Goldrup, Committee Administrator 1. Commencement A special electronic meeting of City Council was held at 3:30 pm this date, chaired by Mayor B. Vrbanovic. Notice of this meeting had been previously given 1 to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. The electronic meeting began with a Land Acknowledgement given by the Mayor. 2. Strategic Session Reports 2.1 Results of Environics 2022 Survey of Kitchener Residents, CAO -2022-198 K. Dever provided opening remarks regarding CAO -2022-198 and delivered a presentation highlighting key milestones in the strategic planning process and efforts from the REFOCUS team, Environics Research, and Compass Kitchener. K. Dever confirmed staff would bring the item to the August 22, 2022, Strategic Session to discuss the priorities identified from the survey results for the new strategic plan. J. Stephens -Wells, Chair of the Compass Kitchener Advisory Committee, reported on the early results of the survey, critical milestones in the strategic planning process, and collaboration in the public engagement process. J. Shanoff, Environics Research, presented the results of the 2022 public survey collected to inform the City's strategic planning process. J. Shanoff highlighted their partnership with the REFOCUS team, survey methodology, and measures to ensure data is rigorous and representative of Kitchener residents. J. Shanoff compared the results to feedback from previous years and noted residents' growing prioritization of social housing and affordability of housing, homelessness and poverty, climate change and sustainable development, roads and transportation, economic development, and arts and culture. Further, J. Shanoff described changes in perception of value for tax dollars and resident satisfaction. In response to questions from the Committee, J. Shanoff explained other comparable municipalities were receiving similar concerns and priorities from residents. Further, J. Shanoff spoke about survey methodology, demographics, public engagement, and factors such as COVID-19 or inflation that may have impacted survey results. Members of Council discussed public engagement, parks and trails, climate change and sustainability, intensification, transportation and infrastructure, communication and delivery of core services, community priorities and expectations, and the impact of the COVID-19 pandemic and inflation on the survey results. Council expressed interest in further exploring data around E expectations, delivery of core services, and participation in the City's decision- making processes. D. Chapman summarized next steps. Chapman "That an in -camera meeting of City Council be held immediately following the special council meeting this date to consider a security of property matter and a personal matter about an identifiable individual as authorized by Sections 239 (2) (a) and (b) of the Municipal Act, 2001, respectively."
