HERITAGE KITCHENER MINUTES
JUNE 27 2000

Heritage Kitchener met this date, Chaired by Councillor J. Haalboom, commencing at 12:00 noon with the
following members present: Mrs. P. Wagner, Mr. S. Sykes, Mr. P. Bufe, Ms. C. Martindale, Mr. E. Lucy,
Ms. G. Engel and Mr. W. Stauch. Councillor T. Galloway was in attendance for part of the meeting.
Officials Present: Mr. B. Stanley, Mr. L. Bensason, Ms. C. Ladd, Mr. G. Borovilios, Ms. M. Dobbie and
Mr. G. Sosnoski.
1. ALTERATION APPLICATION - 108 QUEEN STREET NORTH (SONNECK HOUSE)
The Committee was in receipt of an alteration application dated May 23, 2000 from John and
Sherry Kellendonk, the owners of the designated property at 108 Queen Street North.
Mr. Bensason summarized the application involving the removal of paint using a solvent based
semi-paste paint and varnish remover with the product name "TakeOFF 2000". It was noted that
the paint would be removed from the wood and masonry fabric. Mr. Bensason explained how the
product is used and noted that a power wash is proposed at 1500-3500 psi, which he
characterized as excessively high given the Provincial guidelines indicating that damage can
occur above 700 psi.
Mr. Jason Matthews appeared on behalf of Protective Barriers Inc., Hamilton, which manufactures
the "TakeOFF 2000" product. Mr. Matthews circulated a handout showing photographs of
heritage properties where the "TakeOFF 2000" product has been used. He outlined the various
removal options and attributes of the product, noting that the amount of water pressure used
depends on the specific building and application method. He advised that a pressure will be
selected which has the least amount of impact on the building fabric. He further advised that the
pressure wash will be tested on a portion of the building before its general use.
Ms. Sherry Kellendonk, co-owner of the 108 Queen Street North property, appeared in support of
the application and noted that there was no evidence of mortar damage on the test patch as a
result of pressure washing.
On motion by Mr. P. Bufe -
it was resolved:
"That pursuant to Section 33 of the Ontario Heritage Act, Council approve the request
of the owner to remove the paint from the exterior of the designated property at 108
Queen Street North (Sonneck House) as outlined in the alteration application and
supporting documentation dated May 23, 2000; and further,
That should it be required that the pressure wash exceed 700 lbs. per square inch, a
special test patch be completed for approval by L. Bensason, Heritage Planner."
Mr. Bufe thanked the Kellendonks for their work to date in restoring the heritage property.
The Committee directed that all recommendations this date concerning alteration / demolition
applications be brought before Council for consideration at the June 5, 2000 meeting.
2. ALTERATION / DEMOLITION APPLICATION - GOVERNOR'S HOUSE AND GAOL
The Committee was in receipt of an alteration / demolition application dated May 24, 2000 and
supporting documentation from Mr. Brian Bechtel, Project Manager, representing the owner, the
Regional Municipality of Waterloo. The Committee was also in receipt this date of site plan, floor
plan and building elevation drawings for the Waterloo Court House submitted by the Ventin Group
Limited, Architects and dated June 2, 2000. They were also in receipt of a work schedule in
respect to the various project stages.
Mr. Ken Noonan and Mr. Yanick Cyr were in attendance on behalf of the Regional Municipality of
Waterloo, and Mr. Christopher Thacker was in attendance on behalf of the Ventin Group,
Architects.
2. ALTERATION / DEMOLITION APPLICATION - GOVERNOR'S HOUSE AND GAOL, (CON'TD)

Mr. Bensason summarized the request involving restoration of the
demolition of the wall joining the link between the Governor's House and

Mr. Noonan reviewed the drawings and project schedule circulated this date, and noted that staff
would be recommending to Regional Council that the prosecutors be located in the Governor's
House, with Provincial Offences Administration, Courtrooms and the Crime Prevention Unit to be
housed in the former Gaol. He asked for favourable consideration of the alteration / demolition
request, noting that he will be returning to the Committee at a later date in respect to plans for the
former Gaol. Mrs. Wagner commented that she and other sub-committee members were pleased
by the way in which Regional staff and the Architect have co-operated to date.
On motion by Ms. C. Martindale -
it was unanimously resolved:
"That pursuant to Section 33 of the Ontario Heritage Act, Council approve the request
of the Regional Municipality of Waterloo, owner of the designated property at 73 Queen
Street North (Waterloo County Gaol and Governor's House), to alter the Governor's
House and demolish the brick wall between the link structure and Courtyard No. 1 all
as outlined in the application and correspondence from Brian Bechtel dated May 24,
2000 as well as the series of drawings prepared by the Ventin Group Limited
Architects, entitled "Waterloo Court House" and dated June 2, 2000 submitted to
Heritage Kitchener at its meeting of June 2, 2000."
ALTERATION APPLICATION - 811 BLEAMS ROAD - J. STECKLE HERITAGE HOMESTEAD
The Committee was in receipt of elevation drawings prepared by John Clinckett, Architect, dated
May 17, 2000 in respect to the proposed alteration of the Forge Barn on the designated property
at 811 Bleams Road.
Mr. Bensason outlined the alteration proposal, noting that no specifications for the material to be
used were provided.
Dr. Jean Steckle appeared in support of the application and confirmed that the materials to be
used would be the same as for the previous alteration request. Ms. Steckle also noted that the
proposed windows will be double hung rather than casement style. In response to a further
question from Councillor T. Galloway, Dr. Steckle confirmed that the proposed work is in
compliance with the Scheinman Report.
Dr. Steckle also advised of additional alterations for which supporting material was not provided.
She indicated that she would like to replace the storm windows on the top storey and attic levels of
the main house, the replacement storms to be of wood construction and in conformity with the
traditional storm windows on other floors of the house. She advised that she will be removing the
circa 1960 aluminium windows.
On motion by Councillor T. Galloway -
it was resolved:
"That pursuant to Section 33 of the Ontario Heritage Act, Council approve the request
of the owner to add a door and window on the front elevation of the Forge Barn, 811
Bleams Road (Steckle Heritage Homestead) and a new window on the laneway
elevation as outlined in drawings A.05 and A.06 prepared by John Clinckett - Architect
and dated May 17, 2000, all new material to be of wood construction and the windows
to be double hung; and further,
That Council also approve the installation of twelve storm windows in the upper storey
and attic of the main house at 811 Bleams Road, the materials and configuration of
these to be the same as the existing, original storm windows."
4. HERITAGE CONSERVATION DISTRICT SIGNAGE

Mr. Bensason circulated a concept design for an entrance sign to the Upper Doon Heritage
Conservation District. He suggested that such a sign could be located off Doon Village Road at
the entrance of the District. He requested approval in principle after which the design could be
refined and cost estimates obtained.
The Committee was in general agreement with the concept as proposed and the use of the Doon
Twine and Cordage Company warehouse logo. Mr. Bensason suggested that a sub-committee be
struck to research and make recommendation on materials, colour and detail design. He indicated
that he would work with the Committee and the manufacturer, with final approval by Heritage
Kitchener. A sub-committee was struck comprised of Mr. Bensason, Ms. Dobbie, Mr. Lucy, Mr.
Stauch and possibly a Conservation District resident. The Committee is to consider lettering which
reflects the time period, colour, materials, sign size and location as well as durability. Councillor
Haalboom asked that any further suggestions in this regard be forwarded to Mr. Bensason.
Councillor Haalboom pointed out that Monarch Construction had not approached Heritage
Kitchener for approval of the use of "Doon Heritage Village" signage within the Conservation
District. She asked Committee members to review the signs which had been erected.
THEMATIC STREET SIGNS
Mr. Bensason circulated two concept designs for street signs within heritage conservation districts,
both incorporating reference to the street and the district it is within.
It was agreed that the sub-committee dealing with conservation district signage would also review
the street sign issue. Consideration is to be given to the shape of the sign template, whether a
longer or shorter version of the district name is used and the use of symbolism on the sign. Mr.
Bensason also pointed out that the colour of the sign may also be an issue with the City and the
Region if the signs being considered are replacements for existing street signage.
REQUEST TO ALTER - 176 VICTORIA STREET NORTH
Mr. Bensason advised that he was recently contacted by the owner of 176 Victoria Street North
who advised that he is planning to sandblast the brick the week of June 5th. He indicated that he
and Wayne Pearce inspected a test patch, and Mr. Pearce felt that only a small portion of the brick
patina had been removed by sandblasting which would have a minimal impact on the brick and
mortar. He advised that the contractor is Reitzel Brothers and that they are proposing a No. 71 grit
sand with pressure of 100 psi or less at the nozzle. It was noted that this is the finest grit of sand
available.
A discussion took place, after which it was decided that the Committee would make no formal
recommendation in this regard as the owner had not submitted an alteration application and is
using a method of removal which is not generally supported by the Committee. Mr. Bensason was
directed to discuss the situation with the owner to determine if there is an opportunity to delay
cleaning in order to examine other less intrusive methods of removing accumulated dirt and grime
from the bricks. It was further noted that less intrusive methods include the use of sodium
bicarbonate as well as two other European based technologies which were referred to by an
earlier delegation.
Councillor Haalboom asked that staff follow up on the suggestion of Councillor Galloway that an
information sheet be prepared that outlines the various methods of cleaning which are
recommended so that these can be distributed to designated property owners.
ACQUISITION OF HERITAGE RESOURCES
Mr. Bensason advised that as a result of a recent meeting with the K-W Homebuilders, a revised
report in this regard will go to Council at the August Council meeting. He advised that the report
recommends a building archaeology inspection be undertaken in response to a variety of planning
related applications. The inspection requirement would apply to properties which are designated
or on the Heritage Inventory and would involve assessing the condition of the

building and exposing its structural history. The work would be undertaken either by a private
contractor or City staff. Mr. Bensason advised that he will bring a draft report back to Heritage
Kitchener for consideration prior to its being dealt with at the Planning and Economic Development
Committee meeting. Mrs. Wagner asked that similar consideration also be given to natural
resources and features.
Councillor T. Galloway left the meeting at this time.
8. SUMMER STUDENT WORK PROGRAM UPDATE
Michele Dobbie advised the Committee of work completed to date and in progress, including
invitations for the designation ceremony involving 379 Glasgow Street as well as development of
policies, guidelines and graphics for the Pioneer Tower West Heritage Conservation District Plan.
9. INFORMATION ITEMS:
The Committee received the following as information:
· SuperBuild Ontario Bulletin #1 - Capital Infrastructure Initiatives
· Councillor Haalboom advised that there is an opportunity to hold the Grand River Conservation
Authority Heritage Conference / Workshop - Heritage Day 2001 at the Walper Terrace Hotel.
· An invitation to attend the designation ceremony at 379 Glasgow Street on June 22, 2000.
· A May 24, 2000 letter to the editor of The Record encouraging the preservation and restoration
of old houses
· Notice of the Waterloo Regional Heritage Foundation Annual meeting on June 13, 2000.
· Letter to the Committee from Dianne Gilchrist extending thanks for the flowers sent to her while
on medical leave.
