HomeMy WebLinkAboutLACAC - 1992-10-16LACAC\1992-10-16-SPE LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES OCTOBER 16, 1992 The Local Architectural Conservation Advisory Committee met this date, commencing at 12:30 p.m., under the Chairmanship of Alderman M. Wagner, with the following members present: Mayor D.V. Cardillo, Ms. L. O'Krafka, Ms. B. Buchanan, Mr. P. Bufe, Ms. S. Burke, Mrs. G. Stoner, Mrs. P. Wagner, Mr. V. Tarbutt, Mr. E. Bow and Ms. M. Welsh. Ms. J. Chivers-Wilson was in attendance for part of the meeting. Others Present: Mr. D. Parrish, Mr. J. Witmer, Mr. L. Bensason and Mr. G. Sosnoski. Notice of the special meeting was previously given, the purpose of which was to further consider the request of the owner of 1-11 King Street W. to alter the designated property. 1. 1-11 KING STREET W. (WALPER TERRACE HOTEL) The Committee received this date a report from the L.A.C.A.C. sub-committee comprised of Ms. L. O'Krafka, Ms. S. Burke, Mr. E. Bow and Mayor D.V. Cardillo dated October 15, 1992. The report which is appended hereto and forms part of these minutes, outlines selected changes to both the interior and exterior of the building which were agreed upon by the sub-committee and the owner's representatives. Ms. O'Krafka introduced Mr. David Nichol, Assistant Vice-President - North American Trust, and Mr. Paul Critchley, Project Architect. The owner, Mr. Ray Ferraro was also in attendance. Ms. O'Krafka reviewed the sub-committee report on a line by line basis. A revised perspective sketch by Briestensky Architects Limited entitled "Elevation Study No. 5" was circulated along with a brochure illustrating the corporate colours to be used on the proposed sign. Ms. O'Krafka advised that no irreversible changes are proposed for the exterior. Mr. Ferraro noted that there is one major change remaining involving a rejuvenation of the exterior building fabric which he proposes to undertake in the Spring. Ms. O'Krafka pointed out that any further restoration of the exterior would require consideration by L.A.C.A.C. and approval by Council. In referring to the specific features in the sub-committee report, it was noted that the references to "4 x 4 granite look tile" should be amended as these are not the exact dimensions. Mr. Critchley advised that with regard to the interior renovation a direct glue-down of the carpet is likely, however, this material can be stripped and cleaned. He added that where tile is involved a plywood underlay may be required. Ms. O'Krafka asked how the owner would address a situation where the flooring and carpeting could not be attached to the tile floor without permanent damage. Mr. Ferraro replied that damage is unlikely and restoring the floor would require only the stripping of sealant. He pointed out that the only tiled area is near the original entrance door and if necessary he is prepared to use plywood overlay with the intention of preserving the original materials. Mr. Ferraro added that he does not favour an option involving the riveting of the plywood to the tile and in the event a glue adhesive will not suffice he would report back to the Committee. Ms. Burke suggested that with regard to the marbleized pillars, an application of one or two coats of sealer before painting would facilitate future restoration. Mr. Ferraro acknowledged that the sub-committee report is accurate as regards proposed changes, which in his opinion are necessary to make the hotel a viable business operation. Mr. Parrish expressed his concern that the signage details, materials and trim should be sensitively handled and relate to the existing profiles of the cornice or the canopy. Mr. Critchley acknowledged that the details of this feature have not been addressed to date. Mr. Parrish stated that the former Walper Hotel is one of the most important buildings in Kitchener and suggested that careful consideration be given to the sign itself as well as its frame. Mr. Ferraro responded that North American Trust has indicated a preference for backlighting. Alderman Wagner asked that Mr. Parrish work with the owner to review the final sign/canopy design. A brief discussion took place concerning advertising on the Queen Street facade and Ms. O'Krafka acknowledged that signs are proposed and will be mounted on the inside of the existing windows. Mr. Nichol elaborated that a backlit box sign is proposed similar to the ones installed at the Toronto head office. In response to a question concerning alternatives to the use of backlit signs, Mr. Critchley pointed out that the Committee had asked him to examine signage at the National Bank (former P.U.C. Building) and the design proposed is in principle the same. Ms. J. Chivers-Wilson entered the meeting at this time. Ms. Welsh suggested that a press release and opening ceremony be planned involving the owner and the tenant as well as the Mayor and representatives of LAC.AC. and the Kitchener Downtown Business Association. Mr. Ferraro replied that he is planning to arrange a general open house. Mr. Witmer asked Mr. Sosnoski to comment on the issue of encroachment agreements as they relate to this property. Mr. Sosnoski replied that after speaking with the Legal Department it was suggested that a general clause relating to any required agreements be included in the Committee recommendation and Mr. Ferraro indicated he had no objection to this. It was pointed out that this situation differs from that of the recent application from the Canadian Imperial Bank of Commerce in that the final proposal does not involve the use of canopies as was the case in the owner's original submission. Mr. Ferraro requested that the City provide him with a copy of the designating by-law. Ms. O'Krafka asked that the sub-committee report dated October 15, 1992 be amended as follows: remove all references to 4 x 4 tile as these dimensions may not be accurate; incorporate the application of one or two coats of sealer to the marbleized interior pillars prior to applying any colours relative to the new interior design; indicate that any changes proposed to the existing Edwardian canopy be sympathetic to the architectural detail of the building proper and the canopy itself. By general consent, the Committee agreed to the above changes. On a motion by Ms. S. Burke - It was resolved: "That pursuant to Section 33 of the Ontario Heritaqe Act and subject to the applicant obtaining any necessary permits and entering into any required agreements, Council grant the owner's request to alter the property at 1-11 King Street W. (Walper Terrace) as outlined in the Local Architectural Conservation Advisory Committee (LAC.AC.) sub-committee report dated October 15, 1992 (and amended at the L.A.C.A.C. meeting of October 16, 1992) and the architectural rendering by Briestensky Architects Limited entitled Elevation Study 5." 2. NEXT MEETING The next regular meeting of the Local Architectural Conservation Advisory Committee will be held on Friday, November 13, 1992, at 12:00 noon, in Committee Room 4.
