LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES
JULY 3, 1992
The Local Architectural Conservation Advisory Committee met this date, commencing at 12:15 p.m.,
under the Chairmanship of Alderman M. Wagner, with the following members present: Ms. B. Buchanan,
Ms. J. Chivers-Wilson, Ms. L. O'Krafka, Mrs. P. Wagner, Ms. S. Barber, Mr. V. Tarbutt, Mr. E. Bow, Ms.
M. Welsh and Mr. R. Fuller. Mayor D.V. Cardillo, Alderman T. Galloway and Mr. P. Bufe were in
attendance for part of the meeting.
Others Present: Messrs. T.B. Stanley, L. Bensason, J. Willmer, P. Summers and G. Sosnoski.
1. MINUTES
Mrs. P. Wagner asked that the minutes of June 19, 1992 be amended to indicate that her report
concerning 1101 Doon Valley Road was dated June 18, 1992.
On a motion by Mr. E. Bow -
It was resolved:
"That the minutes of the regular meeting of the Local Architectural
Conservation Advisory Committee of June 19, 1992 be approved, as
amended."
2. DESIGNATED PROPERTY GRANT - 122 FREDERICK STREET (REGISTRY BUILDING)
Consideration of this item was deferred at the request of Mr. Summers.
3. COMMUNICATIONS
Alderman Wagner informed the Committee that a tour of the Kaufman Footwear premises is
tentatively planned for Tuesday, July 7 at 3:30 p.m. He advised that Mrs. Wagner and Mr. Bow
have been assigned to the sub-committee investigating possible designation of this property.
Alderman Wagner also indicated that the following sub-committees have been struck:

Alderman Wagner advised the Committee that under the co-ordination of Mr. Bufe the following
five members will review, on a ward by ward basis, all applications circulated by the Planning and
Development Department in order to determine their impact on heritage preservation.

4. UNFINISHED BUSINESS - DOWNTOWN/BONUSING POLICIES
Mr. J. Willmer summarized his presentation of June 19, 1992 concerning proposed policies having
an impact on heritage conservation.
A discussion took place concerning the issue of "bonusing". Mr. Willmer clarified that in order to

be eligible for bonuses heritage buildings must be both designated and have a heritage easement
registered on title. He noted that the former is intended to ensure the building is worthy of
preservation and the latter to offer an additional measure of protection extending beyond that
afforded by the Ontario Heritaqe Act.

He added that bonuses would apply to the conservation of either facades or entire buildings, but
could not be transferred if they accrued as a result of demolition. In response to a concern raised
by Mr. Bufe, Mr. Willmer advised that bonusing does not override height requirements and as a
result would not encourage high rise development in the downtown core.
Mr. Tarbutt expressed concern over the boundary used by staff in defining the retail core. He
noted that some properties having heritage significance are located outside of the boundary and
would not be subject to the bonusing provision. He specifically referred to the Duke Street
commercial block bounded by Queen and Frederick Streets. He suggested that the boundary be
redrawn to incorporate these and other significant buildings. Mr. Willmer pointed out that the
specific property referred to by Mr. Tarbutt would not be a candidate for redevelopment as the lot
is only 20 feet deep and is adjacent to a church.
Mrs. Wagner inquired as to the protection the downtown policy and bonusing would provide for
churches. Mr. Willmer replied that the proposed policies are offered as incentives to property
owners and not guarantees of preservation, as this would be outside the scope of the zoning
function. He added that urban design guidelines could apply in order to assess the massing and
design of buildings proposed either adjacent to or in conjunction with heritage properties.
A general discussion took place concerning heritage preservation, urban design and the planning
process.
Alderman Wagner circulated sections of the City's Official Plan as it relates to heritage resources.
He noted that this item will be considered at the August meeting and asked that copies be
circulated to Committee members not in attendance this date.
APPLICATION TO ALTER - 122 FREDERICK STREET (REGISTRY BUILDING)
The Committee was circulated this date with a report from Mr. P. Summers, Manager of Building
Services and Stores, concerning proposed alterations to the Registry Building. Appended to the
report were perimeter eave details prepared by Tritech Consultants Limited dated June 19, 1992
outlining two options relative to the application of metal flashing.
Mr. Summers advised that the proposed work involves resurfacing the existing cold tar pitch roof
with an asphalt emulsion. It was noted that the appearance of the roof would be identical and that
an emulsion is recommended since cold tar pitch is carcinogenic and presently used on a very
limited basis.
The second component of the project involves the application of metal flashing over a flexible
"peel and stick" membrane, the purpose of which is to tie the parapet wall into the roof proper. Mr.
Summers explained that the consultant is recommending a two piece metal flashing which would
encase the inside face of the parapet wall and all sides of the coping stones. The metal flashing
would be of the same colour as the existing stone, would have a pebbled finish and in his opinion
would not be visually intrusive. It was noted that the cove cut on the outside edge of the coping
stones would not be replicated in the proposed flashing.
Mr. Summers explained an alternate method of applying the flashing which would involve a
continuous cut along the inside edge of the parapet wall just below the coping stones. The
flashing would be tucked into this groove and sealed. He explained that this method is not
preferred due to the high maintenance required and the poor condition of the existing coping
stones, ten of which would require either repair or replacement in order to accommodate this
method. This would result in an additional cost of approximately $10,000.00 over and above the
$20,000.00 amount estimated to complete the entire project using the method recommended by
the consultant.

A discussion took place concerning the relative merits of the two options proposed and the issue
of grant funding. Mr. Summers pointed out that if repair and replacement of the coping stones is
required, the 1992 project budget may be insufficient to allow repointing of the mortar joints.
On a motion by Ms. L. O'Krafka -
It was resolved:
"That pursuant to Section 33 of the Ontario Heritaqe Act the owner of 122
Frederick Street (former Registry Building) be granted permission to replace
the roof membrane and perimeter eave flashing in accordance with
Specification Drawing #2 from Tritech Consultants Limited dated June 19,
1992 and the report of Mr. P. Summers dated July 2, 1992."
Alderman Wagner advised that a grant application relative to this project would be considered at
the August meeting.
6. BUILDING REPORTS/DESIGNATION CRITERIA
The Committee was in receipt of sample formats from Ms. L. O'Krafka, previously circulated as
part of the June agenda. She explained that the report formats are of two types, one being a
preliminary report to add a building to the Heritage Inventory and the second a more detailed
property description intended to facilitate designation.
A discussion took place concerning the formats as presented and Mrs. Wagner expressed the
opinion that the evaluation sheet appended to the preliminary report does not sufficiently address
any historic reasons for designation.
Alderman Wagner asked that Mr. Tarbutt work with Ms. O'Krafka to refine the evaluation sheet
and report back to the Committee at a later date.
7. SCENIC ROADS - HERITAGE DESIGNATION
It was generally agreed that consideration of this item be deferred and referred to the August 7,
1992 meeting in order to allow Alderman T. Galloway and Mr. J. Wallace to participate in the
discussion.
8. HERITAGE CONSERVATION DISTRICTS - PIONEER TOWER/VICTORIA PARK
Mr. Stanley advised that if the Committee wishes to proceed with the designation of a second
conservation district, it will be necessary to compile and prioritize a list of potential districts and
budget accordingly. He noted that funding for a Victoria Park Heritage Conservation District may
not be available until 1994 and informed the Committee of a Council policy which requires new
projects to be approved by Council through the Finance and Administration Committee.
Alderman Wagner directed that Ms. Welsh research and prioritize potential districts and report
back to the Committee proper at a later date.
L.A.C.A.C. CONFERENCE REPORT
Ms. O'Krafka, Mrs. Wagner and Mr. Bensason gave verbal reports on various presentations
attended at a recent L.A.C.A.C. Conference in Peterborough. Mr. Bensason indicated that he
would be preparing a summary report for the Chief Administrator, with a copy forwarded to
L.A.C.A.C. Ms. O'Krafka requested that her notes from a presentation on building conservation be
forwarded to the Environmental Committee.
Alderman Wagner and Ms. O'Krafka acknowledged the support provided by the City's Planning
and Development Department in the area of heritage preservation.

SUB-COMMITTEE REPORT - 1764 HURON ROAD
Mrs. Wagner circulated a written report dated June 30, 1992 outlining the impact of a recent zone
change application on the structure. It was noted that the owner plans to develop the site as a
gravel pit, with the house proper and various amenities being preserved on a parcel of land
approximately 46 metres by 90 metres. Mrs. Wagner indicated that at this time she is not
recommending further discussion concerning designation.

The Committee generally indicated its support for the proposed zone change application.
SUB-COMMITTEE REPORT - 1101 DOON VALLEY ROAD
Mr. Tarbutt reported concerning the owner's plans to duplex and alter the property, which is in the
Upper Doon Heritage Conservation District. He advised that discussions had taken place with the
owner, and a letter was forwarded outlining the Committee's concerns.
SUB-COMMITTEE REPORT - 100 DUKE STREET W. (ST. JEROME'S HIGH SCHOOL)
Ms. O'Krafka reported that a sub-committee has been struck but has not been contacted by the
owner's representative. Mr. Stanley reminded the Committee that a report concerning designation
is required at the August 7, 1992 meeting.
NEW BUSINESS
Mrs. Wagner circulated photographs of the demolition of the K-W Drive-In and asked that these be
added to the Committee's photographic file.
Mrs. Wagner advised that Regional staff will approach Regional Council on July 7 in order to
request funds to maintain the Governor's House and Gaol. She suggested that a representative of
L.A.C.A.C. be in attendance at the meeting and Alderman Wagner asked that anyone interested in
representing the Committee notify him as soon as possible.
Mr. Tarbutt advised that the area which is the subject of the Doon South Transportation Study has
been expanded and environmentally significant roadways highlighted.
NEXT MEETING
The next regularly scheduled meeting of the Local Architectural Conservation Advisory Committee
will be held on Friday, August 7, 1992.
