HomeMy WebLinkAboutHeritage Kitchener - 1997-07-04H E RI TAG E\1997 -07 -04 HERITAGE KITCHENER MINUTES (LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES) J U LY 4, 1997 CITY OF KITCHENER Heritage Kitchener (L.A.C.A.C.) met this date, under the Chairmanship of Councillor M. Wagner, commencing at 12:00 noon with the following members present: Ms. S. Campbell, Ms. J. Haalboom, Mrs. P. Wagner, Messrs. E. Bow, P. Bufe, R. Coo, E. Lucy and D. Pullen. REGRETS: Councillors T. Galloway and B. Vrbanovic, Ms. P. Costigan, Ms. C. Martindale and Ms. E. Lord. OTHERS PRESENT: Ms. S. Barber and Messrs. B. Stanley and G. Sosnoski. 1. CHAIRMAN'S REMARKS Councillor M. Wagner advised that a meeting has not yet taken place with the Walper Hotel concerning their blackboard signs. He also announced that there will be no Heritage Kitchener meeting in August and asked Committee members to complete the outstanding evaluation packages for heritage properties. 2. MINUTES Mrs. Wagner noted that the first paragraph on Page 28 of the June 6, 1997 Minutes incorrectly identifies the trees in the Huron Natural Area and Victoria Park as Ash trees. She suggested that these are in fact Elm trees. She also referred to the "Designation Sub-Committee Report Section" of the June 6 Minutes where Mr. P. Bufe advised that 239 - 241 Frederick Street could now be plaqued. Mrs. Wagner noted that the property is listed on the inventory as 241 Frederick Street and that if there is a double address involved, the inventory should be changed to reflect this. On motion by Mr. E. Bow it was resolved: "That the minutes of the regular meeting of Heritage Kitchener, held on June 6, 1997, be accepted, as amended, to reflect that the reference to "Ash" trees in paragraph 1 of page 28 be changed to read "Elm". Ms. Haalboom noted that past reference to the paint on the Breithaupt home should read "Rookwood Red" rather than "Rockwood Red". REVISIONS TO HERITAGE IMPACT ASSESSMENT RECOMMENDATIONS - WYLDWOODS NEIGHBOURHOOD Mr. Glenn Scheels, Green, Scheels, Pidgeon - Planning Consultants, and Mr. Nicholas Hill, Architect, appeared with respect to revisions in the Implementation section of the Heritage Impact Assessment prepared for Monarch's Wyldwoods neighbourhood. The Committee was in receipt of correspondence from Mr. Scheels dated June 24, 1997 including minor amendments to the Implementation section. Mr. Scheels reviewed the recommendations in the Heritage Impact Assessment relating to the Stauffer Log House, the design guidelines for Blocks 193 & 194, the Fisher Farmhouse, Tilt Drive and Oregon Drive. Mr. Scheels pointed out that it has been provided that Mr. & Mrs Reynolds, or alternately the City of Kitchener, purchase the Stauffer Log House, and that it is recommended that the House be designated and relotted. He further advised that with regard to the Fisher Farmhouse, it is intended to be conserved in its current location and Monarch plans to market the house and accommodate it on a future, appropriately sized lot in the subdivision. Mr. Scheels noted that the intent is to close Tilt Drive to vehicular traffic in the longer term and that new neighbourhoods will be developed in a compatible manner. He stated that an additional road right-of-way along Tilt Drive, a Tree Management Plan/Scoped Environmental Implementation report, the proposed road crossings of Tilt Trail and design guidelines for the Trail are recommended as conditions of subdivision approval. Mr. Scheels advised that with respect to Oregon Drive, 7 large, new lots are proposed, each of a minimum one half acre. He pointed out that the cul-de-sac will be a tar chip street and there will be boundary and landscape easements. Mr. Scheels requested endorsement of the Heritage Impact Assessment report, including the amendments outlined this date. HERITAGE KITCHENER J U LY 4, 1997 - 35 - CITY OF KITCHENER REVISIONS TO HERITAGE IMPACT ASSESSMENT RECOMMENDATIONS - WYLDWOODS NEIGHBOURHOOD - CONT'D Mrs. Wagner questioned when the City would be in a position to comment on the possible purchase of the Stauffer Log House, and Mr. Stanley replied that he hopes to address this in conjunction with the approval stages for the plan of subdivision to ensure integretation, probably in the early Fall. Mrs. Wagner referred to Section 5.1.5 of the Implementation recommendations relative to the Stauffer Log House and noted the reference to re-use and recycling of the building materials. Mr. Scheels clarified that this is the worst case scenario; however, should the house be demolished the intent is to re-use the historic building materials. Mrs. Wagner advised that in regard to the possible sale of the Fisher House, she is assembling historic documentation which may be of interest to potential purchasers. She also inquired whether a pedestrian crossover or underpass could be arranged with respect to Tilt Drive in order to eliminate the road break, and Mr. Scheels replied in the negative, noting that the cost would be prohibitive. Mr. Scheels stated that he is committed to working with adjacent owners in order to develop a creative and sensitive solution, also noting that grade separation pedestrian crossings are not desirable from a safety or security standpoint. In response to a question from Mr. Lucy concerning the boundary between the new subdivision and the conservation district, Mr. Scheels assured the Committee that there would be no road connection, only a pedestrian connection. Ms. Haalboom referred to an archaeological assessment, and Mr. Scheels replied that a study had been done 2 years ago on a part of the property from the creek to the existing portion of the Wyldwoods subdivision. He noted that a grave had been found; however, it was uncertain whether this was an individual burial or a cemetery. No artifacts of significance were found; however, Mr. Scheels advised that a further archaeological study will have to be completed as a condition of Regional subdivision approval. In response to a further question from Mrs. Wagner, Mr. Scheels acknowledged that he has a copy of the archaeological study of Scarlet Janusus pertaining to the Tilt Drive area and will pass this along to the Consultant who will do the required, additional study. On a motion by Ms. S. Campbell it was resolved: "That Heritage Kitchener endorses the Wyldwood Heritage Impact Assessment final report prepared for Monarch Construction's Wyldwoods neighbourhood, including amendments to the Implementation section as appended to correspondence with Glenn Scheels, Green, Scheels Pidgeon, Planning Consultants, dated June 24, 1997 and presented to Heritage Kitchener on July 4, 1997." SCENIC ROAD/CONSERVATION DISTRICT SIGNAGE SUB-COMMITTEE Mrs. Haalboom suggested that a Sub-committee be struck to deal with these issues and suggested representatives from both Heritage Kitchener and the neighbourhoods involved. It was agreed that Mr. E. Lucy would represent Heritage Kitchener on the Committee and that in addition to Ms. Haalboom, there be at least two other members of the community represented. The Chairman also noted that should any other member of Heritage Kitchener wish to sit on this Sub-committee they are welcome to participate. Ms. Haalboom suggested that more formal procedures for meeting organization and agendas should be used and that particular attention be paid to issues of timing. She noted that in the past this has been a problem with sub-committees. Councillor Wagner asked Mr. Lucy to keep these items in mind and as the Heritage Kitchener representative, to assume more control of this type of joint meeting. He also suggested that Mr. Lucy should make decisions with regard to meeting dates. HERITAGE KITCHENER J U LY 4, 1997 - 36 - CITY OF KITCHENER 5. UPDATES Guidebook of Desiqnated Properties Mr. Pullen commented on progress to date involving the Guidebook of Designated Properties, noting that steps have been taken to define the support the Committee can expect from City staff. He added that staff will produce the pages which Heritage Kitchener will take to a commercial printer. He also noted that there are plans to make the publication available on a potential web site, and that he hopes to save money by using the City's digital camera. 103 Queen Street South Mr. Stanley advised that he had spoken with the Building Division, and in this regard circulated a proposal to install rod iron railings behind the existing heritage balcony. He noted that a fire escape is to be added to the rear of the building and also circulated drawings in this regard. Mr. Bufe commented that it was his understanding that the City had suggested a horizontal bar mounted on the top of the balcony rather than a secondary railing system. Mrs. Wagner advised that Heritage Kitchener had suggested the use of shingling to repair the verandah boards and that Mr. Bensason would attempt to find an historic photo to document this. Mr. Stanley agreed to look into the shingling issue. Mill Race - Upper Doon Ms. Haalboom advised that the site will be documented then backfilled, and that she has insisted on recommendations as to how the Mill Race could be used as an interpretive feature or centre. She suggested that the Committee approach the Federal government for financial assistance through one of its economic development initiatives. She indicated her belief that this would be addressed in the Consultants report, and noted that she has photos of the site. Pioneer Tower Heritaqe Conservation District Mrs. Wagner reviewed the historical aspects of the report, noting that Mr. Bensason will be working on the in-house document over the Summer, and that a site visit will be arranged. She stated that the working group would meet again in the Fall to discuss roof and paint colours and is hoping for a submission to Council in the Fall of 1997. Epton Chimney The Committee acknowledged the efforts of Stephanie Barber in preserving a truckload of bricks from the chimney which was recently demolished. It was noted that these were delivered to a work storage site and will be used for some sort of commemorative feature. Tree Desi,qnation/Namin,q Mrs. Wagner advised that she is attempting to locate the farm where the historic White Elm tree is located. Also that Mr. Bensason has found two communities which have designated trees; namely, Scarborough and Toronto. She stressed the need to define a parcel of land to designate along with the tree and referred to a tree off of Bleams Road on William which is over 80 years old and is on the Honour Roll of Trees of the Region of Waterloo. Mrs. Wagner asked that Committee members submit any tree name suggestions to her, and Ms. Campbell suggested a competition to name the tree. Mr. Pullen inquired as to the status of tree lined vistas in Victoria Park, and expressed his interest in receiving assurances that these trees are protected or will be replaced. Mr. Sosnoski advised that with respect to the Heritage Act, the legislation empowers the designation of "real property" and that the intent appears to be the preservation of structures in regard to Part IV. Respecting Part V, there is greater latitude for preservation and the regulations within the Conservation District Plan serve to control development and preservation of a larger range of features than under Part IV. Mr. Stanley referred to a proposed Tree Destruction By-law which he is considering for application to heritage trees. Be advised that he will propose this in the late Fall of 1997. 5. UPDATES - CONT'D HERITAGE KITCHENER J U LY 4, 1997 - 37 - CITY OF KITCHENER Tree Desi.qnation/Naminq - Cont'd Ms. Haalboom referred to a row of trees and a designated road alignment, noting the former were recently pruned by Hydro employees. Councillor Wagner asked that this item be put on a future agenda, in either October or November, at which time Mr. T. Clancy of the Parks & Recreation Department will be asked to attend and comment. Mrs. Wagner indicated that she would ask Mr. Bensason to circulate Committee members with material he has assembled relating to tree designation. Markham The Committee was advised that Ms. Lord would present a report at the next meeting. 6. 1998 - C.H.O. CONFERENCE - UPDATE Ms. J. Haalboom, who is sitting on the organizing Committee, advised that she is seeking a Banquet Chairperson. Mrs. Wagner inquired whether Heritage Kitchener members wishing to register to attend the Conference should register directly or through Dianne Gilchrist. Councillor Wagner asked that Committee members submit their registration forms to Ms. Gilchrist, and in this regard asked that they be given to her by the end of August. 7. OTHER BUSINESS Mr. Pullen advised that he has been approached by the Victoria Park 100th Anniversary Committee to assist in developing a walking tour, and that they will approach Heritage Kitchener sometime in November. Mrs. Wagner inquired whether any word had been received from Mr. Wayne Wettlaufer MPP on proposed Demolition Control Legislation, and Mr. Stanley replied that there has been timing problems in the Legislature, but he believes that the legislation will be part of the next session. Mr. Bufe advised that a tenant (Dolan Shoes) has expressed an interest in occupying 1820 Queen Street North, and that Mr. Bensason is to check into a proposed application to alter the property. Mr. Bufe noted that the City's Heritage Inventory shows this property as 1620 Queen Street North. Mr. Bow referred to the hydro transformer houses which are systematically being taken out of service, and questioned what if any steps are being taken to preserve these buildings. Mr. Stanley replied that some are being purchased by the City and conveyed to Kitchener Housing Inc. for conversion to Iow cost housing, others are being turned over to Habitat for Humanity. Mr. Bow expressed an interest in pursuing this matter to ensure representative samples of these buildings are preserved. Ms. Campbell read a letter from former Heritage Kitchener member Barbara Buchanan in response to a previous request that she reconsider her resignation. The letter advises that she stands behind her original decision to resign. 8. BUILDING EVALUATION - PACKAGE "C" CiViC CENTRE The Committee was in receipt of a listing of municipal addresses corresponding to buildings which staff and Committee members have investigated for possible inclusion on the Heritage Inventory. Ms. Barber showed slides and provided background information on each of the subject properties, the Committee briefly discussed the merits of each, then voted on disposition. Mr. Lucy left part way through the presentation and voting. 8. BUILDING EVALUATION - PACKAGE "C" CiViC CENTRE - Cont'd It was agreed, by a Committee vote on each property, that the following would be listed on the HERITAGE KITCHENER J U LY 4, 1997 - 38 - CITY OF KITCHENER Heritage Inventory: · 12, 14, 22, 38, 46, 50, 54, 58, 74, 76 and 82 Ahrens Street West; · 33 and 53 Margaret Avenue; · 11, 16, 19, 21,29 and 32 Maynard Avenue; · 49 Mary Street. It was agreed that the following properties, currently on the inventory, would remain on: · 36 Ahrens Street West; · 31, 37 and 55 Margaret Avenue; · 86 Queen Street North. It was noted that 86 Queen St. North was left on the inventory at present subject to further research; specifically, with respect to its historical significance. Additional research was also requested with respect to the 49 Mary Street property. ADJOURNMENT On motion the meeting adjourned at 2:25 p.m. G.
