HomeMy WebLinkAboutHeritage Kitchener - 1998-02-06H E RI TAG E\1998 -02 -06 HERITAGE KITCHENER MINUTES (LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES) FEBRUARY 6, 1998 CITY OF KITCHENER Heritage Kitchener (L.A.C.A.C.) met this date, under the Chairmanship of Councillor J. Haalboom, commencing at 12:05 p.m. with the following members present: Councillor T. Galloway, Ms. S. Campbell, Ms. C. Martindale, Ms. P. Wagner and Messrs. M. Badran, P. Bufe, R. Coo, G. Grimes, E. Lucy and D. Pullen. Ms. E. Heinrichs and Ms. T. Seedhouse were in attendance for part of the meeting. OTHERS PRESENT: Ms. S. Barber, Mr. L. Bensason and Ms. D. Gilchrist REGRETS: None 1. HERITAGE WEEK EVENTS Mr. R. Coo advised that the sign-up sheets for the Heritage Showcase on Saturday February 14, 1998 will be circulated to the Committee members during the meeting. There have been more requests for space than actual space available so the City of Kitchener will be sharing a space with the City of Waterloo. Mr. L. Bensason advised that the ceremony for the Mike Wagner Heritage and Adaptive Re-use Awards will be held at the Council meeting on Monday February 16, 1998. Mr. Bensason advised that he has notified the property owners and they are all delighted. He advised that he has been creating a citation and it will be framed. The bronze plaques have been received. Slides of the properties will be shown at the Council meeting along with the description of why they were chosen. Ms. T. Seedhouse entered the meeting at this time. Councillor J. Haalboom advised that she has asked Ms. P. Wagner to present the awards. Councillor J. Haalboom advised that the bus tour has been announced and that press releases have been circulated to the Toronto papers as well as the local papers. Tickets are available from Jeannie in the Department of Planning and Development on the 6th floor. Councillor perhaps a Week. Haalboom advised that she has received a phone call from a realtor who suggests that open house in the Downtown area could be arranged for next year during Heritage Ms. P. Wagner advised that the Waterloo Regional Heritage Foundation helped publish Elizabeth Bloomfield's bibliography and there are 40 copies left at a price of $25.00. She advised that this is an invaluable resource for new members. 2. CHO CONFERENCE Councillor J. Haalboom advised that within the next week there will be a mail out of registration forms for the CHO Conference to take place in Kitchener from May 29 - 31, 1998. She advised that it looks like there will be a sponsor for the food for the Friday night reception and "Finnegan's Tongue" will provide the entertainment. Further she advised that awards are to be given to four properties in this area by the Ministry. Ms. L. Heinrichs entered the meeting at this time. Councillor J. Haalboom advised that a sponsor is still needed for the Saturday Banquet, bus and entertainment at the banquet. Councillor Haalboom advised that it is up to the CHO to have a workshop on Sunday morning and it will be followed by the organization's Annual Meeting. Councillor Haalboom advised that the fee for attending the conference will be $90.00 plus a $10.00 banquet fee, for early registration. She also advised that they are hoping to have a market HERITAGE KITCHENER FEBRUARY 6, 1998 -8- CITY OF KITCHENER place from the Saturday noon to Sunday noon. 2. CHO CONFERENCE-CONT'D Ms. P. Wagner noted that the City of Kitchener costs for set-up and clean-up are quite high and that the CHO thought it would come free because the City is hosting the Conference. Mr. L. Bensason advised that there will be 15 top notch speakers and that the CHO Board is very impressed with the quality of the speakers coming to the conference. Councillor J. Haalboom briefly reviewed the speakers and the topics they will be speaking on. 3. HERITAGE DESIGNATION PLAQUES Mr. L. Bensason advised that there are some designated properties in the City which have never received their plaques. He suggested that they be erected for Heritage Week along with the Mike Wagner Awards. Councillor J. Haalboom suggested having a designation ceremony and Ms. T. Seedhouse volunteered to work on that with the assistance of Mr. M. Badran. 4. ARCHAEOLOGICAL MASTER PLAN The Committee members were each provided with copies of a letter from Mr. G. Grimes along with a Planning Schedule Proposal for a Kitchener Archaeological Master Plan. Mr. Grimes addressed the Committee advising that, since preparing the proposal, he has had an opportunity to review the Region's Plan, which has been done in a grid. He advised that the Region's plan allows their planners to ask for an assessment on a property prior to development taking place. Mr. Grimes advised that, since 1995, there has been no archaeologist on staff at the Region and the Plan has not been updated since that time. Mr. Grimes stated that there is a lot of information about Kitchener in the Plan; the only key area for Kitchener would be within the pre-1900 boundary and he explained what would be required. It was Mr. Grimes's opinion that administering an Archaeological Master Plan from the City adds another layer of bureaucracy. He felt the Committee needed to decide what it wants an archaeological master plan to do. Do we want it for information's sake or do we want it to give to the Region? Do we want to administer it ourselves? Do we want to add to the Region's Plan and not do a plan of our own? Mr. Grimes explained that the Region's Master Plan doesn't show sites discovered prior to 1970. He advised that prior to 1970, avocational archaeologists did most of the work. A discussion then took place over jurisdictional control and it was noted that the Region's authority in this regard comes from The Planning Act. Mr. L. Bensason advised that the City's official plan has provision for a heritage master plan and suggested including archaeology in that plan. Mr. D. Pullen suggested adding an archaeological component to all future Heritage Conservation District plans. Councillor T. Galloway advised that he was in favour of all the suggestions but that the Committee can't ignore the jurisdictional control. He pointed out that the City would be doing work which would have to be handed over. We would have to ask the Region to administer it in a fashion we would like to see. Councillor T. Galloway stated that we either have to have jurisdiction or an agreement with the Region to administer it in our interest. He noted that the City is not likely to put money into something they have not control over. Councillor Galloway suggested that we need senior staff to talk to the Region's senior staff, to determine if the City puts money into an archaeological master plan, the Region would administer it in our best interests or delegate the authority to us. 4. ARCHAEOLOGICAL MASTER PLAN - CONT'D HERITAGE KITCHENER FEBRUARY 6, 1998 -9- CITY OF KITCHENER Mr. L. Bensason suggested that if it is included in the heritage master plan, the subdivision process requires an applicant to meet the requirements of the Heritage Master Plan. Mr. G. Grimes suggested that City Planning staff go to the Region and the Ministry and ask if the City can undertake an archaeological master plan. The City should cover the area prior to 1900 which is an incomplete portion of the Region's plan. The Region may be glad to have this information on record and it would be good if the City could have some control over the information. Mr. L. Bensason suggested that this is an area of City where planning applications would never go to the Region, so unless we do the work nothing will be done. Councillor T. Galloway put forward a motion to have the City senior staff discuss the matter with the Region senior staff. Mr. D. Pullen asked for an amendment to the motion to include that an archaeological component be added to all heritage conservation districts. On a motion by Councillor T. Galloway, it was resolved: "That Heritage Kitchener requests that senior staff in the Department of Planning & Development be directed to work with senior staff at the Region of Waterloo to determine, should the City of Kitchener undertake an Archaeologic Master Plan, how the information will be utilized and administered, and further, That an archaeological component be added to all future heritage conservation district plans." 5. PLAN OF SUBDIVISION AND STREET NAMES Mr. L. Bensason advised that a plan of subdivision application has been received for the area of Ottawa/Bleams Road/Fischer Hallman/Trussler Road. He advised that they are looking for suggestions for heritage names for roads in that plan of subdivision. Ms. P. Wagner advised that she had previously given names for this area to Mr. D. Corks. Mr. L. Bensason advised that the City of Kitchener has a number of names on reserve with the Region for streets and the City of Cambridge is requesting the City to forego the use of the name "HAGEY" as they wish to use it. Ms. P. Wagner advised that it is her understanding that the use of the name "Hagey" was reserved for a street on the West side of the City joining Kitchener and Waterloo and she suggested that staff should investigate this. Councillor T. Galloway advised that the City of Kitchener has the name "MacLennan" on reserve and it used to be used for the name of the street in front of the Doon Public School. This person was the first principal of the public school. He questioned whether we still have it on reserve. Councillor Galloway noted that this road is owned by the school board and is not a public street. Councillor Galloway advised that he had an enquiry from the daughter of this gentleman as to whether the name would be used for a street somewhere in the City of Kitchener; however, because the spelling is so close to that of the name of the former Mayor it was questionable whether both names could be used in the City of Kitchener. It was suggested that the gentleman's first name be used along with the last name to distinguish the two names and to make it easier for emergency services. 6. WATERLOO REGIONAL HERITAGE FOUNDATION AWARD Councillor J. Haalboom read the categories for awards for the Waterloo Regional Heritage Foundation 1998 Awards of Excellence. She noted that the nominations must be submitted by March 13, 1998 and suggested that the Committee must decide at its next meeting whether it will nominate a person or building to receive the award. She asked that if any of the members felt that they had an idea for a nomination that they should bring the background information to the next meeting. 7. CENTRAL FREDERICK NEIGHBOURHOOD EVALUATION SESSIONS HERITAGE KITCHENER FEBRUARY 6, 1998 -10- CITY OF KITCHENER Ms. S. Barber displayed slides of each of the buildings contained in the Central Frederick Neighbourhood evaluation session Package "A". A brief discussion took place as to whether these buildings were significant and worth putting on the Heritage Inventory. Mr. P. Bufe suggested looking at these properties as a streetscape and determining whether the streetscape is important. He suggested that the sameness of the buildings gives the street a character of its own. He suggested that this is what was important about old Berlin; it is the effect from the quantity rather than the quality of the individual building. The total impact of rows of houses which are basically the same is a significant aspect of our City's heritage. Mr. G. Grimes stated that Kitchener is known throughout North America for the rows of houses and the streetscapes of homes that are the same. The Committee voted on these buildings and it was agreed that the following buildings be added to the Heritage Inventory. Chapel Street: 11, 13, 17, 21, 37, 41,45, 57, 61 & 67 Samuel Street; 59, 61,65, 67, 71, 81, 87 & 105 Krug Street; 12, 20, 24, 32, 42, 56, 70, 72, 74, 80, 82, 88, 90 & 94 Lancaster Street East; 190, 192, 37 Lancaster Street. Mr. P. Bufe questioned the dating of the houses on the evaluation form. He suggested looking in the Vernon's Directory for houses constructed after 1907 in order to obtain a more accurate date.
