Gosse, Committee Administrator DTS-04-152 - HICKORY HEIGHTS CRESCENT ON-STREET PARKING FOREST-ROCKWAY WARD The Committee considered Development and Technical Services Department report DTS-04- 152 dated September 29, 2004, regarding on-street parking on Hickory Heights Crescent. On motion by Councillor G. Lorentz - it was resolved: "That parking be prohibited at anytime on the north/east side of Hickory Heights Crescent from a point 30m north of Elm Ridge Drive to a point approximately 55m north/east thereof; and further, That the Uniform Traffic By-law be amended accordingly." DTS-04-153 - 1516 GLASGOW STREET DEMOLITION CONTROL APPLICATION DC 04/07/G/SR REGIONAL MUNICIPALITY OF WATERLOO WEST-VICTORIA PARK WARD The Committee considered Development and Technical Services Department report DTS-04- 153 dated October 5, 2004, regarding a demolition control application for property known municipally as 1516 Glasgow Street. On motion by Councillor G. Lorentz - it was resolved: "That demolition control application DC 04/07/G/SR requesting permission to demolish one single detached dwelling located at 1516 Glasgow Street, legally described as Tract German Company Part Lot 39, Parts 1,2, 4, 5 & 6 Ex Plan; 455 Tog with ROW, Parts 1 - 3, be approved." CRPS-04-182- ENVIRONMENTAL COMMITTEE RECOMMENDATION DTS-04-145 'NO IDLING' ZONES The Committee considered Corporate Services Department report CRPS-04-182 dated October 14, 2004 and Development and Technical Services Department report DTS-04-145 dated October 1, 2004, regarding a recommendation from the Environmental Committee for the installation of 'Stop Idling' advisory signs at various City facilities and school zones. Mr. K. Carmichael advised that the Environmental Committee considered the staff report regarding the establishment of no idling zones and has made a recommendation to install 'Stop Idling' advisory signs at approximately 60 City facilities and 50 school zones. He added that the Committee is not recommending that a no idling by-law be implemented at this time due to the DEVELOPMENT & TECHNICAL SERVICES COMMITTEE MINUTES OCTOBER 187 2004 - 86- CITY OF KITCHENER 3. CRPS-04-182- ENVIRONMENTAL COMMITTEE RECOMMENDATION (CONT'D) difficulty with enforcement and the fact that the initiative is seen as part of a formal education campaign to increase awareness of the negative impacts of idling vehicles. Mayor C. Zehr raised a question with respect to the recommended over expenditure of $21,500 to cover the expense of manufacturing and installing the advisory signs. Mr. J. McBride advised that the parking account may have approximately $15,000 as surplus which could be applied to the signs. Mayor Zehr requested that staff investigate the funding issue including the use of any surplus to offset the initial cost and report back to Council. Councillor G. Lorentz raised a concern with the inconsistency of the proposed initiative pointing out that Council currently approves drive-thru restaurants which creates a situation whereby many vehicles are idling as they wait service. He suggested that the City needs to look at all the issues and develop a more comprehensive policy. Councillor B. Vrbanovic speaking as Co-Chair of the Environmental Committee advised that the proposed no idling advisory signs is part of an education campaign that may assist in reducing the amount of pollution created by idling vehicles. He added that this is a step in educating motorists about the negative impacts of idling vehicles and a start in changing the habits of drivers in the City. Councillor J. Smola inquired if the school boards were in agreement with the proposal and if they would be willing to contribute to the costs of the signs. Mr. Carmichael responded that the school boards were in agreement with the program but have not indicated whether they would be willing to contribute. He added that the no idling zones would be used in conjunction with the pick-up areas designated at individual schools. On motion by Councillor B. Vrbanovic the recommendation of the Environmental Committee contained in report CRPS-04-182 dated October 14, 2004, was brought forward for consideration. The motion was voted on and LOST on a tie vote. DTS-04-155 - EXTENSION OF CONSULTING ENGINEERING SERVICES VICTORIA STREET RECONSTRUCTION WATERLOO STREET TO MARGARET AVENUE The Committee considered Development and Technical Services Department report DTS-04- 155 dated October 7, 2004, regarding the extension of the consulting engineering services contract to McCormick Rankin Corporation for the Victoria Street reconstruction project. On motion by Councillor G. Lorentz - it was resolved: "That the engineering consulting services for the pre-engineering, design, geotechnical investigation, contract administration and inspection, for the third and final phase of Victoria Street Reconstruction, Waterloo Street to Margaret Avenue, be extended to McCormick Rankin Corporation, at their estimated fee of $388,955.44." CRPS-04-183 - ENVIRONMENTAL COMMITTEE RECOMMENDATION - RESIDENTIAL ENERGY EFFICIENCY PROJECT (REEP) - REQUEST FOR FINANCIAL SUPPORT The Committee considered Corporate Services Department report CRPS-04-183 dated October 14, 2004, regarding a recommendation from the Environmental Committee for the City's 2005 contribution to the Residential Energy Efficiency Project (REEP) - Waterloo Region. On motion by Councillor B. Vrbanovic - it was resolved: "That subject to consideration during the 2005 budget deliberations, $20,000 be allocated to the Residential Energy Efficiency Project (REEP), Waterloo Region, as part of the Environmental Committee's 2005 operating budget." DEVELOPMENT & TECHNICAL SERVICES COMMITTEE MINUTES OCTOBER 187 2004 - 87'- CITY OF KITCHENER 6. DTS-04-159 - NEIGHBOURHOOD DESIGN UPDATE GROWTH MANAGEMENT SUBDIVISION DESIGN The Committee considered Development and Technical Services Department report DTS-04- 159 dated October 15, 2004, regarding information on the 'Kitchener By Design' initiative. Mr. L. Masseo provided an overview of the staff report noting that as part of the shared agenda on growth management, the 'Kitchener by Design' initiative will provide direction and improvements on residential designs of new subdivisions. He advised that residents in new subdivisions will be surveyed on their likes and dislikes of their development and this information will be used for future subdivision design. Councillor M. Galloway pointed out that as part of this review residential parking and the associated by-laws were to be included as they pertain to reduced private and on-street parking in new developments and asked when this report would be coming forward to the Committee. Mr. Masseo responded that the report will be presented in November with a strategy which will identify what needs to be done and how with respect to residential parking in new subdivisions. CRPS-04-181 - ENVIRONMENTAL COMMITTEE RECOMMENDATION - GRANT RECIPIENTS - COMMUNITY ENVIRONMENTAL IMPROVEMENT GRANT PROGRAM The Committee considered Corporate Services Department report CRPS-04-181 dated October 14, 2004, regarding a recommendation from the Environmental Committee with respect to recipients of the Community Environmental Improvement Grants. On motion by Councillor B. Vrbanovic - it was resolved: "That Community Environmental Improvement Grants, to be funded from the Environmental Stewardship Capital Account, be awarded in 2004 as follows: $2,000 to the Grand River Envirothon Group; $200 to the McKenzie King School; and the remaining $7,800 to be equally divided between St. John's School; Crestview Public School; Laurentian Senior Public School; Waterloo Region District School Board and Evergreen Associate (School Ground Greening Support); Blessed Sacrament School (Playground Renewal Committee); Grand River Collegiate Institute; and Glencairn Public School."
