Haalboom, commencing at 12:07 p.m., with the following members present: Councillor T. Galloway, Ms. C. Martindale, Ms. P. Wagner, Messrs. P. Bufe, J. Countryman, E. Lucy, B. Scott and S. Sykes. Mr. W. Stauch was in attendance for part of the meeting. Regrets: Ms. G. Engel. Others present: Messrs. L. Bensason, G. Nixon, B. Wolfe, M. Petricevic and Ms. D. Gilchrist. 1. ALTERATION APPLICATION - 811 BLEAMS ROAD - STECKLE HERITAGE HOMESTEAD The Committee was in receipt of an Alteration Application for 811 Bleams Road, Steckle Heritage Homestead, with respect to alterations to be made to the Forge Barn to accommodate a teaching kitchen. The alterations would require the front fa(;;ade of the Forge Barn to be renovated to include windows and new doors. Mr. J. Clinckett, Architect and Ms. K. Hagerman appeared as a delegation to represent the application and the Committee had been provided with revised drawings in their agenda package. Mr. L. Bensason also displayed slides of the Forge Barn. Mr. J. Clinckett advised that three pairs of 8-pane casement windows are proposed along with wooden doors and screen doors. He noted that all the framing would be wood and that the windows are similar to others already existing on the barn. When questioned by the Committee, Mr. Clinckett advised that repointing would be done along with replacement of cedar shingles noting that they are doing a restoration of the building as well as constructing the kitchen. It was noted that Ms. G. Engel and Ms. C. Martindale had attended at the property to review the application, and Ms. Martindale advised that she felt this was an excellent use for the building rather than constructing a new building. She noted that light in the kitchen is important and also the building needs to be well sealed for heating, as some of the programs take place during the March Break. She advised that the windows proposed are similar to others in the building. Ms. Martindale suggested that this was an excellent opportunity to reuse this Heritage structure. Some members of the Committee spoke against the proposed renovations, suggesting that the proposal is a fundamental change to the exterior of the barn. Suggestions were made with respect to installing the screen doors on the inside of the wooden doors and also the placement of the existing barn doors over the renovated fa(;;ade. On a motion by Ms. C. Martindale - it was resolved: "That pursuant to Section 33 of the Ontario Heritage Act, Council approved the request of the owner to alter the Forge Barn at the designated property municipally known as 811 Bleams Road (Steckle Heritage Homestead) in accordance with the drawings prepared by John Clinckett, Architect, considered by Heritage Kitchener on February 4, 2000." ALTERATION APPLICATION - 1 KING STREET WEST - WALPER HOTEL The Committee was in receipt of a request from the owners of the Walper Hotel to renovate the Queen Street elevation of the building to create a new main entrance inside of which would be a renovated lobby and reception area. Mr. J. Clinckett, Architect, was in attendance to represent this request and provided new drawings of the proposed Queen Street elevation renovations. Mr. L. Bensason displayed slides of the subject property. Mr. Bensason pointed out that the reasons for designation for this property did not include the first storey; however, this alteration does impact the overall building. Mr. Clinckett then reviewed the proposed alterations for doorways, windows and the re-use of the crest work at the top of the marquee. Lighting for the entrance was also discussed. 2. ALTERATION APPLICATION - 1 KING STREET WEST - WALPER HOTEL - CONT'D HERITAGE KITCHENER FEBRUARY 4, 2000 -6- CITY OF KITCHENER On a motion by Mr. B. Scott - it was resolved: "That pursuant to Section 33 of the Ontario Heritage Act, Council approved the request of the owner to alter the Queen Street entrance of the designated property municipally known as 1 King Street West (Walper Hotel) in accordance with the elevation drawing prepared by John Clinckett, Architect, Project 9941, dated 00.01.31 ." Councillor J. Haalboom advised that part of this project is the renovation of the interior of the main floor Queen Street elevation to provide for a new lobby and reception area. She advised that the owners of the Walper Hotel would like permission to use some of the artifacts from the 1924 City Hall for this interior renovation. Councillor Haalboom advised that an agreement would be required to loan the artifacts, which would remain in the possession of the City on the understanding that the owners of the Walper would restore the artifacts. She stated that she was seeking the Committee's endorsement for this proposal. Mr. J. Clinckett then reviewed those artifacts that the owner of the Walper Hotel would be interested in installing in the new lobby and provided a drawing of same. The Committee then discussed what conditions it would recommend be included in an agreement should Council agree allowing the Walper Hotel to use these artifacts. Councillor T. Galloway put forward a recommendation that Council approve, in principle, of the use of these artifacts by the owners of the Walper Hotel for their new lobby and reception area provided an agreement is entered into relating to maintaining the integrity of the artifacts, ownership, future disposition and appropriate recognition. It was suggested that the Region's Curatorial staff be consulted on possible terms for the agreement as they have some experience in this area. On a motion by Councillor T. Galloway - it was resolved: "That Council approve, in principle, the adaptive re-use of City-owned artifacts from the 1924 City Hall in accordance with the request of the owners of the Walper Hotel, 1 King Street West, to locate same in their renovated, ground floor, Queen Street lobby, as shown in the drawing prepared by John Clinkett, Architect, dated 00101102; and, That Legal staff be directed to prepare a draft agreement for use of these artifacts which should include such conditions as: maintaining the integrity of the artifacts, ownership, future disposition, appropriate recognition, and any other conditions required by the City Solicitor; and, That, when preparing the draft agreement, staff consult with Regional Curitorial staff for advice respecting terms of this agreement; and further, That the draft agreement be submitted to Heritage Kitchener for consideration and a recommendation to City Council." WOMEN'S COMFORT STATION -VICTORIA PARK Mr. M. Petricevic, Building Operator, appeared as a delegation with respect to a request to alter the Women's Comfort Station in Victoria Park. The request was to remove the terrazzo floor in the Comfort Station and replace it with new flooring. Mr. Petricevic explained that the wooden structure under the terrazzo has rotted and must be replaced; consequently the terrazzo must be removed and cannot be salvaged. He displayed samples of the proposed replacement flooring. He advised that the terrazzo floor will be removed with a jackhammer and the Committee requested that precautions be taken to protect the terrazzo floor in the gallery and all windows in the building during the removal. 3. WOMEN'S COMFORT STATION - VICTORIA PARK - CONT'D HERITAGE KITCHENER FEBRUARY 4, 2000 -7- CITY OF KITCHENER On a motion by Councillor T. Galloway - it was resolved: "That pursuant to Section 43 of the Ontario Heritage Act, Council approve the request of the owner to alter the Women's Comfort Station in Victoria Park, located in the Victoria Park Area Heritage Conservation District, to remove the terrazzo floor and install new flooring; and further, That precautions be taken to protect all other features in the building, including the terrazzo floor in the gallery and all windows in the building." Mr. W. Stauch entered the meeting at this time. 4. ALTERATION APPLICATION - 124 WATER STREET SOUTH The Committee was in receipt of revised plans for the proposed rear and side addition to the property municipally known as 124 Water Street South, located in the Victoria Park Area Heritage Conservation District. Mr. M. Petricevic appeared as a delegation representing the property owners. Mr. L. Bensason reviewed what had transpired at the Committee's December meeting, noting that the Committee of Adjustment has approved a 2' sideyard for the proposed addition. He noted that two options for the addition are shown in the revised drawings and the owners prefer Option "B". Slides of the property were shown. Questions were raised with respect to the boulevard tree vis-d-vis the proposed driveway location. Councillor T. Galloway questioned whether the District Plan contains policies with respect to trees. Mr. Bensason advised that there is an overall general guideline that street trees be maintained. Councillor Galloway stated that it would be legitimate for the City to have its Arborist evaluate the situation. Mr. Bensason noted that the revised drawings do not show materials and Mr. Petricevic advised that the materials will be those as shown in the November 7, 1999 drawings. On a motion by Mr. W. Stauch - it was resolved: "That pursuant to Section 43 of the Ontario Heritage Act, Council approved the request of the owner to alter the designated property municipally known as 124 Water Street South, located in the Victoria Park Area Heritage Conservation District, by constructing a rear and side addition, shown as Plan "B" on the drawings considered by Heritage Kitchener on February 4, 2000, with the materials to be those shown on the drawings dated November 7, 1999; and further, That the City's Arborist be requested to provide recommendations with respect to the new driveway location." PROPERTY STANDARDS UPDATE - 209 FREDERICK STREET (BINGEMAN COTTAGE) & 263 VICTORIA STREET NORTH (BAUER FACTORY) Mr. B. Wolfe, status of the Street, which are orders on Supervisor of Enforcement, was in attendance to review with the Committee the property standards complaints with respect to the properties at 209 Frederick is a designated property, and 263 Victoria Street North. He advised that there all properties along that section of Frederick Street. Councillor T. Galloway left the meeting at this time. With respect to 263 Victoria Street North, Mr. Wolfe advised that the property is in fairly good shape as far as property standards are concerned but noted that there are few broken windows. 5. PROPERTY STANDARDS UPDATE - 209 FREDERICK STREET (BINGEMAN COTTAGE) & HERITAGE KITCHENER FEBRUARY 4, 2000 -8- CITY OF KITCHENER 263 VICTORIA STREET NORTH (BAUER FACTORY) - CONT'D With respect to property standards complaints in general, Mr. Wolfe advised of the process noting that staff will act on complaints immediately. He advised that within 24 to 48 hours an inspection would be made and within the next three to four days a letter will be sent to the owners. The first letter gives the owner two weeks to make the repairs and if it is ignored, an order is sent out giving 30 days for repair. He advised that if the owner ignores the order, the City can take on the work itself, through the tendering process which is now in place. 6. HERITAGE/SCENIC ROAD STATUS - HURON ROAD The Committee was in receipt of Business and Planning Services Staff Report BPS #00/09, dated January 27, 2000, which will be discussed at the Planning and Economic Development meeting of March 6, 2000. The subject of the report is the Municipal Plan Amendment application, initiated by the City, to revise the road classification for Huron Road between Trussler Road and Westmount Road, resulting from the transfer of jurisdiction for this section of Huron Road from the Regional Municipality of Waterloo on January 1, 2000. Mr. Bensason reviewed the report noting that the purpose of the Municipal Plan Amendment is to protect the alignment of Huron Road but it would not protect the surfacing or widening that would not affect the alignment. Mr. Bensason also advised that as part of the five year Municipal Plan Review, the City will deal the heritage/scenic nature of other sections of Huron Road. The Committee then discussed the various scenic features of the road and how to preserve the scenic value of the road. Members of the Committee expressed the opinion that this section of Huron Road has scenic value as well as heritage value and it was important to outline the scenic characteristics and present them as values to be preserved. The Committee then reviewed the recommendations contained in the staff report specifically recommendation (c) in which it states that "It is acknowledged that the scenic-heritage designation of Huron Road is based purely on historic grounds and as such, widening of the carriage way, changes to the surface treatment, and other changes made be permitted." The Committee generally did not agree with this statement as they felt that there is definite scenic value to this section of Huron Road, which includes the undulating topography, ditches, fencing, width of the carriageway and wooden hydro poles. The Committee members also reviewed the possibility of having this road classified as something less than an arterial road. On a motion by Mr. P. Bufe - it was resolved: "That recommendation (c) of Business and Planning Services Staff Report BPS #00/09, dated January 27, 2000, not be approved; and, That Huron Road, between Trussler Road and Westmount Road, be designated in the Municipal Plan as a scenic/heritage road, based on historic grounds and its scenic values, including its undulating topography, ditches, fencing, wooden hydro poles and scenic views; and further, That, due to its unique history and scenic values, Huron Road between Trussler Road and Westmount Road, be maintained as a two-lane road." 7. DEMOLITION APPLICATION - 31 YOUNG STREET - JOHN FORSYTH BUILDINGS The Committee had been provided with a copy of a letter from Mr. L. Bensason to the Senior Vice President at The John Forsyth Company Inc. with respect to their request to demolish this designated property. 7. DEMOLITION APPLICATION - 31 YOUNG STREET JOHN FORSYTH BUILDINGS HERITAGE KITCHENER FEBRUARY 4, 2000 -9- CITY OF KITCHENER CONT'D On a motion by Mr. P. Bufe - it was resolved: "That pursuant to Section 34 of the Ontario Heritage Act, Council refuse the request of the owner to demolish the designated property known as 31 Young Street (John Forsyth Property)." Mr. Bensason then advised the Committee that an offer has been made to purchase this property which looks very promising,and the proposed use of the property would be to convert it to residential units. He requested volunteers from the Committee to form a sub-committee to work with the proposed purchasers of the property. Messrs. B. Scott and P. Bufe volunteered for this sub-committee. REQUEST FROM TOWNSHIP OF WOOLWICH TO RELEASE THE NAME "JAMES WILSON" FROM THE REGIONAL RESERVE LIST The Committee was in receipt of correspondence from the Acting Deputy Clerk at the Township of Woolwich, dated January 18, 2000, requesting that the City of Kitchener and Heritage Kitchener release the name "James Wilson" from the Regional Reserve List, in order that Erb Street in Bloomingdale be renamed "James Wilson Street". Mr. L. Bensason provided some background in this regard noting that the name is also connected with the history in the Pioneer Tower area and was significant in all of Waterloo Township. He advised that after further research, it was determined that only a small portion of the City of Kitchener is in the James Wilson Tract and he recommended the release of the name. On a motion by Mr. W. Stauch - it was resolved: "That, further to the request of the Township of Woolwich, the City of Kitchener release the name "James Wilson" from the Regional Reserve List." 156-158 KING STREET WEST The Committee was advised that the Kitchener Downtown Advisory Committee passed a resolution requesting Council to undertake faCade improvements at 156-158 King Street West, and this Committee is asked to pass a similar resolution in support of that of the Kitchener Downtown Advisory Committee. The Committee agreed that, because this would set an example for other restoration along King Street; would implement the King Street FaCade Study, and because this would be a good example for potential participants in the FaCade Improvement Program that they would pass a supporting recommendation. On a motion by Mr. P. Bufe - it was resolved: "That Heritage Kitchener supports the recommendation of the Kitchener Downtown Advisory Committee with respect to undertaking a faCade restoration on the City-owned property at 156-158 King Street West; as such a restoration will implement the King Street FaCade Study, set an example for restoration along King Street, and set an example for potential participants in the FaCade Loan Improvement Program." Carried Unanimously 10: UPDATE - WATERLOO COUNTY GOVERNOR'S HOUSE AND GAOL HERITAGE KITCHENER FEBRUARY 4, 2000 -10- CITY OF KITCHENER 11. 12. 13. 14. Ms. P. Wagner provided the Committee with an update on the fundraising for the Millennium Courtyard Garden. She advised that a professor from the University of Guelph will be conducting a workshop, which will include a tour of the Gaol, to facilitate the Millennium Garden committee in reaching a final vision for the garden. In addition, Ms. Wagner advised that there has been a considerable amount of discussion concerning the link between the Governor's House and the Gaol and discussion concerning removing the link. Research has been undertaken to date the link and it appears that the link is part of the original building. She advised that the Region will need to request the demolition of the link which is needed because of the garden. HERITAGE WEEK EVENTS The Committee briefly discussed the events for Heritage Week including the Heritage Showcase, the Bus Tour and the Scanner and Display to be located in the Rotunda. Councillor Haalboom provided the route for the Bus Tour and members were asked to commit some time on Saturday the 19th to take care of the Committee's display at the Heritage Showcase. INFORMATION ITEMS The Committee acknowledged receipt of the information items attached to the agenda. In addition, Councillor Haalboom provided copies of a letter received from the Town of Markham in support of this Committee's and Council's resolution with respect to the Province's SuperBuild Growth Fund. Councillor Haalboom advised that the Federal Government will be announcing an Infrastructure Grant Program as well. HERITAGE INVENTORY The Committee considered the properties at 90 King Street West and 156-158 King Street West, as to whether they ought to be added to the Heritage Inventory. On a motion by Mr. P. Bufe - it was resolved: "That 90 King Street West (Capital Theatre) be added to the Heritage Inventory." On a motion by Mr. B. Scott - it was resolved: "That 156-158 King Street West be added to the Heritage Inventory." ADJOURNMENT On a motion the meeting adjourned at 3:45 p.m. Dianne H. Gilchrist Committee Administrator
