HomeMy WebLinkAboutLACAC - 1992-03-13LACAC\1992-03-13 LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES MARCH 13, 1992 The Local Architectural Conservation Advisory Committee met this date, commencing at 12:05 p.m., under the Chairmanship of Alderman M. Wagner, with the following members present: Mayor D. Cardillo, Alderman T. Galloway, Ms. B. Buchanan, Mr. P. Bufe, Ms. J. Chivers-Wilson, Ms. L. O'Krafka, Mrs. G. Stoner, Mrs. P. Wagner, Ms. C. Williams, Ms. S. Barber, Mr. V. Tarbutt, Ms. S. Cragg. Others Present: Messrs. T.B. Stanley, G. Sosnoski, J. Witmer, J. Shivas, L. Gordon, L. Bensason and Mrs. D.H. Gilchrist. 1. MINUTES On a motion by Mrs. G. Stoner - It was resolved: "That the minutes of the regular meeting of the Local Architectural Conservation Advisory Committee of February 14, 1992, as mailed to the members, be accepted." 2. CONFLICTS OF INTEREST Mr. P. Bufe declared a conflict of interest with the Designated Property Grant application for 35 Gordon Avenue as he is one of the owners of the property. 3. HERITAGE RESEARCHER Alderman M. Wagner introduced Mr. Robert Rowell who has been hired to conduct architectural research relative to the Waterloo Regional Heritage Foundation grant. Mr. Rowell addressed the Committee advising that he has already started on his work and has done reports on four properties and field studies for seven more properties. 4. DELEGATION - WILFONG DRIVE Mrs. E. Wilfong was in attendance concerning a house she is proposing to build on a property on Wilfong Drive which is in the Upper Doon Heritage Conservation District. Attached to the agenda were architectural plans, site plan and a plan showing the lot in relation to adjacent streets. Mrs. Wilfong advised the Committee that she is asking for the Committee's approval for the building plans as submitted. General discussion took place over this matter and the issue of water on the lot was raised. Mr. T.B. Stanley advised the Committee that the Upper Doon Area is in the flood plain and it is necessary to approach the Grand River Conservation Authority for fill permits prior to receiving a building permit. Mrs. Wilfong advised that she has already received approval from the Grand River Conservation Authority. A question was also raised as to heritage colours and Mrs. Wilfong advised that the house would be constructed of buff brick with white trim and green shutters. When questioned by the Committee, Mrs. Wilfong advised that she would be willing to work with the sub-committee along the way. It was agreed by the Committee that Mr. B. McKay and Mr. V. Tarbutt would form the sub-committee for this project. On a motion by Alderman T. Galloway - It was resolved: "That pursuant to Section 43 of the Ontario Heritaqe Act, that Council approve, in principle, the construction of a single family dwelling, by Mrs. E. Wilfong, on Part 3, Reference Plan 58R-7059, Wilfong Drive, Kitchener, which is in the Upper Doon Heritage Conservation District; subject to the construction taking place in conformance with the plans submitted to the Local Architectural Conservation Advisory Committee on March 13, 1992; and subject to review by a sub-committee composed of Mayor D. Cardillo, LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMM/TTEE M/NUTES - 15- MARCH 13, 1999 Messrs. B. McKay and V. Tarbutt, and Mrs. P. Wagner." 5. DELEGATION - 1754 OLD MILL ROAD (HOMER WATSON HOUSE) Mrs. F. Macintosh and Mrs. G. McCullen of the Homer Watson House Foundation were in attendance to request approval for revised plans for the construction of a handicapped access ramp. The Committee was in receipt of a memo from Mr. G. Sosnoski, dated March 3, 1992, along with background information. Mrs. Macintosh and Mrs. McCullen explained to the Committee their request and it was agreed by the Committee that this is an entirely new set of plans as it is too extensive a change to be simply a revision to the previous plans. Mr. G. Sosnoski explained to the Committee that if this is considered to be an entirely new set of plans and not merely a revision to the previous plans then the City requires approval of the Ontario Heritage Foundation in accordance with the Easement Agreement and that this would be a two part approval process. On a motion by Ms. L. O'Krafka - It was resolved: "That the plans for the proposed handicapped access ramp to the Homer Watson House be reviewed by a sub-committee composed of Ms. B. Buchanan, Ms. J. Chivers-Wilson and Ms. L. O'Krafka, who will report back to the Committee at its April meeting." 6. DESIGNATED PROPERTY GRANT APPLICATION - INSPECTIONS Mr. J. Witmer, Chief Building Official, was in attendance to advise the Committee that the Building and Inspections Division will continue to do the inspections required under the Designated Property Grant Program; however, staff resources will no longer be available to do other building inspections for the Committee on an ad hoc basis. 7. DESIGNATED PROPERTY GRANT APPLICATION - 35 GORDON AVENUE The Committee was in receipt of a Designated Property Grant application from the owners of 35 Gordon Avenue along with a report from Mr. G. Sosnoski, dated March 2, 1992. The Committee reviewed the application and accompanying report. On a motion by Mrs. G. Stoner - It was resolved: "That a Designated Property Grant under the Preserving Ontario's Architecture Program for 50% of eligible costs, up to a maximum of $3,000.00, be approved for 35 Gordon Avenue, and be used to replace the existing asphalt shingles with No. 1 Blue Label red cedar shingles on the north and west portions of the main house roof, and further, That subject to the deletion of items relative to the purchase and installation of modern ventilation devices and relocation of the plumbing vent stack, the grant fundable portion of the work be completed in accordance with the specification of Hoist Roofing Inc. dated January 16, 1992, and the grant awarded conditional upon all original receipts being submitted to the Clerk's Division no later than December 31, 1992." 8. CITY OWNED BUILDINGS - JOSEPH STREET Mr. L. Gordon, Manager of Purchasing, was in attendance to discuss L.A.C.A.C.'s request to remove architectural artifacts from City owned buildings on Joseph Street, prior to their demolition. Mr. Gordon advised that he has concerns about this request as he did not know if it was proper to LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMM/TTEE M/NUTES - 16- MARCH 13, 199~ 10. 11. 12. allow L.A.C.A.C. to dispose of assets by public auction or tender. Further, it was his opinion that this would increase CITY OWNED BUILDINGS - JOSEPH STREET (cont.) the cost of demolitions. He recommended that L.A.C.A.C. deal directly with the contractor who has the tender. Mr. G. Sosnoski addressed the Committee and advised that this would not really be within L.A.C.A.C.'s jurisdiction as it is outside the mandate of the Committee as an Advisory Committee to City Council and Council has not yet given their permission. Ms. L. O'Krafka and Alderman M. Wagner agreed to work with staff in this regard and report at the next meeting. Mr. J. Shivas advised that L.A.C.A.C. could review the situation and ask that the procedures be changed. He advised that it is open to try and make a change in this regard. CONSERVATION REVIEW BOARD HEARING - 133 GRABER PLACE The Committee was advised that the Conservation Review Board Hearing for 133 Grabber Place has been rescheduled for April 7, 1992 at 10:00 a.m. in the Council Chambers. Ms. L. O'Krafka advised that she was seeking the support of the Waterloo Regional Heritage Foundation for recognition of the architectural and historic significance of this building. It was generally agreed that the Waterloo Regional Heritage Foundation and the North Waterloo Branch of the Architectural Conservancy of Ontario be approached for their support for the recognition of the architectural and historic significance of 133 Grabber Place. SUB-COMMITTEE REPORTS a) 1101 Doon Villaqe Road The Secretary advised the Committee that Mr. T. Gallamore would be approaching the Society for the Preservation of Upper Doon this month concerning the request of the owner of this property to alter the roofline and would report back to L.A.C.A.C. at its April meeting. b) Buildin,q Facade Improvement Loan Proqram Mrs. G. Stoner gave a verbal report in this regard and advised that the Kitchener Downtown Business Association offices at 98 King Street W. are proposing a backlit awning with clean tiles at the entrance. HURON COMMUNITY PLANNING MEETING Mrs. P. Wagner distributed handouts from the Huron Community Planning meeting which had taken place on March 6, 1992 and advised that she is looking for volunteers to do historical documentation on buildings in this area. COMMITTEE APPOINTMENTS a) Doon South Transportation Network and Road Aliqnment Study Mr. T. Brock Stanley advised the Committee that this is going to be a significant study team and that 99% of the scenic roads that the Committee has discussed in the past are in this area. Mr. V. Tarbutt volunteered to be L.A.C.A.C.'s representative on this study team. b) Waterloo County Gaol and Governor's House The City was in receipt of a letter from Mr. D. Newlands, Director of Heritage Resources, Region of Waterloo, dated March 3, 1992 requesting a member of L.A.C.A.C. be appointed as a representative on this study team along with a member of staff. COMMITTEE APPOINTMENTS (cont.) c) Plan Review - Heritaqe Group Workshop The Committee was in receipt of a letter from Bin Newell, Senior Planner, dated February 25, 1992, requesting that L.A.C.A.C. appoint two representatives to attend the Official Plan Review Workshop to be held on April 21, 1992. Ms. L. O'Krafka and Mr. P. Bufe volunteered to be the Committee's appointments at this Workshop. DEMOLITION CONTROL APPLICATION - 63 WOOLWICH STREET The Secretary advised the Committee that a Demolition Control application has been made by the owners of 63 Woolwich Street and the application is to be considered by Planning and Economic Development Committee on March 23, 1992. It is intended that the demolition permit be issued on April 1, 1992. Mrs. P. Wagner advised that Mr. B. McKay had inspected the property and she read aloud his report, in which he advised that more historical documentation is required. It was generally agreed that no action be taken in this regard. 307 QUEEN STREET S. - BREAD AND ROSES CO-OP The Committee agreed to defer consideration of this item, as Ms. S. Burke was not in attendance. COMMUNICATIONS a) Heritaqe and Planninq in the Context of the Waterloo Official Plan Review The Committee was advised that the second of the "Heritage and Planning in the Context of the Waterloo Official Plan Review" meeting would take place on Tuesday, March 24, 1992 from 7:30 p.m. to 10:00 p.m. An agenda was available to anyone who wished to attend. b) 25 Ellen Street Ms. L. O'Krafka, Mr. P. Bufe and Ms. B. Buchanan volunteered to inspect this property and report to the Committee at its April meeting. c) L.A.C.A.C. Report to City Council The Committee was in receipt of a copy of the L.A.C.A.C. report which went to City Council on February 24, 1992. Mr. G. Sosnoski pointed out to the Committee that certain recommendations would be more appropriately sent to Standing Committees of Council rather than directly to City Council. He noted that recommendations 4 and 5 of the report should have been dealt with in that way. d) Victoria Park Neiqhbourhood Association Ms. P. Wagner relayed information from Ms. S. Burke advising that she had attended a Victoria Park Neighbourhhood Association meeting; at which the neighbours had expressed an interest in having the neighbourhood designated as a Heritage District. Ms. Burke agreed to attend the Association's next meeting to explain what is involved in creating a Heritage District. e) Lecture Series - Schneider Haus The following lecture series will take place at Schneider Haus: LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMM/TTEE M/NUTES - 18- MARCH 13, 199~ "Our House/Your House" 15. 16. 17. April 9 - Reading a Building April 16 - Interiors, Paints April 23 - Wallpapers - Steptoe and Wife, Textiles April 30 - Period Landscaping with House Tour f) Communications Attached to the Aqenda The Committee acknowledged receipt of the following for information purposes: L.A.C.A.C. Conference; Waterloo Regional Heritage Foundation - Awards of Excellence; ROPP Heritage Advisory Committee; and Minister's Advisory Committee on New Heritage Legislation. CONFERENCES a) L.A.C.A.C. Conference, Peterborou,qh Ms. L. O'Krafka advised that she wishes to attend the L.A.C.A.C. Conference to be held in Peterborough, Ontario from June 11 - 13, 1992. Alderman M. Wagner advised that he and Mrs. Wagner will be attending this conference also. b) Conference - The Architectural Conservancy of Ontario The Committee was advised that the Architectural Conservancy of Ontario will be holding a conference on Vernacular Architecture in Ontario on April 24 and 25, 1992 in Brantford, Ontario. Mrs. G. Stoner and Ms. B. Buchanan indicated that they wish to attend this conference. c) Conference - Ontario Historical Society The Committee was advised that the annual conference of the Ontario Historical Society will take place at the University of Guelph from April 30 - May 2, 1992. NEW BUSINESS a) Possible Desiqnation - 1 Peque,qnat Avenue The Secretary advised that she was in receipt of a letter from the owner of 1 Pequegnat Avenue requesting that the Committee consider designation of this property. Ms. B. Buchanan volunteered to investigate the property and report back to the Committee. b) New L.A.C.A.C. Brochure Ms. L. O'Krafka provided the Committee members with copies of the new brochure and requested that each member of Council be provided with a copy. c) Heritaqe Homes Series For the Committee's information, Mr. V. Tarbutt displayed an extract from a London newspaper concerning a series of articles on heritage homes in that City. 18. NEXT MEETING LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMM/TTEE M/NUTES - 19- MARCH 13, 199~ The next regularly scheduled meeting of the Local Architectural Conservation Advisory Committee will be held on Friday, April 10, 1992 at 12:00 noon in Committee Room #4. 19.
