HERITAGE KITCHENER MINUTES
(LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES)
JAN UARY 16, 1998
CITY OF KITCHENER
Heritage Kitchener (L.A.C.A.C.) met this date, under the Chairmanship of Councillor J. Haalboom,
commencing at 12:00 noon, with the following members present: Mayor C. Zehr, Councillor T. Galloway,
Ms. S. Campbell, Ms. B. Glenn-Graham, Ms. E. Heinrichs, Ms. T. Seedhouse, Ms. P. Wagner, Messrs. M.
Badran, P. Bufe, R. Coo, G. Grimes, E. Lucy and D. Pullen.

1. INTRODUCTION
Councillor J. Haalboom asked all Committee members and staff to introduce themselves, for the
benefit of those who were unable to attend the December meeting. Councillor J. Haalboom
introduced Ms. C. Smith, seated in the audience, who was interested in finding out more about this
committee.
2. 1924 CITY HALL MILLWORK
Councillor J. Haalboom advised that Mr. G. Grimes and Mr. R. Coo were able to attend the tour of
the 1924 City Hall millwork, on January 7, 1998. Mr. R. Coo gave a brief overview of the tour.
Copies of photographs of the millwork were made available to the Committee members at this
meeting. Mr. Coo advised that this is beautiful woodwork but it is very difficult to see because they
are large pieces stored in close quarters. He recommended that this woodwork be set out
properly so that it is more easily seen. He suggested that all the pieces be moved from Eden
Avenue to Guelph Street in the summer, when the street furniture is removed. Councillor T.
Galloway questioned why this was being recommended and Mr. Coo responded that the
woodwork needs to be properly viewed in order to discuss how it can be used.
Mayor C. Zehr pointed out that the table, previously used by the Councillors, is wanted by the Fire
Department for their new headquarters and is possibly wanted by some other staff.
Councillor J. Haalboom noted the fireplace which could possibly use by the gas utility.
Mr. P. Bufe questioned where the millwork would be stored after the summer and Mayor Zehr
advised that staff are looking at the possibility of constructing a mezzanine in the Guelph Street
facility. This would aid in storage.
Mr. L. Bensason questioned whether there are any local experts who could be invited to look at
the millwork when it is moved to Guelph Street. Ms. P. Wagner mentioned 2 gentlemen who
worked on the Schneider Haus.
On motion by Mr. R. Coo -
it was resolved:
"That Heritage Kitchener recommends that the 1924 City Hall millwork, currently stored at
Gildner Green, be moved to Guelph Street this summer, once the street furniture has been
removed."
3. 108 QUEEN STREET NORTH (SONNECK HOUSE) DEMOLITION APPLICATION
Mr. L. Bensason briefly reviewed the request of the owner to demolish the designed property at
108 Queen Street North. He advised that a recommendation is required today in order that
Council may make its decision at the Council meeting scheduled for February 2, 1998.
Councillor T. Galloway put forward the recommendation to refuse the owner's request.
Mayor C. Zehr advised that he had received a call last week from someone interested in this

property.
3. 108 QUEEN STREET NORTH (SONNECK HOUSE) DEMOLITION APPLICATION (CONT'D)
Ms. E. Heinrichs questioned whether there is any active pursuit to find an alternative to demolition.
Mr. L. Bensason advised that there is and gave an explanation of how this is done.
Mr. L. Bensason then advised that 9 Margaret Avenue is also part of the application but is not
covered under the reasons for designation. He advised that it is a more modern building. He
questioned whether the Committee would object to the demolition of 9 Margaret Avenue if it is
covered under the by-law. Councillor T. Galloway advised that he would object as it would set up
the demolition of the designated property. He felt it would set a process in motion, in the
developer's mind, to carry on with the demolition of 108 Queen Street North. Mr. L. Bensason
advised that he would investigate the legal description contained in the designating by-law.
On motion by Councillor T. Galloway -
it was resolved:
"That, pursuant to Section 34 of the Ontario Heritage Act, we refuse the request of the
owner to demolish the designated property municipally known as 108 Queen Street North
(Sonneck House)/9 Margaret Avenue."
4. 1998 COMMITTEE WORK PROGRAM
The Committee reviewed the 1998 Work Program attached to the agenda. Mr. R. Coo noted the
property evaluation and requested that the Committee review the property evaluation packages in
advance. He suggested that all the properties of heritage value may already be done. Mr. L.
Bensason advised that the Committee's strategic plan calls for property evaluations for the inner
city. He suggested that some of the properties may be newer than others and that when members
come across properties which are not of heritage value, they should not complete the evaluation
form.
Councillor J. Haalboom requested that this matter be placed on the February agenda for further
discussion. Mr. Coo suggested reviewing what has been done and deciding what should be done
next.
Concerning the newsletter, Mr. L. Bensason advised that he, Mr. D. Pullen and Mr. R. Coo were
on a sub-committee last year and 2 projects were considered: a catalogue of designated
properties in the City of Kitchener and a newsletter to owners of designated properties.
Mr. L. Bensason advised that photographs still need to be taken for the catalogue of designated
properties; however, the outline and format has been decided. The written portion of the
catalogue has already been prepared by Ms. S. Barber.
Ms. S. Campbell volunteered to take the photographs of the designated properties but suggested
waiting for the spring.
Mr. L. Bensason then questioned whether the Committee wanted to work on both the newsletter
and the catalogue this year. Ms. B. Glenn-Graham volunteered to work on the newsletter. Ms. P.
Wagner advised that she had a file at home on architectural detail and she volunteered to assist
with the newsletter. She suggested that the newsletter also includes news on this Committee.
Mr. D. Pullen advised that he wanted to continue working on the catalogue.
Councillor J. Haalboom requested that Ms. Glenn-Graham bring back an outline for the newsletter.
A discussion then took place on promotions and public relations which included the Heritage
DayANeek display to take place in Cambridge and in the City Hall Rotunda. A discussion also
took place concerning workshops and working with the community to identify buildings in old
photographs.

Mr. L. Bensason advised that he had received a letter from Mr. R. Mills requesting that the Victoria
Park Walking Tour booklet be updated. He advised that the Victoria Park Historical Committee
would like to work on that and it should include the district and the area immediately around it. Mr.
Bensason suggested 2 volunteers would be required for this project. A discussion took place over
whether they wanted editorial input or money. It was generally agreed that the Historical
Committee should make their presentation to this Committee, in this regard, at the March or April
meeting.
With regard to the capital funds being requested in the Planning Department budget to implement
the policy in the Heritage Conservation District Plan, it was agreed that Mr. D. Pullen would work
on the Victoria Park Area plan and Mr. E. Lucy would work and the Upper Doon plan.
Concerning the web site and working with the Real Estate Board, Mr. Badran advised that there
will be a new Board on January 24th and he will work with them. Ms. E. Lord volunteered to work
with Mr. Badran on this project.
Councillor J. Haalboom asked for volunteers for the CHO Conference to take place in Kitchener
from May 29 - 31, 1998.
Mayor C. Zehr left the meeting at this time.
HERITAGE DAY/WEEK
Mr. R. Coo advised that the Heritage Showcase will take place in Cambridge on February 14,
1998 from 10:00 a.m. to 5:00 p.m. and volunteers are needed for 2 hour periods during that time.
After the showcase, Mr. Coo advised that the display would be located in the Rotunda the
following week.
Councillor J. Haalboom advised that she has organized a tour of heritage buildings and adaptive
re-use buildings for February 21, 1998, starting at 9:30 a.m.. The lunch will be at the Walper Hotel
and she hopes the City will provide a bus. The cost of the tour will be $20.00.
MIKE WAGNER HERITAGE AWARD
Mr. L. Bensason explained that, because this project had to be rushed this year, in order that the
awards be given out during Heritage Week, the sub-committee came up with a list of buildings
which could be nominated in 1998.
A discussion took place on whether a philosophy should be in place before nominating any
properties. A discussion also took place as to whether only designated properties should be
considered or whether inventoried properties should also be considered. Mr. L. Bensason
provided a list of properties considered by the sub-committee.
It was finally agreed that criteria be in place before the properties are nominated for these awards
in 1999.
Slides were shown of the properties on the list and each member voted for 4 properties. The
properties with the greatest number of votes were nominated for the 2 outstanding achievement
awards and the 2 awards of merit.
On motion
it was resolved:
"That the following properties receive Mike Wagner Heritage Awards, for 1998, in the
categories noted:

It was agreed that Ms. T. Seedhouse would take responsibility for the nominating sub-committee
and that the sub-committee would develop criteria which would be considered by this committee
as a whole, prior to nominating properties for these awards in 1999.
On motion
it was resolved:
"That 138-140 Lancaster Street East be added to the Heritage Inventory."
NEXT HERITAGE CONSERVATION DISTRICT
Prior to the Christmas holidays, Mr. L. Bensason had provided the Committee members with maps
of the areas for 2 potential heritage conservation districts. The members were requested to view
these areas and be prepared to make a decision as to which area should be the next heritage
conservation district. The Committee members debated the merits of each of these areas.
On motion by Ms. S. Campbell -
it was resolved:
"That the Legal Department be directed to prepare a by-law to define an area around St.
Mary's Hospital, in the vicinity of Spadina Road and Windsor Crescent, as an area to be
examined for future designation as a heritage conservation district."
BUILDING EVALUATION
The Committee members considered the building evaluation package "F" for the Civic Centre
area. Ms. S. Barber displayed slides of each of the properties and the Committee voted on each
address separately.
It was agreed that the following properties be added to the Heritage Inventory:

48 Mansion Street
163 Queen Street North
It was agreed that the following properties remain on the Heritage Inventory:
