 1997 CITY OF KITCHENER The Local Architectural Conservation Advisory Committee (Heritage Kitchener) met this date, under the Chairmanship of Councillor M. Wagner, commencing at 12:05 p.m., with the following members present: Ms. S. Campbell, Ms. P. Costigan, Ms. E. Heinrichs, Ms. C. Martindale, Ms. P. Wagner and Messrs. M. Badran, E. Bow, P. Bufe, R. Coo, E. Lucy and D. Pullen. Councillors T. Galloway and Jake Smola were in attendance for part of the meeting. Regrets: Councillors B. Vrbanovic and Ms. J. Haalboom. Others Present: Councillor M. Yantzi, Messrs. G. Nixon and L. Bensason and Ms. D. Gilchrist. 1. MINUTES With respect to item no. 11 on Page 6 of the Minutes of the January 17, 1997 meeting, Ms. P. Costigan advised that the designation ceremony for Margaret Avenue Public School is to take place the day before the "Alumni Dance" and not the "Alumni Reunion". Mr. L. Bensason advised that Mr. D. Snow requested a more detailed explanation of what is required with respect to a road closure of Doon Village Road, as mentioned in No. 3 of Page 3 of the Minutes of the January 17, 1997 meeting. Mr. D. Snow advised that any closure of Doon Village Road would be subject to an Environmental Assessment Alignment Study and an environment assessment may determine that the proposed alignment is unacceptable; therefore, alternatives may have to be considered. On motion by Ms. S. Campbell it was resolved: "That the minutes of the regular meeting of the Local Architectural Conservation Advisory Committee, of January 17, 1997, as mailed to the members and amended this date, be accepted." 2. CHAIRMAN'S REMARKS Councillor M. Wagner advised that he had requested that all the Committee's meetings be held the first Friday of every month. In this regard, a revised meeting schedule was provided to each member. It was noted that the new date of the April meeting, the 4th, conflicts with the designation ceremony from Margaret Avenue Public School. It was generally agreed that the Committee meeting would start at 11:00 a.m. and the members would leave to attend the designation ceremony. Councillor M. Wagner advised the members that their recommendation to change the Committee's name and the recommendation with respect to the private members bill had been adopted by Council. Councillor T. Galloway entered the meeting at this time. Councillor M. Wagner advised that a letter had been received from Paragon Engineering concerning a class environmental assessment and alignment location study on Doon Village Road from Bechtel Drive to Tilt Drive. Mr. R. Coo, Ms. J. Haalboom and Mr. E. Lucy were asked to continue to sit on a sub-committee to deal with this issue. He advised that he would inform Paragon Engineering that this Committee's comments with respect to the class environmental assessment and alignment location study would not be forthcoming until after this Committee's meeting of March 7th. He asked the sub-committee to report at the March meeting. LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMI1-FEE MINUTES FEBRUARY 14, 1997 -9- CITY OF KITCHENER APPOINTMENT OF VICE-CHAIRMAN On Motion by Mr. R. Coo it was resolved: "That Ms. S. Campbell be appointed Vice-Chairman of the Local Architectural Conservation Advisory Committee (Heritage Kitchener) for a term to expire November 30, 1997." Councillor Jake Smola entered the meeting at this time. DELEGATIONS - BENTON STREET BAPTIST CHURCH REDEVELOPMENT PROPOSAL The Committee members were in receipt of a concept plan and site plans for the proposed redevelopment of properties at the corner of Queen Street and St. George Street. The proposed redevelopment is to be a retirement community. The Committee was also in receipt of photocopies of photographs of the existing buildings on these lots. Mr. V. Heinrich, architect for the project, was in attendance and made a presentation to the Committee. He advised that the home of former Mayor Schmalz was to be retained and become part of the new development. He advised that the first phase would contain 48 apartments, the second phase would contain 78 apartments and there would also be a twenty-eight room retirement home. Mr. L. Bensason pointed out that these properties are located within the Victoria Park Area Heritage Conservation District. He advised that staff have had one meeting with the owners to review the policies contained in the Heritage Conservation District Plan. No permits have been applied for; therefore, this is the time for this Committee to comment on the plans. Mr. Bensason thanked the owners for their approach to this project and for coming forward to this Committee to discuss the project. Mr. R. Coo questioned whether the other houses could be used for church functions. Mr. Heinrich advised that the church has no need of them for their own function and explained why it was necessary to remove them to make optimum use of the site. Ms. P. Wagner stated that she felt that more historical research needed to be done on these properties. Mr. M. Badran requested a site plan of the existing buildings on the site and suggested that each Committee member make a visit of the site. Mr. P. Bufe advised of his concern, through past experience, of loosing heritage buildings to provide housing and the new buildings don't materialize. He also advised of his concern regarding increased traffic on Queen Street. Mr. L. Bensason referred to the private members bill discussed at the Committee's last meeting. He also advised that these properties are zoned residential and would come under the demolition control by-law. Mr. V. Heinrich advised that the exit for this property onto Queen Street would be across from Joseph Street and therefore be located at a controlled intersection. Mr. E. Lucy felt that the design chosen for the new development is false. He felt it was inappropriate to try and recreate the heritage architecture with new materials. Mr. D. Pullen stated that Victoria Park has a tradition of trying to redevelop a design similar to the original architectural style. Ms. P. Wagner asked what the time frame is this redevelopment and Mr. Heinrich advised that they haven't set a time schedule yet. Mr. D. Pullen questioned the house at the other side of the development, closer to King Street. He was advised that it belongs to the Lutheran Church. Mr. Pullen stated that if these homes are to be demolished, it will be extremely important to keep the Lutheran House. Wagner and Mr. L. Bensason advised that the owners had come, at this point, to provide information. The owners should now go ahead with a site plan application to make sure this project can go ahead from a planning point of view. The demolition should be the last application. Councillor Jake Smola suggested that this project should be looked at for the overall significance of the whole block. He asked what would be the soonest that the project could go forward and was advised one month. It was generally agreed that a sub-committee composed of Mr. D. Pullen, Mr. M. Badran and Mr. P. Bufe would work with staff and the owners, as required. FIFTY YEARS OF CANADIAN CITIZENSHIP Councillor Jake Smola advised that Monday February 17, 1997 is the 50th anniversary of Canadian Citizenship. He advised that there would be a citizenship court in the City Hall Rotunda that day. HERITAGE KITCHENER LOGO Mr. L. Bensason provided the Committee with various Iogos to be used on letterhead and name tags, which had been produced by Mr. B. Wakefield, Co-ordinator of Graphic and Mapping Services. A discussion took place over the choices presented and the Committee chose one design for letterhead and another for name tags. It was generally agreed that the design for the name tag be that with the clock tower in the centre and raised slightly above the name "Heritage Kitchener". The choice for the letterhead was the logo with the clocktower to the left of the name "Heritage Kitchener". PROPERTY OWNER LETTER The Committee was provided with a draft of a letter to be sent to owners of buildings that appear on the Committee's Heritage Inventory. A discussion took place over the wording of the letter and several revisions were suggested. UPDATES a) GOVERNORS HOUSE AND GAOL Councillor Wagner advised that he had nothing new to report on the Governor's House and Goal. b) DOON SOUTH HERITAGE IMPACT ASSESSMENT Mr. L. Bensason advised that there had been a meeting of staff, the sub-committee and the consultants concerning the Doon South Heritage Impact Assessment. They have been advised that more research needs to be done. Mr. Bensason advised that a written response has been prepared which has been provided to the sub-committee members for their approval, prior to being sent to the consultants. He advised that Mr. L. Masseo, Intermediate Planner, will attend the March meeting to give an overall presentation. Ms. P. Wagner suggested that overlays be prepared for this presentation, to show each aspect, such as streets and wetlands. c) St. Jerome's Councillor M. Wagner advised that the consultant has now been hired to do the fundraising feasibility study for the St. Jerome's Center for the Arts. Costigan advised that a delegation of students will make a presentation to City Council on Monday, February 17, 1997 in support of the designating by-law for Margaret Avenue Public School. e) Conference Committee Ms. P. Wagner reported on the C.H.O. Conference Committee on behalf of Ms. J. Haalboom, who was representing Heritage Kitchener at another meeting this date. She advised that C.H.O. has been asked to provide the theme for the 1998 Conference. Mrs. Haalboom has also been in touch with Penetang to see how they are running the 1997 Conference. She advised that the Conference Committee is looking at holding all the sessions at Kitchener City Hall. f) Reqistry Office Tour Mr. L. Bensason advised that sometime ago a discussion took place on having a tour of the Registry Office. He advised that tentative arrangements have been made for a tour on March 7th at 10:30 a.m. and the tour should take 30 - 45 minutes. g) Summer Student Mr. L. Bensason advised that Ms. S. Barber, a former member of L.A.C.A.C., has been hired as the summer student. Ms. Barber is now a second year planning student. She will be starting on May 1st. h) 51 Ahrens Street West Mr. L. Bensason advised that he has been approached by the new owner of 51 Ahrens Street West to have that property designated. Coucillor M. Wagner left the meeting at this time and Ms. S. Campbell took the Chair. 9. EVALUATION The Committee then reviewed the properties listed on the "Images of Progress - 1946-1996 - Modern Architecture in Waterloo Region". A list of those properties located in the City of Kitchener have been prepared by Ms. P. Wagner and distributed at the January meeting. Slides of these properties were displayed and Ms. P. Wagner read the property description, as contained in the book prepared for the show.
