Commencement The Heritage Kitchener Committee held an electronic meeting this date commencing at 4:10 p.m. 2. Discussion Items 2.1 Heritage Permit Application HPA-2022-IV-005 - 122 Frederick Street - Proposed Roof Replacement, DSD-2022-151 The Committee considered Development Services Department report DSD-2022- 151, dated March 14, 2022, recommending approval of Heritage Permit 1 Application (HPA) HPA-2022-IV-005 to permit the installation of a new roof system on the property municipally addressed as 122 Frederick Street. D. Choudhry presented an overview of the repairs necessary to replace the roof. D. Choudhry highlighted that the roof is not designated as a heritage element. Further, D. Choudhry reported that the heritage contributing characteristics, including the street-facing roofline and parapets, would not be affected or would be replaced in kind. Councillor C. Michaud and member R. Schwarz joined the meeting at this time. In response to questions from the Committee, M. Williams, GA Masonry, confirmed the intent to salvage the existing capstone and that repairs would be focused on the interior wall of the parapet. A. TenBruggencate explained that the City had made temporary repairs to previous water damage to the interior drywall, and the proposed roof repairs were intended to address the source of the leaks. Moved by P. Ciuciura it was resolved: "That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA-2022-IV-005 be approved to permit the installation of a new roof system on the property municipally addressed as 122 Frederick Street, in accordance with the supporting information submitted with the application." Carried unanimously 2.2 Sub-Committee Updates The Chair invited the Heritage Kitchener Sub-Committees to provide updates on their recent meetings and efforts. Decolonizing the Heritage Process Members: R. Schwarz, V. Mance, J. Baker, M. Asling The Committee heard an update from the Decolonizing the Heritage Process Sub-committee, noting an upcoming meeting with Councillor Chapman, and spoke to interest in further discussions regarding the terms of engagement with 2 the full Committee and to explore equity, diversity, and anti-racism considerations for Heritage Kitchener and the heritage sector. Designation and the Municipal Heritage Register Members: P. Ciuciura, D. Vongphakdy, M. Asling, S. Hossack, Councillor Chapman The Committee next heard an update from the Designation and the Municipal Heritage Register Sub-committee regarding the review of buildings of heritage interest on the City's heritage register that have not received heritage designation. The Committee heard a question regarding the square in front of Kitchener City Hall, its status potential heritage attribute, and the recent repairs. In response to questions from the Committee, it was confirmed that the Sub- committee had inspected seven buildings, spoke to the review process, and discussed how the ten years since the register was last reviewed had impacted the status of some of the buildings. The Effects of Heritage Designation on Affordability Members: M. Asling, J. Baker The Committee next heard an update from the Effects of Heritage Designation on Affordability Sub-committee, noting the ongoing literature review and the development of research standards and criteria. The Sub-committee highlighted outreach to the University of Waterloo and Wilfred Laurier University for potential collaboration. Promoting Cultural Heritage Members: J. Haalboom, I. Bodendorfer, S. Hossack, Councillor Michaud The Committee heard an update from the Promoting Cultural Heritage Sub- committee and efforts to promote the existing heritage tours and the activities and events in the City's heritage districts, such as those held by the Friends of Olde Berlin Towne. The Sub-committee expressed interest in training volunteers to give heritage tours. The Sub-committee further noted that they had collected images and written content for a Willowlake Park storyboard or informational sign. The Sub-committee raised the potential recognition of indigenous artifacts resulting from the archeological digs occurring along Fischer-Hallman Road and requested feedback on the promotion of the preservation of the Region's Nuclear Bunker. The Committee discussed the preservation of the Region's Nuclear Bunker, including equity, diversity and anti-racism advocacy, considerations for funding or 3 resourcing for heritage initiatives within the Region of Waterloo that are underserved, and compensation or support for grass-roots and volunteer work within the heritage sector. 2.3 Status Updates - Heritage Best Practices Update and 2022 Priorities - Heritage Impact Assessment Follow-ups There were no updates to share at this time. 3.
