LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES
OCTOBER 9, 1992
The Local Architectural Conservation Advisory Committee met this date, commencing at 12:15 p.m.,
under the Chairmanship of Alderman M. Wagner, with the following members present: Ms. B. Buchanan,
Mr. P. Bufe, Ms. S. Burke, Ms. J. Chivers-Wilson, Ms. L. O'Krafka, Mrs. G. Stoner, Mrs. P. Wagner, Mr. V.
Tarbutt, Ms. S. Cragg, Mr. E. Bow and Ms. M. Welsh.
Others Present: Messrs. L. Bensason, J. Wallace, T.B. Stanley, G. Sosnoski, D. Parrish and Mrs. D.H.
Gilchrist.
1. MINUTES
On a motion by Mr. E. Bow -
It was resolved:
"That the minutes of the regular meeting of the Local Architectural
Conservation Advisory Committee of September 11, 1992, as mailed to the
members, be accepted."
2. DESIGNATING BY-LAW - 115 WOODSIDE AVENUE
The Committee was in receipt of a report from Mr. G. Sosnoski dated August 31, 1992 in response
to concerns expressed by the Parks and Recreation Department relative to registration of the
designating by-law. Consideration of this item was deferred and referred to the October meeting
at the request of Mr. F.S. Graham.
Alderman M. Wagner advised that Mr. Graham does not want to have the property designated.
Mr. P. Bufe suggested that the designation applies only to the building and cannot see any
problem with registration of the by-law on the 7 acre parcel.
On a motion by Ms. S. Cragg -
It was resolved:
"That the by-law to designate the Harry Class Community Pool (formerly
Woodside Pool), 115 Woodside Avenue, as being of historic and
architectural significance under the Ontario Heritaqe Act, be registered on
title against the entire 7 acre park."
3. CONSERVATION REVIEW BOARD REPORT - 133 GRABER PLACE
Mr. J. Wallace addressed the Committee advising that he has had informal discussions with Hydro
and recommended that representatives of LAC.AC. discuss the report with representatives of
Hydro. It was generally agreed that Alderman M. Wagner, Mrs. G. Stoner and Mr. P. Bufe form a
sub-committee to discuss the report with representatives of Kitchener-Wilmot Hydro.
It was suggested that an approach should be made to Kitchener Housing Inc., as they had
previously shown an interest in this property. The Secretary was requested to supply Kitchener
Housing Inc. with a copy of the Conservation Review Board report.
Mr. Wallace advised that an Engineering Society had shown an interest in preserving the Hydro
building in Niagara Falls and suggested that an approach could be made to them for some
assistance in preserving the building in an engineering context.
The Committee generally agreed not to revise the designation statement but to keep the Board's
report as support for this Committee's recommendation to designate the property. Further, it was
generally agreed that a by-law not be presented to City Council at this time and that the sub-
committee discuss with Hydro an appropriate amount of land to be included in the designation and
how to obtain a registerable legal description.

The Committee questioned Mr. Wallace as to whether a meets and bounds description would be
adequate. In response, Mr. Wallace advised that it would be unlikely as the Land Registrar almost
always requires public bodies to provide reference plans.
On a motion by Mrs. G. Stoner -
It was resolved:
"That we accept and support the report of the Conservation Review Board
with respect to the Harvey Graber Transformer Station, 133 Graber Place,
and further;
That no action be taken to enact a designating by-law until such time as a
sub-committee of the Local Architectural Conservation Advisory Committee
has discussed the contents of the report with representatives of the
Kitchener-Wilmot Hydro."
4. ALTERATION REQUEST - 1-11 KING STREET W.
Ms. L. O'Krafka advised that the sub-committee meeting on site has been rescheduled to
Tuesday, October 20, 1992 at 10:30 a.m. She advised that talks with the owners and North
American Life have gone well.
It was suggested that this Committee should discuss the possibility of an interior designation for
this property. Mr. Wallace suggested that a reasonable argument could be made that as the
whole property has been designated, the interior is included, even though it is not specifically
mentioned. Ms. S. Burke suggested that discussions in this regard may appear retaliatory this
time and it may be more appropriate to discuss this with the owners at a later date.
5. HERITAGE CONSERVATION DISTRICTS
The Committee was provided with copies of a report prepared jointly by Ms. M. Welsh, Chair,
Heritage Conservation District Sub-Committee and Messrs. T.B. Stanley and L. Bensason, dated
October 7, 1992. Ms. Welsh advised that the report contains a priority listing of proposed Heritage
Conservation Districts along with a justification for each one. It was also pointed out that this
would be the format used for joint staff/sub-committee reports in the future.
Mr. P. Bufe requested that the Central Frederick Neighbourhood be added as #8 in the priority list.
He recommended that the boundaries of the District be Frederick Street, Lancaster Street,
Victoria Street, Weber Street, Krug Street and the Expressway. It was noted that a general
description and justification for this District would be required and Mr. P. Bufe was requested to
provide this information.
Ms. S. Burke requested that maps be prepared for L.A.C.A.C.'s benefits so as to determine if any
areas are being missed.
Discussions took place over the research to be done for these Districts and it was determined that
not all the work would be done by consultants but that existing research could be used and further
research by Committee members to supplement work to be done by a consultant. It was also
noted that L.A.C.A.C. would have to request that Council include funds in their 10 year capital
forecast to have these plans prepared.
On a motion by Ms. M. Welsh -
It was resolved:
"That the City of Kitchener, in conjunction with the Local Architectural
Conservation Advisory Committee (L.A.C.A.C.), initiate a phased program
and, where necessary, retain heritage consultants to undertake the

On a motion by Mrs. G. Stoner -
It was resolved:
"That the allocation of funds as listed below to retain heritage consultants to
undertake the preparation of Heritage Conservation District Plan be
considered as part of the 1993 Budget Review for inclusion in the 10 year
capital forecast:

6. 314 OLD CHICOPEE DRIVE (MILLAR HOUSE)
The Committee was in receipt of a copy of the final report, dated October 5, 1992, prepared by Mr.
E. Bow and Mrs. P. Wagner. This report contains recommendations as to which portions of the
property should be included in the designation. It was noted that the Committee, previously, had
agreed not recommend designation of this property until a plan of subdivision has been prepared.
It was agreed that the Department of Planning and Development should be requested to advise
the Clerk's Department when the plan of subdivision has been registered, at which time a motion
to designate can be considered. It was agreed that L.A.C.A.C. contact the owner to discuss this
matter further and that the Secretary provide the owner with a copy of the latest report.
7. DESIGNATED PROPERTY GRANT APPLICATION - 150 WATER STREET/73 HEINS AVENUE
Ms. S. Burke declared a conflict of interest with this application and did not participate in any

discussion or voting as she is one of the owners of the subject property.
The Committee was distributed with copies of a letter and application for a Designated Property
Grant under the Preserving Ontario's Architecture Program for 150 Water Street/73 Heins Avenue.
Mr. G. Sosnoski gave a verbal report in this regard advising that those items listed in the
application are covered under the Program. The Committee noted that the application covers the
releading of stain glass windows and structural work to be done on the porch.
DESIGNATED PROPERTY GRANT APPLICATION - 150 WATER STREET/73 HEINS AVENUE

On a motion by Ms. L. O'Krafka -
It was resolved:
"That a Designated Property Grant under the Preserving Ontario's
Architecture Program for 50% of eligible costs, up to a maximum of
$3,000.00, be approved for 73 Heins Avenue/150 Water Street, and be used
to relead selected windows and perform structural work as outlined in the
owners' application and attachments dated October 7, 1992, and further;
That the grant be awarded conditional upon all original receipts being
submitted to the Clerk's Division no later than December 31, 1992."
8. DOON SOUTH TRANSPORTATION STUDY - SCENIC ROADS
Mr. V. Tarbutt gave a verbal report in this regard and displayed a map of the area showing those
access routes which had been considered by the study group. He advised that the proposal is to
provide a transportation route from the 401 up the Hydro corridor which will lead to Westmount
Road and will cross Stauffer Drive, Groh Drive and Tilt Drive. Further, he advised that there is a
30 year time span on this plan. The Committee viewed the map provided by Mr. Tarbutt and
general discussion took place on the difference between historic roads, heritage roads and scenic
roads.
On a motion by Mr. V. Tarbutt -
It was resolved:
.... That the Doon South Brigadoon Transportation Network Study be advised
that the Local Architectural Conservation Advisory Committee supports an
east-west transportation link which involves a corridor north of Groh Drive,
that crosses Tilt Drive at one location and eliminates the east-west corridor
through Groh Drive."
9. COMMITTEE RE-APPOINTMENTS
The Committee was advised that the present L.A.C.A.C. appointments expire on November 30,
1992 and they were asked to indicate whether they wish to be re-appointed in 1993. It is required
that they fill out an application form in this regard and return it to the Clerk's Department no later
than November 6, 1992.
10. SPECIAL L.A.C.A.C. MEETING
It was generally agreed that a special meeting of the Local Architectural Conservation Advisory
Committee would take place at 7:00 p.m. on Thursday, October 29, 1992 at the Joseph Schneider
Haus.
11. COMMUNICATIONS
The Committee acknowledged receipt of the following for information purposes:

INFORMATION ITEMS
a) Alderman M. Wagner advised that he had received a letter from Mr. T. Sulter, as a result of
Heritage Week at the Kitchener Public Library, requesting Messrs. T.B. Stanley and L.
Bensason to attend a meeting of all L.A.C.A.C.'s in the Niagara Region.

b)
Alderman M. Wagner advised that the Sewell Commission will be holding a Planning
Forum at the Waterloo Public Library on October 27, 1992 from 3:00 to 5:00 p.m. and 7:00
to 9:00 p.m.
c)
Alderman M. Wagner advised that a meeting of all L.A.C.A.C.'s in the Waterloo Region has
been arranged and all Chairmen and Vice-Chairmen have been invited to attend.
d)
Alderman M. Wagner advised that he had attended a meeting 3 weeks ago concerning the
Brubacher House. He stated that a number of things are being done to prevent this
situation from happening in the future. A written report will follow.
e)
Mrs. P. Wagner advised of heritage articles being published in the Cambridge Times and
suggested that similar articles should be published in the Kitchener-Waterloo Record. Ms.
S. Burke suggested that there should be someone on this Committee who has the
responsibility of issuing press releases.
Discussion turned to the London L.A.C.A.C.; Alderman Wagner advised that they have 16-
18 members, 1/2 being appointed from other groups in the community. They have a
number of sub-committees which meet monthly and monthly meetings of the whole
L.A.C.A.C.

Mr. P. Bufe raised the issue of the deterioration of Sonneck House. He suggested that the
owners be contacted to determine what their plans are for the property.
NEXT MEETING
The next regular meeting of the Local Architectural Conservation Advisory Committee will be held
on Friday, November 13, 1992, at 12:00 noon, in Committee Room 4.
