HomeMy WebLinkAboutLACAC - 1992-05-08LACAC\1992-05-08 LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES MAY 8, 1992 The Local Architectural Conservation Advisory Committee met this date, commencing at 12:15 p.m., under the Chairmanship of Alderman M. Wagner, with the following members present: Alderman T. Galloway, Ms. B. Buchanan, Mr. P. Bufe, Ms. S, Burke, Ms. J. Chivers-Wilson, Mrs. G. Stoner, Mrs. P. Wagner, Ms. S. Barber, Mr. V. Tarbutt, Ms. S. Cragg and Mr. E. Bow. Mayor D. Cardillo and Ms. L. O'Krafka were in attendance for part of the meeting. Others Present: Messrs. L. Bensason, G. Sosnoski, B. Stanley, W. Pearce, G. Nixon, L. Yusyp and Mrs. D.H. Gilchrist. 1. CONFLICTS OF INTEREST Ms. S. Cragg declared a conflict of interest with the proposed designation for 1 Pequegnat Avenue as she is one of the owners of the property. 2. MINUTES On a motion by Mr. V. Tarbutt - It was resolved: "That the minutes of the regular meeting of the Local Architectural Conservation Advisory Committee of April 10, 1992, as mailed to the members, be amended, at the last paragraph on Page 21 to show that the motion which was lost had three members voting against the motion." On a motion by Mr. V. Tarbutt - It was resolved: "That the minutes of the regular meeting of the Local Architectural Conservation Advisory Committee of April 10, 1992, as amended, be approved." 3. INFORMATION ITEMS a) Conservation Review Board Hearin,q The Secretary advised the Committee that the Conservation Review Board Hearing for 133 Graber Place (Harvey Graber Transformer Station) has been scheduled for June 2, 1992, commencing at 10:00 a.m. in the Council Chambers. b) Official Plan Meetinqs Alderman M. Wagner advised of the Open Houses being held by the Department of Planning and Development for the review of the Official Plan. He requested that the draft section on Heritage Resources be included with the minutes for this meeting. Further, he advised that the Committee will also have a chance to consider the downtown plan at a future date. c) ACO Conference It was noted that Ms. B. Buchanan and Mrs. G. Stoner had attended the ACO Conference in Brantford, Ontario. They advised that the conference was held at the Woodland Cultural Centre and there was a lot of native involvement in the conference. They stated that the speakers were excellent. Mrs. P. Wagner advised that the ACO executives thought that it was a wonderful conference; however, there were too many speakers and not enough time for questions. 4. 601 GLASGOW LANE - DEMOLITION APPLICATION LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES - ~7- MAY 8, 199~ Ms. C. Wiebe, of Cumming Cockburn, and Mr. J. Kaufman of Kenmore Construction were in attendance and the Committee was in receipt of a copy of the application form along with a report from the Housing Division. The Committee was also in receipt of a report from Mr. W. Pearce, Building Inspector, in relation to minimum property standards. 601 GLASGOW LANE - DEMOLITION APPLICATION (cont.) Mr. Kaufman addressed the Committee advising that the proposed development for this is a non- profit housing development and that approval to proceed with the development is required by the end of June. He requested that a recommendation from this Committee concerning the demolition permit application be provided by the Committee's next meeting. Mr. B. Stanley addressed the Committee advising that this is an inner City site and has been zoned in this fashion for the past 20 years at least and there has been an approved site plan on file for several years. He advised that what the applicant is now looking for is a revision to the site plan and this is the only document requiring approval. Ms. S. Burke advised of her need for historical information on the property questioning whether the house had any connection to people of note in the community. Mr. Kaufman volunteered to work with a L.A.C.A.C. sub-committee on this matter; the sub-committee to be composed of Ms. B. Buchanan and Ms. J. Chivers-Wilson who were requested to report to L.A.C.A.C. at its meeting scheduled for Friday, June 19, 1992. The matter of an archaeological assessment was raised and Ms. Wiebe advised that she had already been in contact with the Region who stated that there was no archaeological assessment required. Mr. Kaufman, when questioned by the Committee, advised that they could consider trying to accommodate the movement of this building on this site. Mayor D.V. Cardillo entered the meeting at this time. DELEGATION - 25 JOSEPH STREET (VICTORIA PUBLIC SCHOOL) Ms. M.J. Hind of Trevor P. Garwood-Jones Architect Inc. was in attendance on behalf of Kitchener Housing Inc., to review the applicant's request to replace the windows at 25 Joseph Street (Victoria Public School). It was noted that this matter had been deferred at the April 10, 1992 meeting to allow an opportunity for the property owner and this Committee to meet on site with a representative of the Ministry of Culture and Communications. Ms. Hind advised that she met on site with the Ministry who wanted interior storms, with some of them to be mounted on hinges so that the windows could be opened. However, the owners are not in agreement with the Ministry's recommendation. Ms. Hind displayed a mock-up of the proposed window with an interior screen. She advised that the top of the screen would line up with the first muntin bar. Further, she advised that, unlike the mock-up, the screens would be mounted to the interior frame of the window. Alderman M. Wagner advised that a great deal of work has gone into this project over the past month. It was his opinion that the Ministry's suggestion to work a screen with an interior hinged storm would not be practical. Further, the Ministry had no suggestions as to how to work the screen in with the storm. The Ministry's suggestion of hinged storms was also impractical because they would open up into a functional part of the unit. Ms. Hind advised that the profile of the muntins in the new windows will have to be deeper to accommodate the double glazed glass. She stated that the Ministry has asked if the owner would keep some of the windows in other parts of the building if the unit windows are replaced. Ms. Hind advised that the courtyard windows will remain. Ms. S. Burke advised that it is her opinion that this is tokenism as this is the only portion of the building which was not designated. Ms. L. O'Krafka entered the meeting at this time. Ms. Hind advised that the windows being discussed this date will be installed on the first and second floors and the third floor windows will be replaced with thermal-paned casement windows. LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES - 28- MAY 8, 1992 5. DELEGATION - 25 JOSEPH STREET {VICTORIA PUBLIC SCHOOL) {cont.) Mr. T. Schnarr of Schnarr Construction was in attendance and offered the Committee his opinion on these windows. Mr. P. Bufe gave the opinion that it was not necessary to have these windows replaced and displayed a model of a storm window which could be used and installed on the interior of the unit. Ms. M.J. Hind advised that there is a time constraint involved with the windows as the contractors, if there is no decision by May 11, will be requesting a delay claim. On a motion by Alderman M. Wagner- It was resolved: "That pursuant to Section 33 of the Ontario Heritaqe Act, R.S.O. 1990, Kitchener Housing Inc. be permitted to replace the existing windows at 25 Joseph Street (Victoria Public School) with wooden, double hung sash of the same design and profile as the existing windows, and interior mounted screens, as presented to the Local Architectural Conservation Advisory Committee on April 10 and May 8, 1992, and outlined in the letter from Mr. F. Vermeulen, Trevor P. Garwood-Jones Architects Inc., dated March 27, 1992; and further, That this approval does not apply to the existing window frames and fan lights, all of which are to be retained, nor to the depth of the muntin bars, which may be a greater depth than the existing to accommodate the proposed double glazed glass." Alderman M. Wagner congratulated Ms. Hind on the efforts that she had put into designing this project. A question arose as to what would be done with the original windows once they are removed from the building. On a motion by Ms. S. Burke - It was resolved: "That Kitchener Housing Inc. be required to retain and store the windows to be removed from 25 Joseph Street (Victoria Public School) for future use." 6. VISUAL ARCHAEOLOGICAL ASSESSMENT - WILFONG DRIVE The Committee was in receipt of a report from the Regional Archaeologist dated April 24, 1992 concerning the visual archaeological assessment done on Part 3, Reference Plan 58R-7059 on April 24, 1992 and a recommendation that a further visual assessment be done at the time the property is excavated for the septic system. On a motion by Mr. V. Tarbutt - It was resolved: "That the Regional Archaeologist be requested to do a visual archaeological assessment of the property legally described as Part 3, Reference Plan 58R- 7059, Wilfong Drive, Kitchener, at the time the property is to be excavated for the private septic system." 7. DEMOLITION APPLICATIONS The Committee was in receipt of demolition applications for 1553 Glasgow Street and 48 Bezner Avenue North. Alderman M. Wagner advised that he would arrange for inspections of the properties and report back to the Building and Inspections Division. LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES - 29- MAY 8, 1992 8. 1PEQUEGNAT AVENUE Ms. L. O'Krafka gave a verbal report on this property. It was agreed that consideration of the proposed designation of this property be deferred to the June meeting pending a written report from Ms. O'Krafka. Further, it was agreed that this Committee establish a policy not to propose designation of any buildings until a written report is available for the Committee's consideration. 9. 1070 HIGHLAND ROAD WEST (BRUBACHER HOUSE) Ms. L. O'Krafka addressed the Committee advising that an article will be appearing in next month's Acorn Magazine advertising this house for sale. She also advised that she will be approaching Habitat, the Mennonite Central Committee and the Waterloo Regional Heritage Foundation in this regard. When questioned as to her role in this matter, Ms. O'Krafka advised that her involvement now is similar to the Committee's involvement with the Bingeman Cottage, in that she is there as a resource person to provide information. She is not a representative of the owner, but is acting on behalf of the house. Alderman M. Wagner advised that the owner is completely aware of what L.A.C.A.C. is doing and he is in full agreement. Mrs. P. Wagner suggested that the K-W Record be contacted to write an article for the Saturday paper as they are always looking for older structures to write about. 10. 39 DOON VALLEY DRIVE Mrs. P. Wagner advised that she met with Mr. David Parrish, Architect for this project. She advised that this is an 1830's house and gave a verbal report on the state of the building. She advised that there are two problems; the first is that the windows are to be replaced with thermal- pane windows and secondly the type of porch to be constructed on the front of the house. She advised that the proposed addition will be a sympathetic match with the existing house and the proposed condominium development to take place on the adjacent lands. She stated that this would be a restoration and not a renovation. When questioned by Mr. Sosnoski, Mrs. Wagner advised that Mr. Parrish does realize that he will have to make a formal application to L.A.C.A.C. and he intends to come to the Committee's next meeting. Mr. Sosnoski advised that Mr. Parrish should bring formal documentation and drawings with him in order to apply to alter this designated building. He should also bring paint samples and shingle samples. 11. SUMMER RESEARCH STUDENT Discussion took place over the hiring of a person to conduct research over the summer months. Mr. Sosnoski advised that Mr. D. Ryan, who did research for L.A.C.A.C. last summer, is available to do work on a part-time basis and that Mr. R. Rowell will have completed his current assignment in the next couple of weeks. Discussion also took place over using the Matrix developed by the Department of Planning and Development last year and over a revised reporting format. On a motion by Mrs. P. Wagner - It was resolved: "That Mr. R. Rowell be requested to continue conducting research for the Local Architectural Conservation Advisory Committee, at the same rate of pay he is currently receiving; and further, That the sub-committee composed of Messrs. P. Bufe and V. Tarbutt determine the buildings to researched by using the Matrix developed by the Department of Planning and Development in 1991 and a revised report style LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES - 30- MAY 8, 199~ to be used." 12. KITCHENER RAILWAY STATION Mr. G. Sosnoski gave a verbal report concerning this property advising that the Railway Station is not on the Inventory and may be demolished. He advised that the Federal government does a lot of research which can be requested. Further, he stated that there is a Heritaqe Railway Stations Protection Act under which this property could be designated; however, as this is a federally owned building it cannot be designated under the Ontario Heritaqe Act. On a motion by Mrs. P. Wagner - It was resolved: "That the Historic Sites and Monuments Board of Canada be requested to consider the designation of the Kitchener Railway Station under the Heritage Railway Stations Protection Act." On a motion by Mrs. P. Wagner - It was resolved: "That the Kitchener Railway Station be added to the Heritage Inventory; and further, That Mr. G. Sosnoski be directed to write Environment Canada to obtain any research materials available on the Kitchener Railway Station and the City of Kitchener." A sub-committee composed of Ms. L. O'Krafka and Ms. S. Cragg volunteered to gather information on the railway station to be presented to the Committee at its June meeting. 13. BUILDING REPORTS/DESIGNATION CRITERIA/CONSERVATION DISTRICT 14. Ms. L. O'Krafka addressed the Committee in this regard advising that she will have a formal report for the Committee's next meeting. She stated that the Province has come up with some guidelines and that the Committee should be working on its inventory and assessing buildings on the inventory. She advised that for the next meeting she would have a report on standard design criteria and a standard report format. She stated that it is very easy to use and it is easy to fit any building into this report format. It was agreed that Ms. L. O'Krafka with the help of Ms. S. Burke will work on this matter and bring it back to the Committee for its consideration at the June 19, 1992 meeting. APPOINTMENTS/RE-APPOINTMENTS - SECONDARY AND COMMUNITY PLANS Alderman M. Wagner advised of certain secondary plan and community plan areas requiring a L.A.C.A.C. representative on the Committee as follows: Bridgeport West Bridgeport North North Ward on hold Pioneer Tower East Laurentian West MilI-Courtland Mount Hope/Huron Park Doon South Mr. V. Wagner Mrs. P. Wagner gave the Committee members an explanation of the L.A.C.A.C. members role on these Committees. LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMM/TTEE M/NUTES - 31- MAY 8, 1999 15. COMMUNITY HERITAGE ONTARIO The Committee was in receipt of a letter and official 1992 delegation form for the Community Heritage Ontario annual meeting to take place during the L.A.C.A.C. Conference in Peterborough. 15. COMMUNITY HERITAGE ONTARIO (cont.) On a motion by Alderman M. Wagner- It was resolved: "That Ms. L. O'Krafka be appointed L.A.C.A.C.'s official delegate at the annual general meeting of Community Heritage Ontario in Peterborough, Ontario, June 1992, and that Mrs. P. Wagner be appointed as the official alternate delegate." 16. COMMUNICATIONS The Committee acknowledged receipt of the following for information purposes: a) b) c) Heritage Resource Centre News Release - Ministry of Citizenship and Culture Ministry of Consumer and Commercial Relations - Cemeteries Act 17. CITY OF KITCHENER MAP Ms. L. O'Krafka advised that she had discovered an 1892 coloured map of the City of Kitchener at Kloepfer Heating on Breithaupt Street and they have given permission to have the map reproduced. The cost to produce 500 copies of the map, reduced in size to that of the 1875 map, is $1,500.00. Upon the recommendation of the Committee, Ms. O'Krafka advised that she would inquire into the cost of having the map produced in its original size. Ms. O'Krafka advised that she proposes to sell these maps at the Heritage Market Place at the Provincial L.A.C.A.C. Conference in Peterborough in June. She recommended that the maps be sold for $3.00 to recover the costs of printing. Alderman M. Wagner recommended that the maps be sold for $6.00 each to make a profit. He recommended that the money in the Committee's Revenue Account be used to fund this project and once the maps are sold, the money should be kept in a bank account separate from the City. He advised that there is approximately $1,100.00 in the Revenue Account. Mr. P. Bufe suggested that the difference between the $1,100.00 and the cost of printing the maps could be funded by the Committee members, who would be reimbursed once the maps are sold. Ms. O'Krafka advised that all but 50 of the 1875 maps have been sold. When questioned by Alderman Wagner, the Committee generally agreed that Ms. O'Krafka should go ahead with the printing and selling of the maps, with the cost of printing to be charged to the Revenue Account. 18. NEW BUSINESS a) Alderman M. Wagner requested that members of L.A.C.A.C. not take any unilateral action without first approaching either the Chairman, Vice-Chairman or the Secretary. He stated that he wished to avoid any future embarrassment to the Committee. b) Doon South Transportation Network Study Alderman T. Galloway advised that this study is now in progress and he and Mr. V. Tarbutt are L.A.C.A.C.'s representatives on the study team. This area of the City includes many of the scenic roads of interest to the L.A.C.A.C. Mr. P. Bufe recommended that L.A.C.A.C. look at designating these scenic roads. It was agreed that heritage designation of scenic roads be placed on the Committee's June agenda. c) Special Meetin,q LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES - 3~- MAY 8, 199~ Discussion took place over the need for separate meeting to discuss future visions for L.A.C.A.C. A tentative date of June 24, 1992 at 7:00 p.m. was set. Alderman M. Wagner requested that Messrs. T.B. Stanley, L. Bensason and G. Sosnoski attend this special meeting. 18. 19. 20. NEW BUSINESS (cont.) d) 314 Old Chicopee Road Mrs. P. Wagner advised that Mr. B. McKay is no longer able to work on this building and requested volunteers to proceed with the designation work. Ms. L. O'Krafka and Mr. E. Bow agreed to assist in this regard. e) Heritaqe District - Pioneer Tower Area Ms. S. Burke reminded the Committee that they had agreed to investigate the possibility of a heritage district in the Pioneer Tower area. She advised that researchers are needed for this project. It was agreed that this matter would be included in the June agenda. f) 151 Balzer Road Mrs. P. Wagner advised of her interest in this property and Ms. B. Buchanan volunteered to investigate the property for possible designation. g) Sub-committee - Upper Doon Heritaqe Conservation District Mrs. P. Wagner advised that she and Mr. V. Tarbutt are on the sub-committee and one more member is required. NEXT MEETING The next regularly scheduled meeting of the Local Architectural Conservation Advisory Committee will be held on Friday, June 19, 1992 at 12:00 noon in Committee Room #4.
