Haalboom, commencing at 12:05 p.m., with the following members present: Councillor T. Galloway, Ms. G. Engel, Ms. C. Martindale, Ms. P. Wagner, Messrs. P. Bufe, J. Countryman and S. Sykes. Regrets: Mr. E. Lucy, W. Stauch and B. Scott Others present: Mr. L. Bensason and Ms. D. Gilchrist. 1. ALTERATION APPLICATION - 811 BLEAMS ROAD Councillor J. Haalboom advised that the Alteration Application for 811 Bleams Road, (Steckle Heritage Homestead) will be deferred until the February meeting. 2. MIKE WAGNER HERITAGE AWARDS The Committee had been provided with copies of the nomination forms and background material for those properties which have been nominated for a "2000 Mike Wagner Heritage Award". The properties include: 144-150 King Street West, St. Paul's Lutheran Church -137 Queen Street South, 39 Doon Valley Drive, 19 Roland Street and the restored Krug Staircase now located at RR#1, St. Clements, Ontario. Mr. Bensason advised of the principles behind the awards. He noted that, usually, two awards of merit and two outstanding achievement awards are presented each year. He advised that the awards would be presented at the Council meeting of Monday, February 28, 2000. The Committee then reviewed the nomination forms for each address, and Mr. Bensason, with the aid of a PowerPoint presentation, showed photographs of each of the properties nominated. With respect to the Krug Staircase, Councillor Haalboom requested direction from the Committee members as to whether they felt it qualifies as a Kitchener award when the staircase is no longer located in the City of Kitchener. It was the general consensus of the Committee that the staircase should be nominated for a Waterloo Regional Heritage Foundation Award and that Heritage Kitchener could nominate the staircase for that award. The Committee then reviewed each of the five properties individually, discussed their merits and each of the properties was voted on separately. Through discussion it was noted that the addition at 39 Doon Valley Drive blended well with the original house. The addition at 19 Roland Street was considered to be sympathetic with the criteria in the District Plan. St. Paul's Church was considered to have merit for maintaining the building and the original materials. Discussion concerning 144-150 King Street West involved recommending this property for an Urban Design Award. On a motion by Ms. C. Martindale - it was resolved: "That the following properties receive "2000 Mike Wagner Heritage Awards": 39 Doon Valley Drive Outstanding Achievement St. Paul's Lutheran Church 137 Queen Street South Outstanding Achievement 19 Roland Street - Award of Merit." On a motion by Mr. P. Bufe - it was resolved: "That Heritage Kitchener recommends the 1999 facade work at 144-150 King Street West be nominated for an Urban Design Award. HERITAGE KITCHENER JANUARY 7, 2000 -2- CITY OF KITCHENER MIKE WAGNER HERITAGE AWARDS - CONT'D On a motion by Mr. P. Bufe - it was resolved: "That Heritage Kitchener nominate the restored Krug Staircase, now located at RR#1, St. Clements, for a Waterloo Regional Heritage Foundation Award." 3. POSSIBLE DESIGNATION - 176 VICTORIA STREET NORTH The Committee members were provided with a Heritage Property Report concerning the property municipally known as 176 Victoria Street North, Kitchener. Mr. S. Sulkowski, one of the property owners was in attendance. Mr. L. Bensason explained the zoning provisions and Official Plan provisions for this property noting that the property owner would like to use 100% of the area for building for office use. If this property is designated under the Ontario Heritage Act, the property owner would then not have to make application for an Official Plan Amendment, for the 100% office use, but only a zone change. With respect to the historic significance of the property, Mr. Bensason noted its connection with the Schlee Family. The Committee then viewed slides of the property. Mr. Bensason noted that the property owner has some questions with respect to replacing the glass in the windows and whether or not the wood soffit and fascia could be covered with aluminum. Mr. P. Bufe provided the property owner with the benefits of maintaining the existing glass, the possibility of storm windows and the hazards of covering wood soffits and fascia with aluminium, which may allow for moisture damage of the wood. Ms. P. Wagner commended the owner for volunteering to have this property designated. Councillor T. Galloway reviewed the implications of designation with Mr. Sulkowski and Mr. Sulkowski advised that he understood what the implications are and is still willing to have the property designated. On a motion by Mr. P. Bufe - it was resolved: "That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be directed to publish a Notice of Intention to designate the property municipally known as 176 Victoria Street North as being of historic and architectural significance, with the specific features of the designation to be as follows: Exterior Features: Designation of all exterior elevations including the kitchen extension; rubble stone foundation; brick walls; brick voussoirs; all windows and window openings; all glazed transoms; wood sills; all exterior wood doors and door openings; wood soffit and fascia; decorated wood paneled brackets with finials; roof and roofline. Interior Features: Designation of all wood doors; ornamental latticework in the opening of the French doors on the main floor; molded trim around all windows and doors, chair rail in bedrooms; all elements of the open well staircase off the front entrance." 4. POSSIBLE SCENIC/HERITAGE ROAD STATUS FOR HURON ROAD Mr. L. Bensason explained the transfer of this portion of Huron Road from the Region to the City of Kitchener noting that the status of the road must be determined. He advised that he would be working on an Official Plan Amendment for the merits of the road with the intention of preserving the alignment. Mr. Bensason advised that he would come back to this Committee at the February meeting for its endorsement of his recommendations, which will ultimately be forwarded to the Planning and Economic Development Committee. He noted HERITAGE KITCHENER JANUARY 7, 2000 -3- CITY OF KITCHENER that historic designation in the Office Plan will preserve the alignment but would not prevent POSSIBLE SCENIC/HERITAGE ROAD STATUS FOR HURON ROAD - CONT'D the widening or changing of the surface of the roadway. Councillor J. Haalboom requested that members of the Committee review that section of Huron Road prior to the next meeting. 5. POSSIBLE DESIGNATION/FASCADE IMPROVEMENT - 156-158 KING STREET WEST The Committee members were provided with a list of the costs involved for proposed facade work at 156-158 King Street West along with copies of a newspaper clipping dated Monday, October 31, 1960, showing the property as then occupied by Hymmen Hardware. Mr. Bensason noted that he would provide the Committee with a formal package of information at the next meeting, then the Committee could be free to make its recommendation to City Council. Councillor T. Galloway briefly explained to the new Committee members why the City purchased this building. He noted that Council always intended a quick resale and he was not sure if Council would want to hold onto the property or put more money into the building. 6. CAPITAL THEATRE - 90 KING STREET WEST Mr. L. Bensason provided the Committee with some historic and architectural information on the Capital Theatre, 90 King Street West, including photographs of the original facade. Following a brief discussion it was agreed that the owner should be approached, provided with the information and asked if he would consider designation. 7. HERITAGE DAY RESPONSIBILITIES The Committee then reviewed the responsibilities for the Heritage Showcase, to take place at the Fairview Mall on Saturday, February 19, 2000. The theme of the display will be farm heritage/Steckle Heritage Homestead. The highlights of the display should include the Steckle Heritage Homestead, Pioneer Tower, the Woolner property, Tilt Barn, Upper Doon Heritage Conservation District, Trussler Road, Huron Road, Bleams Road and Plains Road. Mr. S. Sykes again agreed to help set-up the display and advised that he could remain at the display until 10:30 a.m. Mr. P. Bufe volunteered to look after the display from 10:30 a.m. to 12:30 p.m. It was noted that Mr. E. Lucy and Mr. W. Stauch had previously volunteered to assist with the Mall display. Ms. G. Engel, Ms. C. Martindale and Mr. J. Countryman each agreed to contribute some time to the display. Ms. P. Wagner and Councillor Haalboom agreed to assist Mr. Sykes with design of the display. Mr. Bensason advised that the display would be located in the City Hall Rotunda for the week of February 21-25, 2000. Also, as previously discussed, a scanner will be located in the Rotunda on Monday, February 21, 2000 for members of the public to bring in photographs of historic buildings in the City of Kitchener. He noted that some publicity will be required in order to attract attention. Councillor J. Haalboom advised that she is arranging a bus tour for Saturday, February 26, 2000. The Committee was provided with information Celebrations sponsored by the G.R.C.A. to be February 21, 2000, from 9:00 a.m. to 5:00 p.m. about the Heritage Day Workshop & held at the Cambridge Arts Theatre on 8. WATERLOO COUNTY GOVERNOR'S HOUSE AND GAOL Ms. P. Wagner provided the Committee with an update on the process for a Millennium Grant to assist with the cost of the Millennium Garden to be put in the courtyard at the Gaol. She noted that 30 people had attended the Regional Council meeting on December 8, 1999, in support of the grant, which was approved in principle. The grant application will be considered by the Administration and Finance Committee of the Region on January 24, 2000 HERITAGE KITCHENER JANUARY 7, 2000 -4- CITY OF KITCHENER 10. 11. and will then be referred back to Regional Council. Ms. Wagner noted that they are looking for volunteers WATERLOO COUNTY GOVERNOR'S HOUSE AND GAOL - CONT'D to help the Friends of the Gaol with this project and they need to raise $30,000 by the end of January. Ms. Wagner then explained the work done by the Friends of the Gaol, their financial needs and fundraising arrangements. COMPASS KITCHENER Ms. M. Morrison was in attendance to provide the Committee with the background information on Compass Kitchener. She spoke of the dinner meeting which had already taken place and concerns expressed by the participants with respect to a safe community and the environment. She noted, during discussions about the environment, that there was not a lot of discussion about the importance of the built environment, which is why she is in attendance at this meeting today. Ms. Morrison then provided the Committee with workbooks, requesting that each member complete the workbook and return the complete workbook to the February meeting. She then explained the process involved. NEW BUSINESS Mr. P. Bufe advised of his concern for several buildings in the City of Kitchener which he thought were of Heritage significance and were becoming run down. Specifically he noted the Bauer Factory and the Kraushaar properties on Frederick and Lancaster. He requested for the February meeting, a report from Property Standards staff with respect to the property municipally known as 209 Frederick Street and the Bauer Factory. Mr. Bufe suggested that the only way to protect Heritage building would be to designate them. Mr. Bufe then requested that "monster houses" be a future topic of discussion for Heritage Kitchener. Councillor J. Haalboom advised the Committee of a letter received from the City of Cambridge, dated December 20, 1999 advising of a resolution of the Council of the City of Cambridge of its meeting of December 13, 1999, where they adopted Heritage Kitchener's, and Kitchener City Council's resolution with respect to retail sales tax rebate for materials used in Heritage restoration.
