SUBJECT: T22-003 Sydney Street North (King Street East to Weber Street East)
Road Reconstruction
RECOMMENDATION:
That T22-003 Sydney Street North (King Street East to Weber Street East) Road
Reconstruction, be awarded to Sierra Infrastructure Inc., Woodstock, Ontario, at their
tendered price of $2,684,070.80, including provisional items and contingencies of
$367,110., plus H.S.T. of $348,929.21, for a total of $3,033,000.01.
REPORT HIGHLIGHTS:
The purpose of this report is to obtain approval to proceed with an award as per Purchasing
By-law 2017-106;
The reason this report is coming forward is that the value of the bid being recommended for
award is in excess of both, the Council approved budget, and temporary measures approved
by Council through FIN-2022-149 Temporary Measures Supply Chain and Inflationary
Trends;
There were six (6) solicitations received for this procurement;
This report supports the delivery of core services.
BACKGROUND:
Engineering Services is proceeding with the reconstruction of Sydney Street North between King
Street East and Weber Street East is approximately 360 m long. The existing roadway is 7m
wide and paved two-way street with curb, gutter, and sidewalk. The existing infrastructure has
generally reached the end of its useful life and requires full replacement. This work is being
The project involves the replacement of sewers, watermains, curbs, sidewalks, all driveway ramp
entrances in concrete, and services to the property line along Sydney Street North from King
Street East to Weber Street. The pavement will be reconstructed for the full width of Sydney
street. The properties along Sydney Street are a mix of single and multi-residential dwellings.

The project is scheduled to begin on August 15, 2022, weather permitting.
REPORT:
Tenders were advertised publicly on the City of Kitchener website. Documents were downloaded
by twenty-seven (27) interested parties and by the closing date of Tuesday June 28, 2022, six
(6) tenders had been received.

FINANCIAL IMPLICATIONS:
In addition to the costs anticipated in this tender, the design and implementation of these types
of projects typically involves city staff and resources from across the corporation. These costs
are included in the line item "Projected Costs: Staff Time/Permitting/Material testing will be
itemized when they exceed $125,000.00. Included in this line item are staff time and expenses
for all city staff in support of the project such as Engineering, Kitchener Utilities, and
Transportation Planning. The line item also includes all regulatory permitting, geotechnical and
material testing, detouring and traffic control, alternate access and parking requirements and
any other miscellaneous costs. Projects utilizing in-house staff will include costs for inspection
during construction and contract administration.
The net cost for this tender (A), is fair and reasonable for a purchase of this scope. The upset
limit exceeds the budget allowance (B) provided within the budget. Funding for this purchase is
included within the approved capital forecast. The estimated deficit (E) will be funded from the
WIP Road Reconstruction general account.
