HomeMy WebLinkAboutHeritage Kitchener - 1997-04-04H E RI TAG E\1997 -04-04 HERITAGE KITCHENER MINUTES (LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES) APRIL 4, 1997 CITY OF KITCHENER Heritage Kitchener met this date, under the Chairmanship of Ms. S. Campbell, commencing at 11:00 a.m., with the following members present: Ms. P. Costigan, Ms. J. Haalboom, Ms. E. Heinrichs, Ms. C. Martindale, Mr. E. Bow, Mr. P. Bufe, Mr. R. Coo, Mr. E. Lucy and Mr. D. Pullen. Councillor Jake Smola and Councillor B. Vrbanovic were in attendance for part of the meeting. Regrets: Councillor M. Wagner and Ms. P. Wagner Others Present: Ms. C. Livingston, Mr. L. Bensason, Mr. B. Page and Ms. D. Gilchrist. 1. RESIGNATION The Committee was in receipt of a letter of resignation from Ms. B. Buchanan. The Secretary advised that a formal motion would be required to either accept or not accept the resignation. Mr. R. Coo recommended that the resignation be accepted with regret and that a letter be sent to Ms. Buchanan thanking her for her years of service to this Committee. A brief discussion over the recommendation took place and Ms. P. Costigan suggested that the Committee send Ms. Buchanan a letter asking her to reconsider her resignation. Mr. R. Coo withdrew his recommendation. On motion by Ms. P. Costigan it was resolved: "That Heritage Kitchener send a letter to Ms. B. Buchanan asking her to reconsider her resignation." Carried Unanimously Ms. S. Campbell advised that she would draft a letter in this regard which would be reviewed by Ms. P. Costigan and Mr. L. Bensason prior to being mailed. 2. BUILDING EVALUATION The Committee was in receipt of a list of properties in the Civic Centre area to be reviewed and considered for addition to the Committee's Heritage Inventory. Mr. L. Bensason reviewed the building evaluation forms which had been completed for each of these properties and showed a slide of each property being considered. After reviewing each property individually it was agreed by the Committee that the following property's be added to the Heritage Inventory: a) 20 Roy Street b) 23 Roy Street c) 26 Roy Street d) 32 Roy Street e) 35 Roy Street f) 36 Roy Street g) 40 Roy Street h) 41 Roy Street i) 44 Roy Street j) 48 Roy Street k) 53 Roy Street I) 54 Roy Street m) 57 Roy Street n) 58 Roy Street It was agreed that 27 Roy Street, which is already on the Heritage Inventory, remain on the Inventory. It was also agreed that more historic research was required for 51 Roy Street before a decision could be made to add it to the Heritage Inventory. HERITAGE KITCHENER APRIL 4, 1997 - 19 - CITY OF KITCHENER It was agreed that the following properties on Ahren Street be added to the Heritage Inventory: a) b) c) 9 Ahren Street West 11 Ahren Street West 45 Ahren Street West 51 Ahren Street West, which was already on the Heritage Inventory, is to remain on the Heritage Inventory. The following properties on Young Street are to be added to the Heritage Inventory: a) b) c) d) 113 Young Street 123 Young Street 127 Young Street 133 Young Street The following properties on Weber Street West and Queen Street North, which were already on the Heritage Inventory, are to remain on the Heritage Inventory: a) 18 Weber Street West b) 28 Weber Street West c) 32 Weber Street West d) 44 Weber Street West e) 54 Queen Street North f) 68 Queen Street North g) 80 Queen Street North Mr. L. Bensason advised that there are two properties, 173 Woolner Road and 488 Zeller Drive which require more information and he would bring these back to the Committee at their next meeting. Councillor Jake Smola entered the meeting during the discussion on the building evaluation. 3. INFORMATION ITEMS The Committee reviewed the information items attached to the agenda. Mr. L. Bensason advised that, with respect to 508 New Dundee Road and the destruction of Registry Office records, he has been talking to the City's Legal Department and he will bring these items back for discussion at a future meeting. 4. URBAN DESIGN GUIDELINES Mr. B. Page and Ms. C. Livingston of the Department of Planning & Development were in attendance to present the Urban Design Guidelines to the Committee. Copies were distributed to the members and staff advised that these were being circulated for comment. The Committee was advised that this is the start of the review process and that the Urban Design Guidelines would be presented to Planning & Economic Development Committee in September. Councillor B. Vrbanovic entered the meeting at this time. Ms. C. Livingston, with the assistance of a computer generated presentation, presented the Urban Design Guidelines and the purpose of them. Following the presentation by Ms. Livingston, Mr. B. Page advised that staff would like to come back to this Committee at a later time to get their comments. He also advised of the staff who were involved in the preparation of the Guidelines. He advised that staff would like to come back to Heritage Kitchener at their May meeting, to answer any questions the Committee might have and would request a written response from Heritage Kitchener on the Guidelines by May 15, 1997. HERITAGE KITCHENER APRIL 4, 1997 - 20 - CITY OF KITCHENER 118 VICTORIA STREET SOUTH Ms. S. Campbell advised that Mr. L. Bensason had left this item for the Committee's information. An Application for Demolition Permit has been granted for this property, 118 Victoria Street South, which is on the Heritage Inventory. An error had been made by staff and this matter had not been brought to the Committee or to the Heritage Planner prior to the Demolition Permit being approved. On motion by Mr. R. Coo it was resolved: "That Heritage Kitchener send a letter to the Department of Planning & Development expressing its unhappiness that a demolition permit has been recommended for approval without coming to Heritage Kitchener or the Heritage Planner; and further That Heritage Kitchener asks that this situation not happen again." Ms. S. Campbell advised that she would draft the letter. NEXT MEETING Next meeting of Heritage Kitchener is scheduled for Friday May 2, 1997, commencing at 11:45 a.m., in the Conestoga Room.
