Haalboom, commencing at 12:00 p.m., with the following members present: Councillor T. Galloway, Ms. G. Engel, Ms. C. Martindale, Ms. T. Seedhouse, Ms. P. Wagner, Messrs. M. Badran, P. Bufe, E. Lucy and A. Majauskas. Regrets: Ms. S. Campbell. Others present: Ms. S. Barber, Messrs. B. Stanley, L. Masseo, L. Bensason and Ms. D. Gilchrist. 1. APPOINTMENT OF CHAIR AND VICE-CHAIR On motion by Mr. P. Bufe It was resolved: "That Councillor J. Haalboom be appointed Chair of Heritage Kitchener for a term to expire November 30, 1999." On motion by Mr. P. Bufe It was resolved: "That Mrs. P. Wagner be appointed Vice-Chair of Heritage Kitchener for a term to expire November 30, 1999." Councillor J. Haalboom assumed the Chair and asked each member of the Committee and each member of staff to introduce themselves. 2. 108 QUEEN STREET NORTH (SONNECK HOUSE) - ALTERATION APPLICATION The Committee was in receipt of a copy of the Alteration Application from Mr. & Mrs. Kellendonk, the purchasers of 108 Queen Street North, to change the colour scheme of the building. Mr. L. Bensason explained the application. He advised that the owners propose to take possession of the property on January 21. They will start work on the property in the spring and they are seeking the approval now because they want to co-ordinate the colour scheme with that of the former medical building at 9 Margaret Avenue. Mr. Bensason noted that the reasons for designation include the exterior elevations and the colour scheme can affect the reasons for designation. Mr. Bensason pointed out that any resolution the Committee might pass should include a condition that the Kellendonks become the owners of the property. Mr. Bensason noted that the proposed owners would come back to Heritage Kitchener later with more details on how they proposed to renovate the Sonneck House. First they will work on 9 Margaret Avenue. Mr. Bensason then showed the Committee the coloured chips and a sample of the proposed shingle type and colour. Councillor Haalboom noted that the colours proposed are in keeping with the period and are neutral. Ms. P. Wagner questioned what would happen with the painted brick and Ms. S. Barber stated that she had been advised that the paint would be removed from the brick. Mr. P. Bufe commented on the proposed type and colour of the shingles. He felt that the owner should look into this further, as he did not think the colour was appropriate. He suggested the type and colour of shingle at 32 Gordon Avenue. On motion by Mr. E. Lucy It was resolved: "That, subject to John and/or Sherry Kellendonk becoming the registered owners of the property, pursuant to Section 33 of the Ontario Heritaqe Act we approve their request to alter the designated property known municipally as 108 Queen Street North (Sonneck House) by altering the colour scheme of the exterior of the building so that the exterior window trim, posts, porches, facia, soffits and frieze board will be painted "Renwick", the eaves, gutters and down spouts will be painted "Sandlewood", and further HERITAGE KITCHENER JANUARY 87 1999 -2- CITY OF KITCHENER That the shingles be "Full-tone Brown" or the colour and type of shingles as 32 Gordon 108 QUEEN STREET NORTH (SONNECK HOUSE) -ALTERATION APPLICATION - CONT'D Avenue, all as considered by Heritage Kitchener on January 8, 1999." A sub-committee composed of Ms. T. Seedhouse, Ms. S. Barber and Mr. P. Bufe agreed to work with the proposed owners of 108 Queen Street North on their proposed renovations. 23 RICHMOND STREET (BPAHCD) - ALTERATION APPLICATION Mr. L. Bensason advised that this matter is withdrawn, as the owner did not submit an application. DRAFT PLANS OF SUBDIVISION - GRAND RIVER SOUTH COMMUNITY - COMMENTS TO DEPARTMENT OF BUSINESS & PLANNING SERVICES The Committee members were provided with copies of a map of the area of the City which is the subject of the Grand River South Community Plan, on which were located the lands which are the subject of Draft Plans of Subdivision 30T-97012, 30T-97013, 30T-97014 and 30T-97015. The Committee members were also provided with the notes taken on their site visit. Mr. L. Masseo, Intermediate Planner, was in attendance to review the Planning process, which has taken place in this area. He advised that the Community Plan process has gone on for the last two years and the process has taken into consideration such things as future uses, infrastructure, density and servicing requirements. The first draft of the Community Plan has been completed. He noted the significant environmental features, future collector roads and the Regional Road Transportation Networks are been considered. He noted that the alignment for the Fairway Road Extension is being considered at this time; although the ultimate crossing has not specifically been determined. Staff are proceeding towards the completion of the Community Plan. Mr. Masseo anticipated that by early March the servicing and transportation studies would be ready for public meetings. The Committee's tour of the area and list of concerns was then referred to. It was noted that some of the issues could be dealt with in the Community Plan and others, such as designation of Scenic Roads, would require more detail. Mr. Masseo advised that, over the next month, he would review the Committee's concerns and interests and incorporate the necessary policies in the Community Plan. Ms. P. Wagner noted that, since the tour last month, she had done some investigation and obtained maps from the Region on areas of archaeological significance. She noted that the owner of 748 Zeller Drive, a designated property, has applied to the Ontario Heritage Foundation for a heritage easement on his property. She also spoke of a park on the Rockway Holdings land. Mr. Masseo then spoke of the impact of the airport, parks and sportsfields, schools and natural features. He noted that once Council has adopted the Community Plan, it would be forwarded to the Region for areas of their significance. There are a number of ways the Region will work directly with staff. Councillor J. Haalboom noted that history should be part of the Community Plan and questioned whether it could be included in the Community Plan. Mr. Masseo stated that it wasn't possible to be too specific at the Community Plan stage. Councillor Haalboom felt that the Heritage details needed to be identified at the Community Plan stage. Mr. Masseo then referred to the use of historic names. He noted that the individual developers name the interior streets; however, the City names the collector roads and city owned properties and these must be decided soon. Councillor T. Galloway referred to the natural Heritage features and questioned whether this Community Plan will contain the same statements in this regard as are contained within in the Huron Community Plan. Mr. Masseo responded that they would be included and that this is the direction of all plans in the City. Councillor T. Galloway then questioned whether a scenic roads plan would be incorporated into the Community Plan. It was noted that there is potential for this but more information is required. It must be determined whether they would be open to vehicular traffic or become community trails. This may affect the alignment of the Fairway Road extension. Mr. A. Majauskas noted the anticipated population density for the area to be 11,000 plus commercial uses. Mr. Masseo explained that the density is dependent upon servicing and that, until recently, it was thought that the area could not be serviced by municipal sewers. He noted that an Environmental Assessment is being conducted now. Mr. Majauskas then questioned parkland dedication and heritage. Mr. Masseo explained the parkland dedication process. Mr. Majauskas then questioned how the City's policies concerning the preservation of the natural environment and heritage preservation and Mr. B. Stanley explained the City's policies in this regard. Mr. Majauskas noted the scenic benefits of the area and his concerns about the how the City could ensure the beauty of the area remains after it has been developed. Then transpired a discussion on the designation of scenic roads and the proposed extension of Fairway Road and its alignment with Zeller Drive. Mr. P. Bufe then questioned what would cause the change in zoning to move from Estate Residential to Low Density Residential development. Mr. Masseo explained the proposed change from private septic development to full service development and advised that that the lands have already been redesignated in the official plan. Ms. C. Martindale noted that the topography of the area should be maintained. Mr. Masseo advised that the staff would attempt to maintain the topography to the extent that they could but there are some engineering requirements for servicing and storm water management. On motion by Mr. B. Scott It was resolved: "That Heritage Kitchener acknowledges that there are no listed or designated structures located on the lands that are the subject of Draft Plans of Subdivision 30T-97012, 30T-97013, 30T-97014 and 30T-97015 at this time, notwithstanding, Heritage Kitchener makes the following comments: There is evidence of a foundation and silo structure within the lands subject to Draft Plan of Subdivision 30T-97014; There is potential archaeological significance for the land subject to all these draft plans of subdivision; There is an interest in seeing the rolling topography of the terrain incorporated in the design of the subdivisions to the greatest degree possible; A concern as to how these plans of subdivision may impact on the surrounding listed and designated properties, for example grading; Interest in the potential heritage significance of properties presently not the subject of applications, particularly not the Dr. Fung property; There is evidence of a foundation on the land subject to Draft Plan of Subdivision 30T-97015; and further That the Grand River South Community Plan include a Scenic Road Study component for Zeller Drive and Woolner Drive, and further That the stewardship policies contained in the Huron Road Community Plan be included in the Grand River South Community Plan." Councillor T. Galloway noted that Heritage Kitchener could make suggestions for streets names for arterial and collector roads. He suggested that this Committee prepare a list. SCOTT PAVILLION - GRAND RIVER HOSPITAL HERITAGE KITCHENER JANUARY 87 1999 -4- CITY OF KITCHENER The Committee had previously been advised that the Grand River Hospital proposes to demolish the Scott Pavillion to develop a Cancer treatment facility. The Grand River Hospital had invited the Committee to make a recommendation in which architectural features they would like to see incorporated in to the facility. The Committee members recently toured the Scott Pavillion. The Committee discussed the architectural features of the Scott Pavillion. On motion by Ms. P. Wagner It was resolved: "That the owner be advised that Heritage Kitchener has identified the following architectural features of the Scott Pavillion as being significant and request that consideration be given to having these features included in the development of the new Cancer Treatment Facility; failing this, Heritage Kitchener requests that these features be salvaged prior to demolition of the Scott Pavillion; THE EXTERIOR · The 2 light standards at the front entrance · The front entrance · The oriel window · The arched doorway · The arched brickwork and piers · The stained glass windows that used to be located above the door · The 3 other stained glass panels · The design of rounded brick columns in the facade · The stained glass windows in the chapel, which they request be re-employed in any new chapel. · The 3 narrow windows with corbel underneath · The cornerstone · The stone sills and bricks and windows which they request be recycled as much as possible · A sample of the public address system THE INTERIOR · The wooden hand railings and the newel post · A sample of the radiator · The possible access to a fireplace in the entrance way · A request to recycle as much of the wood floor as possible." The Committee then discussed a recording of the building prior to demolition On motion by Ms. P. Wagner It was resolved: "That the issuance of a demolition permit for the demolition of the Scott Pavilion, at the K-W Health Centre, be conditional upon the owner undertaking a digital recording of the interior and exterior of the building, prior to demolition, to a standard acceptable to Heritage Kitchener." THE 1999 MIKE WAGNER HERITAGE AWARDS The Committee was provided with the nominations for the 1999 Mike Wagner Heritage Awards, including photographs of the subject properties. Mr. L. Bensason noted that 393 Tilt Drive had been nominated but the owner declined the nomination. He noted that there are now four properties nominated and a maximum of four awards can be given each year, as either awards of merit or outstanding achievement. The Committee members then discussed the merits of each property. On motion by Mr. P. Bufe It was resolved: THE 1999 MIKE WAGNER HERITAGE AWARDS - CONT'D HERITAGE KITCHENER JANUARY 87 1999 -5- CITY OF KITCHENER "That the following properties receive Mike Wagner Heritage Awards in 1999: 43 Schneider Avenue 189 Queen St. North 748 Zeller Drive 32 Gordon Avenue - Outstanding Achievement - Outstanding Achievement - Outstanding Achievement - Outstanding Achievement" Mr. Bensason stated that he will advise the property owners and the presentations will be made at the February 15 Council Meeting. He also noted that the contractors would receive a framed citation. HERITAGE KITCHENER 1999 WORK PROGRAM The Committee members were provided with the work program for 1999 and the members agreed to work on each task as follows: a) Regional Heritage Inventory The Committee has been requested to provide the Region with a list of those designated properties in the City of Kitchener, which are Regionally significant. Ms. G. Engel and Ms. T. Seedhouse volunteered for this work. b) Heritage Week Councillor J. Haalboom noted that this would require the efforts of all members. With respect to the Heritage Showcase, Mr. M. Badran volunteered to work with Mr. R. Coo, a former member of the Committee. Mr. L. Bensason advised that on Monday of Heritage Week the display will be located in the Rotunda. Also, staff will be setting up a scanner in the Rotunda and people will be asked to bring in any old documents and photographs so that they can be scanned. An advertisement will be placed in the newspaper. Councillor Haalboom advised that she is organizing a bus tour for February 27, 1999. c) Heritage Conservation District Signage Mr. E. Lucy and Ms. T. Seedhouse volunteered to look after Upper Doon and Mr. B. Scott volunteered to look after Victoria Park. d) Updating Walking Tour Booklet of Victoria Park Mr. B. Scott volunteered to work on the update of the Victoria Park Walking Tour Booklet. e) Interpretative Facility in Upper Doon Ms. T. Seedhouse and Mr. E. Lucy volunteered to work on the Interpretative Facility in Upper Doon. f) Establishment of a Heritage Trust Ms. T. Seedhouse volunteered to work on the establishment of a Heritage Trust. g) Promotion/Public Relations Ms. S. Barber and Ms. C. Martindale volunteered to work on promotions/public relations. 7. HERITAGE KITCHENER 1999 WORK PROGRAM - CONT'D HERITAGE KITCHENER JANUARY 87 1999 -6- CITY OF KITCHENER h) Handbook of Designated Properties It was noted that Ms. S. Campbell had previously volunteered to take the photographs for the handbook. Mr. B. Scott volunteered to work on the handbook. ST. MARY'S AREA HERITAGE CONSERVATION DISTRICT DRAFT TERMS OF 10. 11. REFERENCE Mr. L. Bensason introduced this matter and referred the Committee members to the Draft Terms of Reference. He noted that these Terms of Reference are similar to those for the Victoria Park Area Heritage Conservation District. He noted that the terms are structured in two phases. He advised that once the terms are endorsed by this Committee, they will go to the Steering Committee. If they endorse the terms then staff will tender for a consultant. Ms. P. Wagner noted four specific properties on Highland Road East and gave a brief verbal history. Following a brief discussion it was generally agreed that these properties were not consistent with the properties in the District and should not be included. The Committee agreed that the building were significant and On motion by Ms. P. Wagner It was resolved: "That 69, 77, 79 & 89 Highland Road East be added to the Heritage Inventory. Councillor J. Haalboom requested that the Terms of Reference include archaeology." On motion by Mr. P. Bufe It was resolved: "That, subject to the inclusions of an archaeological component be included in Phase 1 and 2, Heritage Kitchener approves of the St. Mary's Area Heritage Conservation District Study and Plan Draft Terms of Reference, as considered at its meeting of January 8, 1999." HERITAGE CONSERVATION DISTRICT SIGNAGE A brief discussion took place concerning the proposed Heritage Conservation District Signage, which had temporarily been installed at the corner of College and Duke Street. A suggestion was made that a bolder font be used and the matter will be discussed at the next meeting. SCHNEIDER PROPERTIES Ms. P. Wagner advised that she had walked the street comparing the existing street number with those contained in the Vernon's Directory and it appears as though the house is gone. She noted that Schneiders did build a plant there; however, there had been so many additions that she couldn't find the original building. She advised that she would have to do more research. LOCATION STUDY-CLASS EA PROCESS Mr. L. Bensason distributed copies of a memorandum received from Mr. D. Mansell, dated December 23, 1998, advising of Council's direction to undertake a location study under the Class EA Process for Blockline Road from Countryhills East Subdivision 30T-86035 to Courtland Avenue. Mr. Mansell's memorandum asks that he be advised if the area has high potential for Heritage considerations, so that they can investigate the importance of these considerations during their study deliberations. Mr. Bensason also provided the Committee members of an extract from the Region's archaeological maps of this area, indicating that the area has a Iow archaeological significance. Mr. Bensason advised that he will investigate other sources before responded and asked that members let him know if they have any information. 12. Bensason advised that he had received a letter from the property owners' consultant advising that they are seeking a heritage easement on this property which is designated. He advised that he has contacted the Public Works Department, Parks and Recreation Department and the Region and he will prepare a report once he has heard from the Region. He noted that if the City is not interested in an easement, the owner will approach the Ontario Heritage Foundation for an easement. RESIGNATION Councillor J. Haalboom advised that she had received a letter from Ms. E. Heinrichs resigning from the Committee. On motion by Ms. P. Wagner It was resolved: "That, with regret, we accept the resignation, of Ms. E. Heinrichs from Heritage Kitchener" INFORMATION Mr. L. Bensason advised that he had received a request from Ms. S. Oxford for the City to prepare a Heritage Conservation District in the Highland Road Area from Patricia to Queen Street. This is as a result of the Westside Connections Study. BRIDGES Ms. P. Wagner circulated copies of newspaper articles about bridges. She questioned what progress had been made towards the designation of the Freeport Bridge. Mr. L. Bensason advised that he would work on it with a representative of the Region. NEXT MEETING The next regular meeting of Heritage Kitchener is scheduled for Friday February 5, 1999, commencing at 11:45 a.m., in the Conestoga Room.
