LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES
APRIL 10, 1992
The Local Architectural Conservation Advisory Committee met this date, commencing at 12:05 p.m.,
under the Chairmanship of Alderman M. Wagner, with the following members present: Ms. B. Buchanan,
Mr. P. Bufe, Mrs. G. Stoner, Mrs. P. Wagner, Ms. S. Barber and Mr. V. Tarbutt. Ms. S. Burke was in
attendance for part of the meeting.
Others Present: Messrs. T.B. Stanley, G. Sosnoski, L. Bensason, T. Gallamore, W. Pearce and Mrs.
D.H. Gilchrist.
1. CONFLICTS OF INTEREST
No conflicts of interest were declared.
2. MINUTES
On a motion by Mrs. G. Stoner -
It was resolved:
"That the minutes of the regular meeting of the Local Architectural
Conservation Advisory Committee of March 13, 1992, as mailed to the
members, be amended on Page 15 to change "Mrs. G. McCullen" to "Mrs. G.
McCulloch", and on Page 16 "Building Facade Improvement Loan Program"
to show that the KDBA are proposing to clean the tiles, erect a backlit awning
and to glass-in the lobby."
On a motion by Mrs. G. Stoner -
It was resolved:
"That the minutes of the regular meeting of the Local Architectural
Conservation Advisory Committee of March 13, 1992, as amended, be
accepted."
3. GENERAL INTEREST ITEMS
Alderman M. Wagner requested that Mr. G. Sosnoski give an overview of L.A.C.A.C.'s
responsibilities to the new members. It was decided that any of the new members wishing an
overview could attend at the Clerk's Department at 11:00 a.m. on May 8, 1992 prior to the
Committee's next meeting and Mr. Sosnoski would provide them with an overview. Alderman
Wagner also notified the Committee members that the meeting scheduled for June 12, 1992 would
be changed to June 19, 1992 as the Provincial L.A.C.A.C. conference in Peterborough will be held
on June 12, 1992.
4. NEW MEMBER
Alderman M. Wagner introduced Mr. Eric Bow who attended the Committee's March 13th meeting
advising that Mr. Bow wished to become a member of this Committee.
On a motion by Mr. V. Tarbutt -
It was resolved:
"That Mr. Eric Bow be appointed a member of the Local Architectural
Conservation Advisory Committee for a term to expire November 30, 1992."
5. 25 JOSEPH STREET (VICTORIA PUBLIC SCHOOL) - WINDOW REPLACEMENT
Mr. C. Gage, representative of Kitchener Housing Inc., and Ms. M.J. Hind, of Trevor Garwood
Jones, Architects, were in attendance to request L.A.C.A.C.'s approval to replace the existing
windows in Victoria Public School. Ms. M.J. Hind addressed the Committee advising that the
request for the window replacement is the initiative of the Ministry of Housing who have agreed to

provide money to facilitate the replacement of the windows and that the owner is also in
agreement with this request. She stated that it is the intention to replace all the windows
throughout the School except for the fan lights. Ms. Hind advised that it is mainly because of the
change of use in the building that the windows

need to be replaced as the moisture level will be increased because of the housing. She also
advised that most of the ventilation shafts have been closed up so that the ventilation in the
building is not as good as it used to be. Further, she advised that it is easy to install the new
windows during the renovation process.
Mr. C. Gage advised the Committee that the Ministry of Housing provides the subsidy for ongoing
maintenance and that they wish to have the building insulated to today's standards. There is a
concern with the change in use to a 24 hour occupancy and it is necessary to be concerned with
the tenants comfort and environment. He stated that there will not just be families living in this
building but that certain units are to accommodate senior citizens and disabled people.
Ms. Hind displayed an example of the new windows which will have a double hung sash and will
match the profile of the existing windows. She advised that they will be prepared to bring a mock
up of the proposed window to the Committee when it is available. She stated that there will only
be one operable sash in each room and that it is proposed that there be black nylon screens with
metal edging on the outside of these windows and that they would be prepared to custom colour
the windows to match the original colour of the windows.
General discussion took place over the request and possible alternatives.
The Committee was in receipt of a letter from the Ministry of Culture and Communications dated
April 1, 1992 addressed to Ms. S. Frenette, General Manager, Kitchener Housing Inc.,
recommending that they would like to discuss other possible interior storm applications that would
meet Kitchener Housing's requirements and still preserve the original windows. It was noted in the
letter that the Ministry would be reviewing the situation with the architect on April 10, 1992.
Mr. G. Sosnoski advised the Committee that Kitchener Housing Inc. is proposing to replace the
sash only and not the frames of the windows and that they are willing to replicate the existing light
pattern. Mr. T. Gallamore advised that there are many historic buildings in the Region where the
windows have been replaced.
It was the concern of some of the members of the Committee that the property owner would not be
preserving the original building fabric and they were interested in what the Ministry of Culture and
Communications considers as possible alternatives. Ms. S. Burke recommended that the
Committee defer making a decision on this matter until they are fully informed as to what the
alternatives are.
Mr. V. Tarbutt put forward a motion that L.A.C.A.C. accept the proposal of Kitchener Housing Inc.
to replace the existing windows in Victoria Public School, 25 Joseph Street, Kitchener, with exact
replicated windows in profile and design; subject to there being an interior screen installed and
subject to showing L.A.C.A.C. a mock up of the exact window to be installed. The motion was
lost; with two voting in favour, two voting against and two abstaining. It was also noted that only
half of the Committee's membership was in attendance.
On a motion by Mr. P. Bufe -
It was resolved:
"That consideration of the request of Kitchener Housing Inc. to alter a
designated structure by replacing the existing windows in Victoria Public
School, with new windows, be deferred to the meeting of the Local
Architectural Conservation Advisory Committee to take place on May 8,
1992, pending the outcome of discussion between the owner, the architect
and the Ministry of Culture and Communications concerning possible

alternatives to window replacement."
5. SUB-COMMITTEE REPORT - 1101 DOON VILLAGE ROAD
Mr. T. Gallamore reported to the Committee that he has spoken to the owner of this property who
has decided to delay his proposed renovations for one year. Mr. Gallamore advised that he would
present drawings to the Society for the Preservation of Upper Doon and report their
recommendation back to L.A.C.A.C. Mrs. P. Wagner advised that the sub-committee of L.A.C.A.C.
will want to be present at the meeting as well.
6. ALTERATION REQUEST - HOMER WATSON HOUSE
The Committee noted that this matter had been deferred at the March 13, 1992 meeting so that a
sub-committee composed of Ms. J. Chivers-Wilson, Ms. L. O'Krafka and Ms. B. Buchanan could
meet with representatives of the Homer Watson House Foundation. Ms. Buchanan advised that
the sub-committee had met with the representatives and it is the opinion of the sub-committee that
the proposed ramp is superior to the Foundation's previous plan.
On a motion by Ms. B. Buchanan -
It was resolved:
"That pursuant to Section 33 of the Ontario Heritaqe Act and subject to the
City obtaining the written approval of the Ontario Heritage Foundation as
required in the Heritage Easement Agreement dated December 11, 1990,
Homer Watson House Foundation be granted permission to construct a
handicap access ramp at 1754 Old Mill Road (Homer Watson House) in
accordance with the site plan prepared by John Clinckett, Architect, dated
92.03.04, Drawing No. SK-01r, and further,
That the City Clerk be directed to make application to the Ontario Heritage
Foundation pursuant to the terms of the above easement."
7. RESEARCH UPDATE
Mr. G. Sosnoski advised that Mr. R. Rowell is unable to attend the meeting. Mr. Sosnoski showed
the Committee a list of properties which Mr. Rowell is researching and an example of the style of
report being prepared. It was noted that Mr. Rowell has completed half of the properties on the
list.
8. DESIGNATION APPLICATION - 1 PEQUEGNAT AVENUE
Ms. B. Buchanan advised that she would prepare a report on this property in time for the May 8,
1992 meeting.
9. HERITAGE RESEARCHER - 1992
It was noted that Council has approved budget funds for the hiring of a Heritage Researcher, with
work traditionally undertaken by a student during the summer months. General discussion took
place over this matter and Mr. Sosnoski gave the Committee an idea of how many weeks of work
would be available depending on the amount of money paid per hour.
On a motion by Mr. V. Tarbutt -
It was resolved:
"That we approve, in principle, the hiring of a student during the summer of
1992 to conduct heritage research, with a term and nature of the project to be
determined by a sub-committee composed of Messrs. P. Bufe and V.
Tarbutt."

The Committee was in receipt of a memo from Mr. G. Sosnoski dated March 18, 1992 outlining the
response of the Ministry of Culture and Communications concerning the possibility of Kitchener
hosting a future

conference. It was also noted that the offer of the Department of Parks and Recreation, previously
given, would be limited to securing the bid. However once the bid was secured, it would be the
responsibility of this Committee to make all other arrangements to host the conference.
On a motion by Ms. S. Burke -
It was resolved:
"That a letter be sent to Community Heritage Ontario requesting that the City
of Kitchener be considered as the site for the next Provincial L.A.C.A.C.
conference."
11. SUB-COMMITTEE REPORT - WILFONG DRIVE
Mrs. Wagner gave a verbal report in this regard, advising that the sub-committee had met with
Mrs. E. Wilfong. She advised that the house will be located well back from the road and that the
Bell and Hydro lines will be buried. She reviewed the style, materials and colours proposed for the
house. Mrs. Wagner advised that Mrs. Wilfong is prepared to work with the sub-committee when
designing the landscaping. Mrs. Wagner further advised that the property was formerly the site of
a blacksmith shop and that it is the request of the sub-committee that the Regional Archaeologist
do an inspection of the property at the time that it is excavated.
On a motion by Mrs. P. Wagner -
It was resolved:
"That the Regional Archaeologist be requested to do a visual archaeological
assessment of the property legally described as Part 3, Reference Plan 58R-
7059, Wilfong Drive, Kitchener, at the time the property is excavated for the
construction of the proposed new single family dwelling."
Further discussion took place of the Upper Doon Heritage Conservation District Plan and the lack
of administrative guideline. Mrs. Wagner requested that at the time Mr. Bensason becomes the
Heritage Planner, that the sub-committee, the Society for the Preservation of Upper Doon and
Planning staff finalize guidelines for the administration of the plan.
12. DEMOLITION AND CONSTRUCTION APPLICATIONS
The Committee was in receipt of applications from the Building Division, awaiting L.A.C.A.C.'s

Mrs. P. Wagner referred to the minutes of the ROPP Heritage Advisory Committee advising that
the Waterloo Regional Heritage Foundation had been approached to fund a database to keep
track of heritage properties.
Mr. T.B. Stanley advised the Committee that the Region is now in the process of developing a
Geographic Information System for the whole Region which could also include historic information.
This program should be ready in approximately two years. Mr. Stanley agreed to contract Mrs. S.
Thorsen, Commissioner of Planning and Development at the Region, in this regard.
The request of the Ontario Association of Archivists was then discussed.
On a motion by Mrs. P. Wagner -
It was resolved:
"That we support the proposal made to the Ministry of Culture and
Communications on behalf of Ontario Archives entitled "Ontario Government
Financial Assistance Programs for Heritage Organizations: A Program for
Archives (1990)", by returning the response card provided to the Minister of
Culture and Communications."
The Committee then reviewed the possibility of membership in the Architectural Conservancy of
Ontario.
On a motion by Ms. B. Buchanan -
It was resolved:
"That the Local Architectural Conservation Advisory Committee become a
member of the Architectural Conservancy of Ontario at a cost of $25.00 for
the 1992 annual membership fee."
14. KIWANIS - REQUEST FOR SPEAKER
The Secretary advised that she had been contacted by Ms. J. Chivers-Wilson concerning the
Kiwanis request for a member of L.A.C.A.C. to speak at the Breithaupt Centre on May 12 or 19.
Their request is that the speaker advise about what L.A.C.A.C. is and what is does. Mr. P. Bufe
advised that Ms. L. O'Krafka was going to attend; however, if she is unable he would be prepared
to take her place, with some assistance from Mr. G. Sosnoski.
15. PETERBOROUGH L.A.C.A.C. CONFERENCE
It had been suggested that Mr. L. Bensason attend the Provincial L.A.C.A.C. conference to be held
in Peterborough in June. However, Mr. T.B. Stanley advised that according to the City's

Conference Policy, Mr. Bensason could not attend as it located outside of this Regional area.
On a motion by Mrs. G. Stoner -
It was resolved:
"That Mr. Leon Bensason, Intermediate Planner, be permitted to attend the
Provincial L.A.C.A.C. conference to be held in Peterborough, Ontario, from
June 10-13, 1992."

NEW BUSINESS
a) 39 Doon Valley Drive
The Secretary advised that the owners of 39 Doon Valley Drive have applied to the
Committee of Adjustment for permission to put an addition on the house, which has been
designated under the Ontario Heritaqe Act. She provided Mrs. P. Wagner with a copy of
the site plan, advising that the contact person for this project is Mr. D. Parrish, should the
sub-committee wish to discuss this project with him prior to the Committee's next meeting.
b) Bread and Roses - 307 Queen Street S.
Mrs. G. Stoner advised that on the last two agendas was the issue of the wall which had
been demolished at this property and the request for suggestions as to what could be done
to improve the view.
Mr. T. Gallamore suggested that he and Mrs. Stoner and Ms. Burke meet with the Board of
Directors to discuss this matter. If anyone had any suggestions in this regard, they should
contact either Mrs. Stoner or Ms. Burke.
c) Victoria Park Neiqhbourhood Association
Ms. S. Burke advised that she would be meeting with the Victoria Park Neighbourhood
Association in May regarding a possible Heritage District. Mr. Stanley requested that Mr.
Bensason be permitted to attend this meeting.
d) Laurentian West
Mrs. P. Wagner advised that the last team meeting took place last week. She advised that
of the heritage buildings in this area, four have been lost. Further, she advised that
L.A.C.A.C.'s input is requested into naming arterial roads with heritage names.
e) Heritaqe Marketplaces
The Secretary advised that she had received notice of two Heritage Marketplaces: one to
take place in Peterborough during the Provincial L.A.C.A.C. conference and one to take
place in Guelph at the Ontario Historical Society's annual conference.
NEXT MEETING
The next regularly scheduled meeting of the Local Architectural Conservation Advisory Committee
will be held on Friday, May 8, 1992 at 12:00 noon in Committee Room #4.
