Goldrup, Committee Administrator 1. Commencement The Planning and Strategic Initiatives Committee held an electronic meeting this date, commencing at 7:00 p.m. 2. Consent Items 2.1 None. 3. Discussion Items 3.1 None. 1 4. Public Hearing Matters under the Planning Act 4.1 Official Plan Amendment OPA/21/012/0/CD - Zoning By-law Amendment ZBA/21/018/O/CD - 20 Ottawa Street North - 20 Ottawa GP Inc. - DSD -2022- 195 The Committee considered Development Services Department report DSD -2022- 195 dated April 13, 2022, recommending the adoption of Official Plan Amendment Application OPA/21/012/0/CD, and Zoning By-law Amendment ZBA/21/018/0/CD for 20 Ottawa GP Inc., for the property municipally addressed as 20 Ottawa Street North. The Committee received written submission on this matter from Ann Welch. C. Dumart presented the site's context and existing Planning framework to the Committee and reviewed the proposed amendments. C. Dumart compared the development concepts, described the site layout, and highlighted the opportunities created by the proposed development. D. Aston and Z. Zehr spoke to the Committee supporting the staff recommendation and report and presented the revised concept plan. D. Aston highlighted considerations and changes to proposed landscaping, internal courtyard, shadowing, streetscape, building height, and massing. In response to questions from the Committee, D. Aston and Z. Zehr spoke to constraints and considerations for pedestrian access through the site, green spaces, outdoor amenities, bike storage, and site access. Further, D. Aston and Z. Zehr discussed the potential commercial uses at the site and the mix of units. Staff further discussed considerations for parkland, stormwater management, the site's potential commercial uses, and sustainability, and public engagement. On motion by Councillor D. Schnider It was resolved: "That Official Plan Amendment Application OPA/21/012/0/CD for 20 Ottawa GP Inc. requesting a land use designation change from 'Neighbourhood Mixed Use Centre with Special Policy Area 3' to 'Mixed Use Corridor' to permit a mixed use development on the lands specified and illustrated on Schedule `A', be adopted, in the form shown in the Official Plan Amendment attached to Development Services Department report DSD -2022-195 as Appendix `A', and accordingly forwarded to the Region of Waterloo for approval; and, That Zoning By-law Amendment Application ZBA21/018/0/CD for 20 Ottawa GP Inc. be approved in the form shown in the `Proposed By-law', E and `Map No. 1', attached to Development Services Department report DSD -2022-195 as Appendix `A'; and further, That in accordance with Planning Act Section 45 (1.3 & 1.4), applications for minor variances shall be permitted for lands subject to Zoning By-law Amendment Application ZBA21/018/0/CD." 5.
