HomeMy WebLinkAboutHeritage Kitchener - 1997-05-02H E RI TAG E\1997 -05 -02 HERITAGE KITCHENER MINUTES (LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES) MAY 2, 1997 CITY OF KITCHENER Heritage Kitchener (L.A.C.A.C.) met this date, under the Chairmanship of Councillor M. Wagner, commencing at 12:00 p.m. with the following members present: Councillor T. Galloway, Ms. S. Campbell, Ms. P. Costigan, Ms. J. Haalboom, Ms. C. Martindale, Ms. P. Wagner, Ms. E. Lord, Mr. M. Badran, Mr. E. Bow, Mr. P. Bufe, Mr. R. Coo, Mr. E. Lucy and Mr. D. Pullen. Regrets: Councillor B. Vrbanovic and Ms. E. Heinrichs. Others Present: Ms. S. Barber, Mr. L. Bensason, Mr. B. Page, L. Masseo and Ms. D. Gilchrist. 1. CHAIRMAN'S REMARKS Councillor M. Wagner thanked Ms. S. Campbell for chairing the last meeting and for sending the letters as noted in the Minutes. He also thanked Ms. P. Costigan for arranging the designation ceremony from Margaret Avenue Public School. Councillor M. Wagner advised that the City has received $10,000 from the Federal Government from an interpretive centre in the Pioneer Tower Area and that Council has also contributed $10,000 for this purpose. Councillor Wagner brought to the attention of the members the article in Heritage Canada titled "Meeting the Challenge of Adaptive Re-Use in the City of Kitchener, Ontario", which was attached to the agenda. Councillor Wagner advised of a book about Kaufman Footwear, prepared by Mr. P. Britton, assisted by Mr. L. Bensason, which is being presented to the Ontario Professional Planners Institute for an award, on behalf of the City of Kitchener. Councillor M. Wagner introduced Ms. S. Barber who is the Heritage Kitchener student for the summer term. MINUTES With respect to the Minutes of the April meeting, and the issue of the demolition of 118 Victoria Street South, Mr. L. Bensason explained the circumstances around the issue of the demolition permit and advised that, in the future, he would receive copies of all applications for demolition permits. Ms. P. Wagner advised that she had been advised by Ms. S. Burke that this building is a very good example of the Ontario cottage style. On motion by Ms. P. Wagner - it was resolved: "That the minutes of the regular meeting of the Local Architecture Conservation Advisory Committee of April 4, 1997, as mailed to the members, be accepted." COMMITTEE APPOINTMENT On motion by Ms. P. Costigan - it was resolved: "That Ms. Evelyn Lord be appointed a member of Heritage Kitchener (L.A.C.A.C.) for a term to expiry November 30, 1997." URBAN DESIGN GUIDELINES Messrs. L. Masseo and B. Page were in attendance to answer any questions the Committee might have concerning the proposed Urban Design Guidelines, which were presented to Heritage Kitchener at its April 4, 1997 meeting. HERITAGE KITCHENER MAY 2, 1997 - 22 - CITY OF KITCHENER URBAN DESIGN GUIDELINES (CONT'D) It was explained that the Urban Design Guidelines are a good base for negotiations with developers. It will be a Council approved document for negotiation. The Urban Design Guidelines are not a legal document and are not mandatory but do provide a basis to work from. Hopefully, property owners will be willing to negotiate. Further, if there is a by-law that can be changed to implement any of these guidelines, it will be changed once the guidelines are approved. It was suggested by the Committee that the criteria for the Urban Design Awards be included in the guidelines. Following further discussion, in which Ms. J. Haalboom and others questioned specific sections in the guidelines, Mr. B. Page offered to meet with any member of Heritage Kitchener, on an individual basis to receive comments. Ms. J. Haalboom suggested that there should be something in the document to educate people on what constitutes a good design. Mr. R. Coo commented that cycling is not included in the Guidelines and Mr. Masseo responded that a separate study on cycling is being prepared. The Committee was advised that the Guidelines are a living document and that cycling would be added once the study has been completed. Councillor M. Wagner questioned whether staff wanted an endorsement of the document. Mr. Page questioned whether the Committee wished any changes. He also advised that these Guidelines will go to Planning and Economic Development Committee in September and he hoped to receive this Committee's input by May 15th. It was generally agreed that Mr. B. Page would arrange a meeting with Ms. J. Haalboom, Ms. P. Wagner and any other member of the Committee who wished to attend. The Committee again urged that the Urban Design Awards be re-instituted and Mr. Page advised that staff have requested funding for these awards but Council has not approved the request. On motion by Mr. E. Lucy - it was resolved: "That Heritage Kitchener urges City Council to consider re-instituting the Urban Design Awards and consider allocating the necessary funds in the City's budget; and further That a Heritage category be added to the Urban Design Awards." 90 CHURCH STREET Ms. L. Gove was in attendance to get Heritage Kitchener's concurrence on paint colours for her property at 90 Church Street, which is a designated property. She proposed to repaint the front door and the woodwork on the house. Ms. Gove brought a paint coloured chart for the Committee members to view. She advised that her preference for the front door was "Rockwood Dark Red" and "Rockwood Dark Olive" was preferred for the other woodwork. Mr. L. Bensason displayed a slide of the house. On motion by Ms. J. Haalboom - it was resolved: "That Heritage Kitchener has no objection to the owner of 90 Church Street painting the front door in "Rockwood Dark Red" and the other exterior woodwork in "Rockwood Dark Olive"." HERITAGE KITCHENER MAY 2, 1997 - 23 - CITY OF KITCHENER 6. 163 JOSEPH STREET The Committee was in receipt of an alteration application, a construction proposal and accompanying drawings for the property municipally known as 163 Joseph Street which is designated under the Ontario Heritage Act. Mr. L. Bensason advised that the owner commenced the alteration without a building permit and a stop work order was issued. He advised that the roof was already exposed but has been covered with a tarp. Mr. Bensason then displayed a slide of the building. The Committee was advised that a sub-committee, consisting of Mr. D. Pullen, R. Coo, L. Bensason and Councillor M. Wagner viewed the property. The sub-committee then obtained an opinion from Ms. D. Westman, a former L.A.C.A.C. member, as to whether 2 turrets, as proposed by the property owner, would be consistent with this architectural style and Ms. Westman advised that it would be. An alternate drawing was prepared by Ms. Westman showing six longer, narrow windows rather than the three originally proposed, to which the property owner finally agreed. Copies of Ms. Westman's drawings were provided to the Committee members. The Committee members also discussed the vertical treatment, under the windows in the new turret. A brief discussion also took place concerning the request to reshingle the lower porch roof and replace soffits and eaves. On motion by Ms. S. Campbell - it was resolved: "That, pursuant to Section 33 of the Ontario Heritaqe Act, we approve the request of the owner to alter the designated property municipally known as 163 Joseph Street, by enclosing the open deck over the front porch facing Joseph Street with a turret, substantially as shown in the plans considered by Heritage Kitchener on May 2, 1997; Save and Accept that six windows be installed rather than three windows and that horizontal pine boards be used, under the windows, rather than vertical pine boards; and further That the owner be permitted to repair and reshingle the lower porch roof and replace soffits and eaves with original material." A discussion then took place over the need for a guide for owners of designated properties and Mr. D. Pullen agreed to head a group who would put together such a guide. 7. ONE KING STREET WEST - REGGIE'S SIGNAGE Mr. L. Bensason advised the Committee that he had spoken to the Manager of the Walper Hotel about the need for an alteration application for the blackboard signs erected on the main floor level of the building. The Committee then discussed the number of signs on the building, including the window signs. Mr. D. Pullen stated that a decision on the blackboard signs could not easily been made in isolation. Councillor M. Wagner advised that he and Mr. Bensason would meet with the owner of Reggie's to start a discussion and see what the owner is willing to do. Ms. S. Campbell suggested that the Manager of the Walper Hotel should be included in these discussions. It was suggested that this matter be brought back to the next meeting once the discussion has taken place and that Mr. Bensason check on the requirements of the Sign By-law. 8. UPDATES Mr. L. Bensason advised that the Heritage Foundation is getting involved in the issue of the destruction of Registry Office records. The Committee was advised that there will be a panel discussion in this regard, on Tuesday, May 16, 1997, at 7:30 p.m. in the Subscriber's Lounge, Kitchener Memorial Auditorium. Mr. Bensason also advised that there will now be a two year delay in disposing of these records. It was noted that Mr. P. Bufe, Ms. P. Costigan and Ms. E. Heinrichs would be attending the panel discussion. HERITAGE KITCHENER MAY 2, 1997 - 24 - CITY OF KITCHENER 8. UPDATES (CONT'D) Councillor T. Galloway advised of the extensive amount of material to be destroyed. He suggested that this Committee may want to develop a secondary position on taking the material or suggesting where it could be housed. Mr. L. Bensason advised that the final report of the Heritage Inventory Task Force is being written and the report will be presented for discussion in June or July. Concerning the request of the owner of 508 New Dundee Road to have this property removed from the Inventory, Mr. L. Bensason advised that he has discussed the matter with the Legal Department. The Legal Department advises that Heritage Kitchener has every right to include this property on the Inventory. Mr. Bensason advised that a letter is being sent to the property owner advising that this property will not be removed from the Inventory. Mr. L. Bensason then referred to the draft of a letter from Heritage Kitchener to owners of properties on the Inventory, which was distributed at the meeting. Mr. Bensason advised that the Legal Department has recommended removing all reference to designation from the letter. The Committee suggested changing the word "home", at the end of the second line, to "property". Mr. Bensason advised that a copy of this letter will be sent to every owner of property on the Inventory. Mr. L. Bensason then briefly gave the Committee information on the O.M.B. hearing scheduled for May 16, 1997, for the designating by-law for the Victoria Park Area Heritage Conservation District and information on the process towards the designation of the Pioneer Tower West Heritage Conservation District. The Committee then viewed the final draft of their letterhead and name tags. The Clock Tower is shown in black, "Heritage Kitchener" is in green and the address is in black. Mr. Bensason received several suggestions: the semi-circle on the name tag should be larger, the flag should be more distinct and "Heritage Kitchener" should be farther away from the Clock Tower. Ms. P. Costigan then presented the following information about the history of the Heritage Placque: Kitchener's 125th Anniversary Crest was designed by Paul Norman Kalbfleish, a second year student in the Advertising and Design Program at Conestoga College in 1978-79. One of his class assignments was to design a logo for the 125th Anniversary of the City of Kitchener and the class was to submit all of their designs to the City of Kitchener's logo contest. While the students were working on this assignment in class, Paul remembers someone walking by his desk and saying that Kitchener was known for two things: Mennonites and Industry. With those two ideas in mind, he created his design - a mennonite person in a buggy and an industrial city skyline - to depict the chronological development of the City. Since Paul preferred modern contemporary design, he simply added a clean border around the outside of his logo and handed it in to be marked. Paul was given a failing mark on the project, apparently because it didn't look like a logo. He was told that more detail was needed around the border and it was suggested that he add some leaves, ribbons or other flourishes to improve it. As a graphic designer, he knew that one should ask oneself what the client would want. Since his client was really the City of Kitchener, it was from the city crest that he got the ideas for his improved version of the border. From the City crest he took oak leaves, the most common European symbol of strength and character; maple leaves, the Canadian symbol; a ribbon at the top of the logo where he put the number 125 and a ribbon at the bottom of the logo where he put the two names of our City, Berlin and Kitchener, along with the dates 1854 and 1979, for the incorporation of the Village of Berlin and the year of the 125th Anniversary 8. UPDATES (CONT'D) When this design was entered, it won first prize, $25.00. Paul signed a legal contract with City HERITAGE KITCHENER MAY 2, 1997 - 25 - CITY OF KITCHENER 10. Council giving them all rights to the design. This logo was also used on the booklet Reflections of 125 Years, edited by Wendy Collishaw and Barry Preston and on the Oktoberfest Coin of that year. Paul worked for approximately 10 years in the design field and created many designs and advertising layouts, including of Iogos for the John Labatt's Ltd. Holding Company and the Pinnacle Group. He was also the art director for the restoration of the Labatt's Streamliner, a 1940's heritage truck, which has been seen at the CNE, in city parades and fairs. Paul is now a member of The Mutual Group in Waterloo, Ontario. It is interesting to note that the design used on our Heritage Designation Placque is Paul's original one, which does not include the oak leaves or the maple leaves or the ribbons. CONFERENCES Councillor T. Galloway advised that the annual meeting of the Waterloo Regional Heritage Foundation will be held on June 10th, 1997. Ms. J. Haalboom reported with respect to the 1998 Community Heritage Ontario Conference advising that the approved dates for the conference are May 29 - 31, 1998. This will allow the conference to be held in conjunction with the Quilt Festival and the Mennonite Relief Sale. She advised that the theme of the Conference will be "What's the Use?" and that the Conference Committee is being provided with a budgeted $8,000 from Community Heritage Ontario. She advised that the Conference Committee is now dealing with the matter of how to attract people to this area and what we want people to know about us. BUILDING EVALUATION Attached to the agenda was a list of buildings, provided by Mr. L. Bensason, which the Committee was being requested to consider and determine if they should be added to the Commiteee's Heritage Inventory. Mr. L. Bensason displayed a slide of each property and read aloud the building evaluation form that had been completed for each of the buildings. It was agreed by the Committee that the following buildings be added to the Heritage Inventory: - 69 Agnes Street (Granite Club) - 17 Ahrens Street West - 21 Ahrens Street West - 29 Ahrens Street West - 33 Ahrens Street West - 98 Corfield Drive - 1241 Glasgow Street - 691 Hidden Valley Road - 1070 Hidden Valley Road - 106 Park Street - 110 Park Street - 117 Park Street - 161 Park Street - 191 Park Street (Driveshed) - 210 Park Street - 214 Park Street - 219 Park Street - 86 Pinnacle Drive - 31 Roy Street - 51 Roy Street 10. BUILDING EVALUATION (CONT'D) - 1203 Westmount Road East HERITAGE KITCHENER MAY 2, 1997 - 26 - CITY OF KITCHENER 11. - 173 Woolner Road - 119 Young Street - 488 Zeller Drive The Committee requested more historical research on the following properties: - 1241 Glasgow Street - 1070 Hidden Valley Road - 86 Pinnacle Drive - 51 Roy Street The Committee agreed that the property known as 209 Park Street should remain on the Heritage Inventory.
