Commencement The Heritage Kitchener Committee held an electronic meeting this date commencing at 4:00 p.m. 2. Discussion Items 2.1 Heritage Permit Application HPA-2022-IV-006 - 35 Gordon Avenue - Repair Sections of Exterior Foundation Wall and Segmental Brick Arch Above Second-storey Window Rear (West) Elevation, DSD-2022-167 The Committee considered Development Services Department report DSD-2022- 167, dated April 4, 2022, recommending approval of Heritage Permit Application (HPA) HPA-2022-IV-006 to permit repairs of the exterior foundation wall and the 1 segmental brick arch above the second-storey window on the rear (west) elevation on the property municipally addressed as 35 Gordon Avenue. D. Choudhry presented an overview of the repairs necessary for the exterior foundation wall and the segmental brick arch above the second-storey window. In response to questions from the Committee, D. Choudhry confirmed this application did not pertain to the window. Councillor D. Chapman moved the motion outlined in the staff report, which was then voted on and was carried unanimously. The Chair stated that the permit application would be processed under the Committee's delegated authority with unanimous consent. Moved by Councillor D. Chapman it was resolved: "That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA-2022-IV-006, as outlined in Development Services Department report DSD-2022-167, be approved to permit repairs of the exterior foundation wall and of the segmental brick arch above the second-storey window on the rear (west) elevation on the property municipally addressed as 35 Gordon Avenue, in accordance with the supporting information submitted with this application." Carried unanimously 2.2 Heritage Permit Application HPA-2022-IV-007 - 35 Gordon Avenue - Second- storey Rear Window Repair and Installation of New Storm Window, DSD- 2022-168 The Committee considered Development Services Department report DSD-2022- 168, dated April 1, 2022, recommending approval of Heritage Permit Application (HPA) HPA-2022-IV-007 to permit repairs to the second-storey rear (west) window and the installation of a storm window on the property municipally addressed as 35 Gordon Avenue, subject to one condition. D. Choudhry presented an overview of the repairs necessary to the second- storey rear window and the installation of a new storm window following approval by Heritage Planning staff. P. Ciuciura moved the recommendation outlined in the staff report, which was then voted on and was carried unanimously. The Chair stated that the permit 2 application would be processed under the Committee's delegated authority with unanimous consent. Moved by P. Ciuciura it was resolved: "That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA-2022-IV-007 requesting permission to repair the second- storey rear (west) window and the installation of a storm window, as outlined in Development Services Department report DSD-2022-168, be approved subject to the following condition: 1. That a sample storm window be produced for review to heritage planning staff for related heritage clearance prior to proceeding with the installation of the new storm window." Carried unanimously 2.3 Draft Heritage Impact Assessment (HIA) - 50-52, 56 Weber Street West and 107 Young Street, DSD-2022-187 The Committee considered Development Services Department report DSD-2022- 187 dated April 11, 2022, regarding a Draft Heritage Impact Assessment (HIA) for the properties municipally addressed as 50-52, 56 Weber Street West and 107 Young Street. The Chair noted that the Committee received written submissions by Hal Jaeger and the North Waterloo Region Branch of the Architectural Conservancy Ontario (ACO). D. Choudhry presented an overview of the Draft Heritage Impact Assessment (HIA) for the properties municipally addressed as 50-52, 56 Weber Street West and 107 Young Street. D. Choudhry reported that the site is located within the Civic Centre Neighborhood Heritage Conservation District and is designated under Part V of the Ontario Heritage Act. D. Choudhry explained a revised HIA had been submitted, which no longer proposes the temporary relocation of 107 Young Street, and instead presents the integration of 107 Young Street with the proposed 8-storey building. Further, D. Choudhry noted that Council approved the demolition of 50-52 and 56 Weber Street West in August 2020. N. Baarda spoke to the Committee in support of the proposed development but expressed concern regarding the angular plane analysis submitted with the HIA. 3 S. Burrows, Facet Design Studio, presented to the Committee regarding the design considerations taken from the neighbourhood character and used to inform the proposed development. M. Rowell, ACO North Waterloo Region Branch, submitted a written statement in opposition to the subject application and was in attendance to answer any questions. In response to questions from the Committee, D. Choudhry confirmed that staff wa these comments as they continue to review the HIA and associated planning applications. J. Gibson, S. Burrows, and P. Chauvin and R. Redshaw of MHBC Planning were in attendance in support of the HIA. In response to questions from the Committee, S. Burrows explained that while the previous non-profit partner was no longer involved with the project, they were still committed to providing some form of co-housing for seniors for 30% of the proposed development. D. Choudhry clarified in response to questions from the Committee that 107 Young Street would remain on site and confirmed the Heritage Conservation Plan takes precedence over the studies submitted with the HIA. R. Redshaw stated that a revised draft HIA had been submitted with an updated angular plane analysis that met the requirements, and P. Chauvin further explained their belief that the angular plane analysis demonstrated no impact. S. djusting the starting point of the angular plane analysis and their opinion that the proposed structure would still comply. Further, S. Burrows explained the need to connect the two buildings to comply with the Building Code. P. Chauvin expressed that they did not support further adjustment to the angular plan analysis. The Committee heard comments from its members supporting the integration of the apartment building with the heritage structure, that studies submitted confirmed the stability of the building, and that the proposed transition from two storeys at the streetscape and heritage building scaled up to the larger structure. The Committee heard concerns from its members regarding preserving the style of foundation due to its significance to the structure, the potential loss of the back corner of the building, the proposed placement of the bay window in an alcove, and that the angular plane analysis that did not correctly consider the residential buildings on Roy Street. 4 2.4 Notice of Intention to Demolish - Former Old Men's Residence, Grand River Hospital Freeport Campus - 3570 King Street East, DSD-2022-169 The Committee considered Development Services Department DSD-2022-169 dated April 1, 2022, recommending that, in accordance with Section 27(3) of the Ontario Heritage Act, the Notice of Intention to Demolish received on March 17, addressed as 3570 King Street East, be received for information; and, that the City arrange photographs before any demolition activity. Residence located on the property municipally addressed as 3570 King Street East. D. Choudhry highlighted that the building had been vacant for approximately 20 years and had fallen into a state of disrepair with damage to the roof, brickwork, windows and windowsills, and doors, and noted that during a visit to the site, it was not safe to enter the structure. In response to questions from the Committee, K. Wilson and A. Ceccato of Grand River Hospital confirmed the intent to save several skids of bricks for future repairs to the other buildings on site. The Committee heard comments from its members expressing their disappointment that the building had been allowed to fall into disrepair, supporting the preservation of other heritage buildings on the property, and expressing interest in informational signage or plaques to communicate the site's heritage. Councillor C. Michaud moved the recommendation outlined in the staff report, which was then voted on and was carried. The Chair stated that the matter would be referred to the May 9, 2022, meeting of Council for ratification. Moved by Councillor C. Michaud it was resolved: "That, in accordance with Section 27(3) of the Ontario Heritage Act, the Notice of Intention to Demolish received on March 17, 2022, regarding the d as 3570 King Street East, be received for information and that the notice period run its course, as outlined in Development Services Department report DSD-2022-169; and, documented through photographs prior to any demolition activity." 5 Carried 2.5 Sub-Committee Updates The Chair invited the Heritage Kitchener Sub-Committees to provide updates on their recent meetings and efforts. Decolonizing the Heritage Process Members: R. Schwarz, V. Mance, J. Baker, M. Asling The Committee heard an update from the Decolonizing the Heritage Process Sub-committee and noted upcoming meetings with staff. Designation and the Municipal Heritage Register Members: P. Ciuciura, D. Vongphakdy, M. Asling, S. Hossack, S. Eckel-Braun, Councillor Chapman The Committee next heard an update from the Designation and the Municipal Heritage Register Sub-committee, and staff requested that questions be submitted to staff in advance of the meeting. The Effects of Heritage Designation on Affordability Members: M. Asling, J. Baker The Committee next heard an update from the Effects of Heritage Designation on Affordability Sub-committee and asked for input from staff about formal recognition of any supporting institutions. Promoting Cultural Heritage Members: J. Haalboom, I. Bodendorfer, S. Hossack, Councillor Michaud The Committee heard an update from the Promoting Cultural Heritage Sub- committee highlighting the upcoming Jane's Walks, consideration for Heritage Kitchener's future participation, and a future Doon-area walking tour around Canada Day. 2.6 Status Updates - Heritage Best Practices Update and 2022 Priorities, Heritage Impact Assessment Follow-ups Staff confirmed there were no status updates. G. Stevenson informed the Committee that several items would be coming forward to the Heritage Committee's June meeting and discussed efforts to support the Committee in preparing for the meeting and timing implications. 6 3.
