Compass Kitchener Responsibilities
Provide advice to Council on Guiding Principles, Values, and Strategic
participation.
Create and lead public engagement processes with staff to determine
community concerns and identify community priorities for action as
an integral component of the Strategic Plan
Monitor progress toward achieving the community vision and in
implementing the Strategic Plan, and reporting on performance to
Council and the Community annually
Ensuring communication and collaboration among Advisory
Committees of Council
Strategic Plan
The strategic plan
Guides the community, council and staff in planning for the future,
making decisions, and investing resources.
It is developed by hearing from the community and prioritizing what
is important to them.
The process for developing the 2023-2026 Strategic Plan will
also involve development of the City`s longer-term vision for
the next 20 years as well as focusing on development of a
strategic plan for the next four years.
The City has retained a consulting firm, Refocus, to guide co-
development of the Strategic Plan with the community,
Council and staff
Approach to Developing the Plan
Provide opportunities for the public and stakeholders to have a
meaningful role in the decisions that impact the quality of their
life
Surveys
Social media campaigns
Community engagement events and activities
Meaningful conversations
Especially interested in reaching people with lived experiences
and people who represent the full range of diversity in our city.
Strategic Plan Process & Timeline
Evaluation
Compass Kitchener develops an evaluation framework to be used
as it evaluates the City`s progress in implementing the Strategic
Plan.
Compass Kitchener carries out an annual evaluation of the City`s
progress toward meeting the goals and fulfilling the projects
outlined in the Strategic plan and reports to Council and the
community.
Advisory Committees
To fulfill its responsibility to promote communication and
collaboration amongst the City`s advisory Committees Compass
Kitchener collaborates with Staff to annually organize meetings
each year involving the Advisory Committees:
We hold two meetings per year -one in spring & one in fall
One meeting involves the chairs and vice-chairs of all the advisory
committees; the other involves all the members of all the advisory
committees
The meetings focus on issues of shared interest -development of the
Strategic Plan, evaluation of progress with its implementation and
identification of areas on which Advisory Committees wish to collaborate

The agenda will focus on three items:
Introduction of the Equity Advisory Committee by the committee`s chair
Two workshops:
Gathering input from the advisory committees regarding the public engagement
activities that will inform the City`s development of the new strategic plan
An introduction, by the Refocus consultants, to the overall framework of the
model they plan to use in developing the strategic plan, followed by gathering
feedback and perspectives on shaping that model to suit to the Kitchener context.
