Wagner, commencing at 12:05 p.m., with the following members present: Councillor T. Galloway, Ms. B. Buchanan, Ms. S. Campbell, Ms. P. Costigan, Ms. J. Haalboom, Ms. E. Heinrichs, Ms. C. Martindale, Messrs. M. Badran, E. Bow, R. Coo and E. Lucy. Ms. P. Wagner, Councillor B. Vrbanovic and Councillor Jake Smola were in attendance for part of the meeting. Regrets: Mr. P. Bufe. Others Present: Messrs T. Boutilier, D. Snow, L. Masseo and L. Bensason and Ms. D. Gilchrist. 1. CHAIRMAN'S REMARKS Councillor M. Wagner thanked Mr. R. Coo for all the worked he done in preparing for and setting up the display at Conestoga Mall for Heritage Week. Councillor Wagner also thanked Mr. L. Bensason for arranging the tour of the registry office, which had taken place prior to this meeting. Councillor M. Wagner advised that he received a phone from Ms. D. Wall of the Genealogical Society, requesting that, if any member of Heritage Kitchener becomes aware of any cemetery closings, they advise her. 2. MINUTES Ms. Buchanan asked that the minutes reflect that she sent her regrets to the last meeting. On motion by Mr. E. Bow it was resolved: "That the minutes of the regular meeting of Heritage Kitchener, of February 14, 1997, as mailed to the members and amended this date, be accepted." REPLACEMENT LUMINARIES CONSERVATION DISTRICT DOON VILLAGE ROAD - UPPER DOON HERITAGE Mr. D. Snow, Director, Traffic & Parking Division was in attendance to discuss the replacement luminaries on Doon Village Road, which is located in the upper Doon Heritage Conservation District. Mr. D. Snow displayed one of the proposed luminaries. Ms. P. Wagner entered the meeting at this time. Mr. Snow explained that there are a number of existing luminaries which are in a bad state of repair and that they are all old incandescent lights, so staff are looking for a replacement. Staff are aware that the conservation district plan has certain restriction. He then explained the replacement proposal. Ms. J. Haalboom questioned whether a trial would be possible and also questioned the brackets to be used. Mr. Snow advised that the same brackets would used. With respect to the amount of light from the new luminaries, Mr. Snow advised that, although the light appears brighter, the new luminaries cast the same amount of light. Mr. Snow advised that a trial period for the new luminaries would be possible and the Committee generally agreed with a trial. DOON SOUTH COMMUNITY PLAN Councillor Jake Smola entered the meeting at this time. Mr. L. Masseo, Intermediate Planner, was in attendance to present to the Committee the draft community plan for the Doon South area. He explained that the area covered by the plan is south of the existing Pioneer Park. The City's Official Plan and the 4. DOON SOUTH COMMUNITY PLAN - Cont'd Region's Official Policies Plan need to be modified to reflect the new environmental needs and the community plan must be revised to take into consideration new planning principles. A transportation study has been undertaken to determine a regional and collector road network. Mr. Masseo explained the new road network, which was displayed and advised that it has been approved by City Council and Regional Council. Mr. Masseo then explained other background studies which have or are currently taking place. Councillor B. Vrbanovic entered the meeting at this time. Mr. Masseo advised that the focus, now, is on where the new roads have to cross existing scenic roads. The studies are looking at areas for crossings which will have the least impact and have identified a number of locations which would be best. It is also necessary to determine how the scenic roads will function and it has been determined that they could be closed, in a staged process and integrated into the community trail system. It is important to ensure that the new crossings are done in a good manor and that any development is back lotted. The City would have to provide access to these roads on an interim basis until the new roads are fully constructed. With respect to the proposed development in this area, Mr. Masseo advised that staff are now able to start placing detailed lands use designations. The area will have a predominately Iow rise designation with a community focal point. The aim is to create an urban feeling in a suburban community. Another aspect is the fact that the area abuts a heritage conservation district and there are a number of policies to deal with development on lands adjacent to a heritage conservation district. Councillor T. Galloway stated that he had hoped that Groh Drive would be designated a little bit beyond Street "H". Mr. Masseo explained that it is intended that all of Stauffer Drive and a section of Groh Drive be designated. He further explained that the land use for Phase II is currently under study and staff do not want to recommend the designation of Groh Drive beyond Street "H" until they know what is happening in Phase II. Mr. Masseo advised that it could formally be designated but it could not be close to traffic at this time. Ms. L. Heinrichs stated that she didn't understand why Groh Drive could not be designated now. She recommended that the Committee be proactive. Mr. Masseo explained that it could be designated but it could not be closed to traffic. Councillor M. Wagner advised that Heritage Kitchener could make that recommendation to Planning & Economic Development and Council. Councillor T. Galloway acknowledged the information provided by Mr. Masseo but suggested that this Committee recommend the designation of the rest of Groh Drive. On motion by Councillor T. Galloway it was resolved: "That the remainder of Groh Drive, from Street "H" to Dodge Drive, as shown on the "Doon South Community Plan Land Use Map", be designated as a scenic road. Ms. P. Wagner stated that the community plan is a very large document and it is to be reviewed by Planning & Economic Development Committee on March 17, 1997. Staff have not been fair to this committee, as they have not been given adequate time to properly consider the document. Ms. J. Haalboom inquired about housing types and numbers of stories. She commented on the six storey maximum, stating that she has a lot of concern about that and questioned the future. Mr. Masseo responded that the municipal plan and zoning by-law only allow for six stories. This could be changed down the road by the Council of the day, through the required consultation process. Ms. P. Wagner spoke of the topography and where the six stories would be unobtrusive and where they would obscure the view. LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMI1-FEE MINUTES MARCH 7, 1997 - 15 - CITY OF KITCHENER DOON SOUTH COMMUNITY PLAN - Cont'd Councillor Jake Smola left the meeting at this time. Ms. J. Haalboom distributed copies of the subcommittee meeting minutes. Mr. G. Schiels, planning consultant for Monarch Construction, addressed the Committee advised that this plan has been in process for a number of years. There have been changing thoughts on the environmental aspects and the plan has changed dramatically. He advised that Monarch owns 350 acres and about one-third of it is to be set aside for natural areas: two woodlots, the whole creek corridor, in addition there is to be a wide green corridor with smaller woodlots along Tilt Drive. He stated that there is a very green community coming out of this exercise. Ms. J. Haalboom then provided some background information to the subcommittee minutes which she distributed. The Committee then reviewed the transportation recommendation contained in the subcommittee minutes. Councillor T. Galloway questioned the possibility of staging on the west side of Tilt Drive and of closing certain accesses and opening others. He recommended that a portion of Street "A" be built before development could take place on the Hallman lands. Mr. G. Schiels stated that the plans, in many ways, have been dictated by the environment. There are the limits of the provincially significant wetlands and the environmental impact study which have to be worked with. There is also the requirements of the heritage conservation district. The proposed plan weighs out all the checks and balances. Councillor T. Galloway stated that there needs to be a staging of the closure of Doon Village Road. Mr. J. Haalboom stated that there is no agreement that the road is to be built and something has to be done about getting the diversion in place. Councillor T. Galloway pointed out that the existing community plan requires that there be no development to the west until the diversion has been constructed. On motion by Councillor T. Galloway it was resolved: "That clause 6.14 of PD 97/16 Doon South Community Plan, be amended to include the following: "that development west of Tilt Drive shall not take place until the Doon Village Road diversion, from Bechtel Drive to Tilt Drive, is constructed." On motion by Councillor T. Galloway it was resolved: "That staff be directed to consider, within the Staging of Development Report, the possible closure of Tilt Drive or Doon Village Road to reduce traffic and filtration of the Upper Doon Heritage Conservation District." Councillor B. Vrbanovic left the meeting at this time. Ms. J. Haalboom then reviewed the residential concerns contained in the subcommittee minutes. Ms. P. Wagner asked for clarification on the multiple residential development at the end of Oregon Drive. She asked that it not be permitted to be at a density of 60 units per hectare. Mr. Masseo advised that staff are not prepared to make that recommendation. Mr. L. Bensason advised that, through the municipal plan, there is the ability to assess plans of buildings which are adjacent to a heritage resource. Councillor T. Galloway commented that this is an extremely Iow density development, the lowest so far in the City and he is not concerned about the 60 units per hectare. He stated that it is the building form which could have an impact on the district. 4. DOON SOUTH COMMUNITY PLAN - Cont'd LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMI1-FEE MINUTES MARCH 7, 1997 - 16 - CITY OF KITCHENER The Committee then reviewed the natural environment and parks concerns in the subcommittee minutes. Councillor T. Galloway advised that the Environment Committee has requested that these recommendations be included in the plan and suggested that Heritage Kitchener do the same. Mr. L. Masseo stated that there has been a number of comments about what had been done previously. He advised that twenty years ago planning principles were different and the new plan is based on totally different planning principles. He stated that it is ultimately up to City Council to approve and direct. On motion by Ms. J. Haalboom it was resolved: "That the following be added to PD 97\16 Doon South Community Plan, being clauses 3.6.14 and 3.6.15 of the existing Doon South Community Plan: a) That the natural topography, vegetation, scenic vistas and historical features of Doon South be retained in the natural state to the greatest degree possible and incorporated into subdivision design and development. b) That vegetation links, natural drainage courses and water bodies and, where feasible, visual sky lines as identified on map (5) be protected, preserved and strengthened. On motion by Ms. S. Campbell it was resolved: "That the following corrections and additions be made to "Schedule 3 - Heritage Resources" of PD 97/16 Doon South Community Plan: a) 320 Didge Drive be changed to 320 Dodge Drive b) 388 New Dundee Road be changed to 398 New Dundee Road c) 828 New Dundee Road be changed to 628 New Dundee Road d) 1478 New Dundee Road, 1 Oregon Drive, 103 Dodge Drive and 371 Dodge Drive be added to the Inventory of Heritage Buildings and "Schedule 3 - Heritage Resources". Ms. P. Wagner referred to the letter from Mr. L. Bensason to Mr. G. Schiels, attached to the agenda. She advised that the subcommittee would meet and then report to this Committee in April to present a revised Heritage Impact Assessment. Pioneer Tower West Area Heritaqe Conservation District Study Boundary Councillor T. Galloway advised that there is a need to extend the boundaries of the area of study for the Pioneer Tower West Area Heritage Conservation District to include the publicly owned lands as well as Lookout Lane to the public parkland. A revised map of the study area was distributed to the Committee members. On motion by Councillor T. Galloway it was resolved: "That the study area boundary for the proposed Heritage Conservation District in Pioneer Tower West be revised in accordance with the plan dated March 1997, as considered by Heritage Kitchener (L.A.C.A.C.) on March 7, 1997, and further 5. That the Legal Department be directed to prepare the necessary by-laws." Councillor T. Galloway left the meeting at this time. Waterloo Reqional Heritaqe Foundation Awards of Excellence Nomination Ms. P. Wagner recommended that Heritage Kitchener nominate 134 Lancaster Street East for an Award of Excellence from the Waterloo Regional Heritage Foundation, as it sparks the continued upgrading of the neighbourhood. Ms. B. Buchanan advised that she disagreed with the nomination, as the owner was advised not to sandblast the building but did it anyway. It was her opinion that if Heritage Kitchener recommends this building for an Award of Excellence it is condoning sandblasting. On motion by Ms. P. Wagner it was resolved: "That Heritage Kitchener nominate 134 Lancaster Street East for an Aware of Excellence from the Waterloo Regional Heritage Foundation, as it sparks the continued upgrading of the neighbourhood." Ms. B. Buchanan left the meeting at this time. Conference Report Ms. J. Haalboom briefly advised of the following topics: change, a variety of speakers, new land trusts and lands available for conservation or natural heritage, announcement on Heritage Day and fundraising/charities and partnerships. UPDATES a) Epton Site: Councillor and Ms. Wagner and Mr. L. Bensason toured the site last week and Mr. Bensason took photographs. b) St. Jerome's: The fundraising feasibility study has commenced. c) Heritaqe Display: Councillor Wagner asked that the Committee start soon to prepare for next year's display. NEXT MEETING The next regular meeting of Heritage Kitchener is scheduled for Friday, April 7, 1997, commencing at 11:00 a.m., to be followed by the Designation Ceremony for Margaret Avenue Public School at 1:30 p.m. at the school.
