HomeMy WebLinkAboutHeritage Kitchener - 2000-09-08HERITAGE KITCHENER MINUTES SEPTEMBER 8, 2000 CITY OF KITCHENER Heritage Kitchener met this date, chaired by Councillor J. Haalboom, commencing at 12:05 p.m., with the following members present: Councillor T. Galloway, Ms. P. Wagner and Messrs. P. Bufe, E. Lucy, W. Stauch and S. Sykes. Ms. G. Engel entered the meeting shortly after its commencement. Others Present: Mr. L. Bensason and Ms. D. Gilchrist. 1. ST. MARY'S AREA HERITAGE CONSERATION DISTRICT Councillor J. Haalboom and Ms. P. Wagner spoke of the public meeting held on September 7, 2000, to present the St. Mary's Area Heritage Conservation District Study to that area's residents. They noted that some of the residents have voiced concerns, both related to and not directly related to the study. Some of those who raised concerns have agreed to sit on the Steering Committee. They advised that most of the Steering Committee members were in attendance and a vote was taken to go forward to stage 2 of the process, being the preparation of the plan. Mr. L. Bensason asked the Committee to adopt a motion to accept the recommendations in the study and request Council to direct that the plan be prepared. On motion by Ms. P. Wagner- it was resolved: "That Council approve the recommendations contained in the St. Mary's Heritage Conservation District Study, Heritage Assessment Report, dated Draft March 2000, prepared by Archaeological Services Inc., Wendy Schearer Landscape Architect Limited, and Uterman McPhail Associates; and further, That the consultants be directed to proceed with the preparation of the Heritage Conservation District Plan." 2. HERITAGE DAY 2001 CONFERENCE Councillor J. Haalboom reminded the Committee of the annual seminar put on by the Grand River Conservation Authority each Heritage Day, and advised that Heritage Kitchener has been selected to work with the Grand River Conservation Authority on the 2001 Conference, to be held at the Walper Hotel. She also advised of the Conference theme being "Heritage Makes Cents". Councillor Haalboom stated that the Grand River Conservation Authority is requesting financial assistance and volunteer support. She advised that an application will be made to the Waterloo Regional Heritage Foundation for some financial assistance and she recommended applying to Council for a grant. Councillor Haalboom noted that the Conference was sponsored by the City of Cambridge in 2000, who provided a grant of $5,000. for the event. The Committee generally agreed to approach Council for a grant and Councillor Haalboom advised that she would be attending a Steering Committee meeting on September 27t" and would obtain the necessary budget information in order to complete a grant application. 3. 31 YOUNG STREET- ALTERATION/DEMOLITION APPLICATION The Committee was in receipt of correspondence from Circa Development, dated August 25, 2000, along with an Alteration Application with respect to their request to demolish one storey structures attached to the east of the three storey structure at 31 Young Street. The application also requests permission to replace seven windows in the model suite on the second floor in the southwest corner of the building, on the Young Street frontage. Attached to the correspondence were a site plan, elevation drawings and information about the proposed windows. At the meeting, the Committee members were provided with copies of an Alteration Application from the City of Kitchener for the demolition of the one storey structures, as the City owns a portion of the land on which they sit. Mr. L. Bensason provided an overview of the applications. 3. 31 YOUNG STREET- ALTERATION/DEMOLITION APPLICATION (CONT'D) HERITAGE KITCHENER SEPTEMBER 8, 2000 - 37 - CITY OF KITCHENER Mr. D. Holland, Circa Development, and Mr. A. Grinham, Project Architect appeared as a delegation to represent their Alteration Application. Mr. Holland reviewed the demolition request. Mr. A. Grinham explained the request to replace the seven windows for the model suite and a sample window was displayed. He explained that the anticipated end use for the building is residential condominium. He noted that there are a number of difficult aspects to marketing heritage buildings and explained the necessity for the new windows in terms of marketing the project and the negative impact that old windows have on condominium fees. The Committee members viewed the sample window and Mr. Grinham pointed out that they are proposing wood frame, double-hung windows with cladding. The window will also have wooden muntin bars. A discussion took place concerning the economics of new windows versus restoration of existing windows and again Mr. Grinham pointed out the negative impact of old windows on marketing the project and condominium fees. The Committee also briefly discussed colour for the windows. Mr. Grinham provided a sample of the shade of green proposed for the window frames and muntins noting that they are attempting to match the shade of green on the existing windows. On motion by Mr. E. Lucy- it was resolved: "That pursuant to Section 34 of the Ontario Heritage Act, Council approve the request of the owners of the property municipally known as 31 Young Street (Forsythe Property) to demolish the one storey structures attached to the easterly side of the property, as shown on the site plan prepared by L. Alan Grinham Architect Inc., dated August 28, 2000; and further, That pursuant to Section 33 of the Ontario Heritage Act, Council approve the request of the owner to alter the designated property municipally known as 31 Young Street (Forsythe Property) by replacing seven windows in the model suite located on the second floor in the southwest corner of the three storey building, with new aluminum clad wooden windows as considered by Heritage Kitchener on September 8, 2000; and as outlined in their Alteration Application dated August 25, 2000." Mr. Bensason pointed out that other remedial work is proposed for this property along with signage and this will be the subject of a further application to be considered by the Committee at a future meeting. 4. HERITAGE CONSERVATION DISTRICT BROCHURES Mr. L. Bensason distributed draft copies of brochures proposed for the Upper Doon Heritage Conservation District and the Victoria Park Area Heritage Conservation District; noting that they had been prepared by Ms. M. Dobbie, Heritage Planning student. The Committee briefly discussed the contents of the brochures, being in general agreement with them. Mr. Bensason agreed to follow-up on the Committees' comments. The Committee generally agreed that Mr. E. Lucy edit the final version of the brochure for Upper Doon. Mr. Bensason was requested to ask Mr. E. Lucy and Mr. B. Scott to review the brochure for Victoria Park prior to the October meeting. 5. HERITAGE DISPLAY Mr. L. Bensason advised that he has reserved a display case in the Rotunda, for the month of December, in which he will display the photographs and other information about the Mike Wagner Heritage Awards. He requested that any member having suggestions about other items for the display to notify him by early December. Mr. S. Sykes volunteered to assist with the display. 6. WATERLOO COUNTY GOVERNOR'S HOUSE AND GAOL Mr. Bensason requested that a sub-committee be formed to complete a detailed review of the deferred items of the Alteration Application, received from the Region of Waterloo and considered HERITAGE KITCHENER SEPTEMBER 8, 2000 - 38 - CITY OF KITCHENER at the August Heritage Kitchener meeting. It is necessary to review the application in order to advise the Region of Waterloo what further information and details are required. Ms. P. Wagner and Messrs. P. Bufe and S. Sykes volunteered for the sub-committee and it was agreed that a meeting would be held at 2:30 p.m. on Tuesday, September 12, 2000. The Committee briefly discussed their thoughts about maintaining the bars on the gaol windows and whether or not to approach the judiciary to question why they want the bars removed. Ms. P. Wagner then provided a brief up-date on the Millennium Garden and advised that Wendy Schearer has been chosen as the Landscape Architect for the garden. 7. COMPASS KITCHENER Councillor Haalboom advised the Committee that a request has been received from Marie Morrison of Compass Kitchener to make a presentation to this Committee at its October meeting. Following a brief discussion, it was agreed that Compass Kitchener be invited to make a 30-minute presentation at the October 20, 2000 meeting. 15 HEINS AVENUE (VICTORIA PARK AREA HERITAGE CONSERVATION DISTRICT) - ALTERATION APPLICATION Mr. L. Bensason distributed copies of an Alteration Application for 15 Heins Avenue, located in the Victoria Park Area Heritage Conservation District. The application of the owner, dated September 6, 2000, requests permission to demolish the existing detached garage, in the rear yard, and to construct a new detached garage. A drawing of the proposed garage was distributed with the application and Mr. L. Bensason displayed slides of the property. On motion by Ms. G. Engel- it was resolved: "That pursuant to Section 43 of the Ontario Heritage Act, Council approve the request of the owner to demolish the detached garage on the property municipally known as 15 Heins Avenue, (Victoria Park Area Heritage Conservation District) and construct a new garage, as outlined in his Alteration Application dated September 6, 2000." 9. 2091 BLEAMS ROAD Mr. L. Bensason distributed copies of an architectural analysis of the property municipally known as 2091 Bleams Road, which is listed on the Committee's Heritage Inventory. He displayed slides of the property. Mr. Bensason advised that two years ago he had been approached by the property owner who advised that a Icg structure exists under the surface of the house. Tragically that owner died and the property has recently been purchased by a young couple. They have submitted a Demolition Application for the wood shed and pump house in order to build a new home. They have agreed not to pursue demolition of the Icg house at this time. Mr. Bensason advised that should the Icg house become threatened, he will advise the Committee. 10. HERITAGE EASEMENT AGREEMENTS - 393 TILT DRIVE & 5 MICHAEL STREET Mr. L. Bensason provided the Committee members with extracts from the Heritage Easement Agreements proposed for 5 Michael Street and 393 Tilt Drive, containing the heritage elements to be included in the agreement. 10. The Committee discussed how much land would be included in the Easement Agreement for 393 Tilt Drive and Mr. Bensason noted that the land is specifically identified in a reference plan and showed slides of the property. Mr. Bensason noted that Tilt Drive will eventually become a Community Trail and it will be designed to have benches and an interpretive centre from which you will be able to view the Icg house, but will not give access to the Icg house as it will be HERITAGE EASEMENT AGREEMENTS - 393 TILT DRIVE & 5 MICHAEL STREET (CONT'D) someone's home. HERITAGE KITCHENER SEPTEMBER 8, 2000 - 39 - CITY OF KITCHENER On motion by Mr. W. Stauch - it was resolved: "That the Mayor and Clerk be authorized to sign a Heritage Easement Agreement for the property municipally known as 393 Tilt Drive, dated September 8, 2000, between Monarch Construction Limited, Terry Reynolds, Virginia Reynolds and the Corporation of the City of Kitchener, subject to the agreement being satisfactory to the City Solicitor; and further, That the Mayor and Clerk be authorized to sign a Heritage Easement Agreement for the property municipally known as 5 Michael Street, dated September 8, 2000, between 1397036 Ontario Ltd. and the Corporation of the City of Kitchener, subject to the agreement being satisfactory to the City Solicitor." 11. HURON ROAD SUBDIVISION The Committee discussed their concerns with respect to Heritage protection relative to the proposed Huron Road Subdivision and reviewed their resolution of August 14, 1998 and staff report BPS-00-104, dated August 30, 2000, recommending approval of Municipal Plan Amendment Application MP00/06/S/JG. Mr. Bensason noted his concern for the preservation of 571 Huron Road. The Committee discussed its concerns for this property and the possibility of designation under Part IV of the Ontario Heritage Act. Mr. L. Bensason was directed to investigate the merits for potential designation of this property and report back to Heritage Kitchener well before the Environmental Impact Assessment is published. 12. HERITAGE CONSERVATION DISTRICT PROGRAM - PRIORITY SETTING Mr. Bensason advised that, in 2001, there is $25,000. in the Business and Planning Services Department budget to commence the next Heritage Conservation District. Civic Centre Central Frederick Mill-Courtland Woodside Park Trussler Road Lower Doon Downtown Retail District Downtown Warehouse District Mr. Bensason advised that when considering which district should be pursued, the following criteria are considered: Is the area under threat? Is timing appropriate? Is there likely to be support for the district by the property owners? Mr. P. Bufe suggested that the two downtown districts are no longer required because of recent re- zoning. He suggested the Civic Centre and Central Frederick areas be considered, and perhaps the boundaries should be changed to take part of each area and form a new district. 12. Ms. P. Wagner commented on the Lower Doon area, advising that she had driven around the area; noting there are many new houses and there are not many vacant lots left. She suggested doing something to protect the area immediately around the Homer Watson House but not a Heritage Conservation District for the whole area of Lower Doon. She noted that development of the Kuntz property is already in the process. She questioned the possibility of special policies being placed in the Official Plan to help preserve the Lower Doon area. Mr. Bensason was directed to investigate the possibility of special policy areas which would give protection to some HERITAGE CONSERVATION DISTRICT PROGRAM - PRIORITY SETTING (CONT'D) of these areas, such as Lower Doon. Councillor Haalboom questioned the goals to be achieved in creating Heritage Conservation HERITAGE KITCHENER SEPTEMBER 8, 2000 - 40 - CITY OF KITCHENER Districts. Mr. Bensason advised that they are to preserve the neighbourhood character. Councillor Haalboom recommended that all Committee members visit these areas in order to determine which should be the next Heritage Conservation District and what the boundaries should be. Mr. E. Lucy stated that the Heritage Conservation District chosen will define what will happen in the future. He suggested that this is an important decision and should be unanimous. The Committee then discussed what, if any protection is afforded to heritage properties and areas through Heritage Impact Assessments, Heritage Conservation District Plans and other planning mechanisms. Mr. Bensason advised that Heritage Impact Assessments can only be required through Plans of Subdivision and not Building Permits or Site Plan Applications. Following further discussion it was agreed that the Committee would tour the areas proposed for Heritage Conservation Districts on Tuesday, September 19, 2000 and members should meet in the Rotunda at 1:30 p.m. 13.
