ACTIVE TRANSPORTATION AND TRAILS ADVISORY COMMITTEE MINUTES
CITY OF KITCHENER
May 10, 2022
The Active Transportation and Trails Advisory Committee met electronically on Tuesday
May 10, 2022, at 4 pm.

1. Compass Kitchener all advisory committees meeting
The city is embarking on developing a new strategic plan. Matt and Vicci attended on
ATTAC’s behalf. Staff asked for input on how to engage as well as making the city more
environmentally-friendly. There will be more opportunities to provide input. A summary
of input will be collated and sent to the committee.
2. Bike Month
I.Sota shared that the city is planning to host 3 events for Bike Month:
Bike Day, Saturday, June 11, 1:00-4:00 PM, Gaukel Street, partnering with
racialized communities to reach underrepresented demographics in cycling
Cargo Bike Show & Ride, Sunday, June 12, 2:00 – 4:00 PM, Gaukel Street, to
showcase cool and unique bikes for families
Pride Ride, Friday, June 17, 7:00 – 9:00 PM, KW Counselling Services, 480
Charles Street East partnering with 2SLGBTQ+ communities
Promotional items will be shared with the committee once completed. Suggestions from
the committee included:
Make the free bike more prominent
Cargo bike event could have a contest for carrying heavy stuff
Put posters out at trails and/or hand out flyers
Avoid using the term BIPOC in promotions
would love to see the bike giveaway go to someone who doesn’t own a bike
Include on posters if bikes will be available for those who don’t’ have their own
Cargo bike show could have prizes for people who bring cool bikes. People could
vote on their favourite
Will there be a registration form for the cargo bike show?
Can the cargo bike show include cool carriers for people or cats?

3. Subcommittee check-ins
J. Brosheck notes that the Vision Zero subcommittee hasn’t met recently but will be
meeting with F. Hosseini on Thursday afternoon. He has observed that Vision Zero is
getting attention globally and the World Health Organization has been encouraging
cities to promote street safety and reduce speed limits. There is a new Stokholm
Declaration in 2021 that Kitchener could get behind. There is frustration with Vision Zero
in some jurisdictions that strategies have not shown results and cities are trying to learn
from past experiences. The federal government has offered an AT strategy and funding
and the deadline has passed.
B. Cronkite shared that the city has applied for federal funding for the final phase of the
Downtown Cycling Grid and upgrading the Dom Cardillo Trail. Staff has also been
sharing best practices on the Dutch Roundabout with federal counterpoints to
encourage progress on safe AT roundabouts.
J. Brosheck asked if there is a plan to relaunch Slow Streets and share a staff report on
the data. I Balaban responded that staff reviewed the data from Slow Streets and found
them not to be as effective as hoped to be. A report has not been taken to committee as
staff is not recommending continuing that program but putting more focus on other
forms of traffic calming. B. Cronkite added that there wasn’t a lot of support from the
community on the program either.
M. Rodrigues shared that the City of Kingston passed a new zoning bylaw that requires
electric bike facilities and bigger space requirements for alternative style bikes.
4. Ontario Bike Summit recap
I. Balaban shared some of his learning from the Ontario Bike Summit, including topics
on fully protected intersections from the City of Ottawa, intermediate alternatives to fully
protected intersection in the City of Toronto, the Toronto Bike Brigade, and reducing
truck involved collisions.
5. Staff updates
D. Kropf shared:
Downtown Cycling Grid construction is continuing well on Queen Street and
Ontario Street.
The City of Kitchener recently won the Sustainable Commuting Award from
Sustainable Waterloo Region for making a significant positive impact on
commuting within the Waterloo region.
The cycling dashboard and progress report has been deferred to fall.

Implementation of 40 km/h speed limit neighbourhoods has begun. Signs have
been installed in 20 Neighbourhood Speed Limit Areas, postcards sent to
residents, and marketing on social media is ongoing. 20 areas have been
completed. There are 60 total areas throughout the City. Council approved a 3-
year implementation timeline.
The Region of Waterloo’s staff report was passed by Regional Council in April. A
modification was made to the report, to allow rental e-bikes. The City’s
companion report will be going to Standing Committee on June 13, and City
Council on June 20. The Region will be issuing an RFP this summer for rental e-
scooters, e-bikes and bikes.
L. Christensen shared:
All trail tenders are closed and awarded. Filsinger Park, Wilson Park and
Erinbrook Park are to start in June.
The Transit Hub Trail is still underway. Paving is scheduled to start end of May
for the connection between Joseph Street and King Street
Shoemaker Creek trail is scheduled to be completed this year (Homer Watson
Blvd to Mill St)
Line painting and pedestrian/cycling symbols are being installed on the Traynor
Trail in the next 2 weeks
A student has been hired again to capture trail view for trails and parks this
summer. The student is here from May to August. Some of the priorities are:
o Traynor Trail
o Idelwood Park & Trail
o Dom Cardillo Trail
o Wilson Park
o Walter Bean Trail
o Lackner Blvd BMUT
o McLennan Park
J. Orita noted there are some awkward angles on the trail streetview. Staff will look into
it.
V. Jenkins asked for a status update on Delta Street construction. Staff will circle back
with an update at next meeting.
