HERITAGE KITCHENER MINUTES
(LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES)
NOVEMBER 14, 1997
CITY OF KITCHENER
Heritage Kitchener (L.A.C.A.C.) met this date, under the Chairmanship of Councillor M. Wagner,
commencing at 12:05 p.m. with the following members present: Councillor T. Galloway, Councillor B.
Vrbanovic, Ms. S. Campbell, Ms. P. Costigan, Ms. J. Haalboom, Ms. E. Heinrichs, Ms. C. Martindale, Ms.
P. Wagner, Messrs. E. Bow, P. Bufe, R. Coo, E. Lucy and D. Pullen.
OTHERS PRESENT:
Messrs. B. Stanley, L. Bensason, Ms. S. Barber and Ms. D. Gilchrist.
CHAIRMAN'S REMARKS
Councillor M. Wagner reviewed the names of those current Committee members who have
applied for reappointment to the Committee and those who have not.
DELEGATIONS - STAUFFER LOG HOUSE
Mr. L. Bensason introduced this matter and distributed copies of a plan showing the location of the
Stauffer Log House in relation to the portions of the proposed plan of subdivision in the immediate
area. Mr. G. Scheels, Planning Consultant for Monarch Construction, was also in attendance. Mr.
Bensason advised that the log house will be located on a lot of its own, in the plan of subdivision,
which was the recommendation contained in the heritage impact assessment. He advised that
Monarch Construction owns the lot and someone else owns the log house. Mr. Bensason referred
to the plan distributed, advising that all those involved in the plan liked the current proposal. The
log house will be located on a lot having an area of 0.22 hectares and the lot beside it, to be
owned by the City, has an area of 0.33 hectares. He noted that Southridge Drive swings down to
Tilt Drive, which allows for more lots for Monarch. He advised that a staff report will be presented
to Planning Committee to present the scenario and to acquire this lot.
Councillor T. Galloway noted that this land still has to be acquired through the capital forecast and
advised that he was concerned about how the City will acquire the 0.33 hectare lot.
Mr. L. Bensason advised that a Heritage easement will be required for the log house.
Ms. P. Wagner advised Mr. Scheels that she was surprised at the names for the streets and
questioned whether any heritage names would be used. She referred to a list of heritage names
which had been provided sometime ago.
There was a brief discussion about parkland dedication and Councillor T. Galloway questioned
whether less parkland could be dedicated in other parts of the subdivision so that this block could
be dedicated.
Mr. E. Lucy questioned whether, because the Community has contributed to the preservation of
this house in various ways, it would be possible for the community to have access to the house
one day per year. He gave examples of other municipalities where this is done. A brief discussion
took place in this regard and staff was asked to look into the matter.
WATERLOO REGION BRIDGES
Ms. P. Wagner noted that the Heritage Inventory was to have different categories and one was to
be bridges. She spoke of the work being done in the area of bridges, by the Waterloo Regional
Heritage Advisory Committee. She advised that there are five truss bridges within New Hamburg
which are significant and there are two Kitchener bridges on the Provincial list. The two Kitchener
bridges are the Freeport bridge built in 1926 and the Bridgeport bridge built in 1934 and that both
bridges are bowstring bridges. Ms. Wagner requested that both bridges be added to the Heritage
Inventory. She also requested that the members of this Committee look at the other bridges.

Ms. Wagner put forward a motion that the Freeport Bridge and the Bridgeport Bridge be added to
the Heritage Inventory. Councillor T. Galloway spoke in favour of the motion. He stated that,
because of the increased traffic in the Bridgeport area, there may be a request for a new bridge.
Ms. Wagner advised that there are 45 truss bridges left in Ontario and 15 of them are in this area
and she named some of these bridges. Mr. P. Bufe questioned whether these bridges could be
designated and it was agreed that Councillor Wagner and Mr. L. Bensason would investigate this
matter for the next meeting.
On motion by Ms. P. Wagner
it was resolved:
"That the Bridgeport Grand River Bridge and the Freeport Grand River Bridge be added to the
Heritage Inventory."
4. GOVENOR'S HOUSE AND GAOL
Councillor M. Wagner advised that Kitchener Housing received a grant from the Province to
conduct a study on the Governor's House and Gaol. He stated how important it was that the
interior of the house be preserved as much as possible. He asked for a motion in this regard.
Ms. E. Heinrichs put forward a motion that the Governor's House and Gaol Steering Committee
and Kitchener Housing be advised that Heritage Kitchener request that the interior of the
Governor's House remain basically intact rather than being gutted.
Mr. P. Bufe suggested adding an interior designation. He felt that the house would not fit the bill
for Kitchener Housing. He stated that there have been many studies done on this property and
questioned why anyone would bother spending more money on another study. Councillor T.
Galloway questioned whether there would still be some generic value in this study which could be
transferred to another use. He felt it could be used in another positive way.
The motion put forward by Ms. E. Heinrichs was voted on and carried.
5. UPDATES
Mr. L. Bensason advised that the property reports, for those properties the Committee is interested
in designating, has been sent to the property owners and a follow-up is now required. He asked
the Committee members to volunteer to follow-up with the owners of the following properties: 12
Wellington Street North, 518 Bridgeport Road and the Mennonite Cemetery.
Concerning properties listed on the Heritage Inventory, Mr. Bensason advised that he sent out
over 600 letters to the owners of these properties. He advised that most of the reaction has been
positive and he has received many calls. He advised that he has also received some letters from
owners who want their properties taken off the list. They have advised that they do not want to be
contacted for any kind of promotion or information.
Mr. Bensason then advised that 500 calls for presentations for the 1998 CHO Conference have
been mailed out across the Province.
The Committee was advised that the presentation prepared by Mr. P. Britton and the City, with
respect to the designation of Kaufman Footwear, which previously won an award at the local level,
has now won at the Provincial level. There will be ceremony, in this regard, in Toronto, on
November 25, 1997.

Councillor M. Wagner advised that Ms. P. Costigan would not be seeking reappointment to
Heritage Kitchener. He thanked Ms. Costigan for her contributions to this Committee over the
years and wished her and her husband well in their retirement.
Councillor M. Wagner advised that they might consider adding a student category to the
Committee membership. He advised that he, Mr. B. Stanley and Mr. L. Bensason would look into
this possibility. Mr. D. Pullen advised that this has happened in the past.
EVALUATION SESSIONS
The Committee reviewed property contained in the Civic Centre Property Evaluation Package E.
Each property was voted on individually and it was decided that the following properties remain on
the Heritage Inventory:
