Commencement A special electronic meeting of City Council was held at 9:47 a.m. this date, chaired by Mayor B. Vrbanovic, with Councillors M. Johnston, S. Marsh, C. Michaud, S. Davey, K. Galloway-Sealock and J. Gazzola. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. The electronic meeting began with a Land Acknowledgement given by the Mayor. 1 2. Notice All -Council Meeting / Region of Waterloo & Area Municipalities - For Information Mayor B. Vrbanovic noted Members of Kitchener City Council were invited to participate in a joint meeting with the Councils of the Regional Municipality of Waterloo and all Area Municipalities within the Region of Waterloo on Friday April 29, 2022 at 1:00 p.m. to be held virtually, indicating notice of the meeting will be published at www.regionofwaterloo.ca. 3. In -camera Meeting Authorization Moved by Councillor C. Michaud Seconded by Councillor M. Johnston "That an in -camera meeting of City Council be held immediately following the special council meeting this date to consider one city negotiation/strategy and solicitor client privilege matter as authorized by Sections 239 (c) and (k) of the Municipal Act, 2001, respectively." Carried 4. Recess and Reconvene Mayor B. Vrbanovic further advised Members of Council and the Corporate Leadership Team were going to be leaving the virtual meeting to participate in a shared learning experience, noting the meeting would be recessing and reconvening at the Registry Theatre, 122 Frederick St. Kitchener, at approximately 10:30 a.m. to participate in the Black Presence in Berlin with Stroll Walking Tours. Special Council then recessed at 9:56 a.m. and reconvened at 10:32 a.m., Chaired by Mayor B. Vrbanovic with all members present except for Councillors S. Marsh, J. Gazzola, D. Schnider, P. Singh, and D. Chapman. 5. Black Presence in Berlin Walking Tour Peggy Piet and Juanita Metzger, Stroll Walking Tours, led Council and the Cooperate Leadership Team through a shared learning experience, specifically The Black Presence in Berlin Walking Tour in downtown Kitchener. The tour commenced at the Registry Theatre, 122 Frederick St. Kitchener. P. Piet led the tour to several locations within the downtown, including but not limited to Waterloo County Gaol and Governor's House, Suddaby Public School, the Church of the Good Shepherd, Vogelsang Green, 64 King St W, TheMuseum, Halls Lane (The Walper Hotel) and 2 King Street West. P. Piet E provided historical information on the early Black settlers of the Queens Bush settlement, noting black settler first arrived in Waterloo Region as early as 1806. P. Piet provided an overview on a number of influential black residents to resided in Kitchener who made notable contributions to our community communities history, including but not limited to Levi Carroll, Teacher, Peter Edward Susand, Business owner/ran for office, Robert Sutherland, Laywer and John F. Metzger, Teacher. P. Piet also spoke to Louis Armstrong attendance and stay at the Walper Hotel. 6. Recess and Reconvene Special Council then recessed at 12:03 p.m. and reconvened at 3:17 p.m., Chaired by Mayor B. Vrbanovic with all members present except for Councillor D. Schnider. 7. Possible Land Disposition - License Agreement Extension Council considered this matter arising from an electronic in -camera meeting held earlier this date. Moved by Councillor S. Davey Seconded by Councillor C. Michaud "That the General Manager of Development Services be authorized to execute a license extension agreement in accordance with April 25, 2022 Caucus discussion, to the satisfaction of the City Solicitor." Carried 8. By-laws 8.1 Three Readings Moved by Councillor B. loannidis Seconded by Councillor D. Chapman "That leave be given the Mover and Seconder to introduce the following by-laws for three readings and that the same be taken as read a first, second and third times, be finally passed and numbered serially by the Clerk." 8.1.a To confirm all actions and proceedings of the Council.
