HomeMy WebLinkAboutLACAC - 1993-08-13LACAC\1993-08-13 LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES AUGUST 13, 1993 The Local Architectural Conservation Advisory Committee met this date, commencing at 12:00 noon, under the Chairmanship of Alderman M. Wagner, with the following members present: Alderman T. Galloway, Mr. E. Bow, Ms. B. Buchanan, Mr. P. Bufe, Ms. S. Burke, Ms. E. Esenbergs, Mr. R. Fuller, Ms. J. Kramer, Mr. W. Ristau, Mrs. G. Stoner, Mrs. P. Wagner and Ms. M. Welsh. Others present: Mr. L. Bensason, Mr. G. Kett and Mr. G. Sosnoski. 1. MINUTES On a motion by Mr. E. Bow - It was resolved: "That the minutes of the regular meeting of the Local Architectural Conservation Advisory Committee, of July 9, 1993, as mailed to members, be adopted." 2. COMMUNICATIONS Mrs. Wagner advised that the Congregation of the Ukrainian Catholic Church at 131 Victoria Street South supports the proposed renovations. She advised that all approvals have been obtained with the exception of the Region of Waterloo which has road widening concerns. She also noted that photographs have been taken of all elevations prior to renovation. Alderman Wagner advised the Committee of a designation ceremony sponsored by the North Dumfries L.A.C.A.C. to be held on September 12, 1993 at 2:00 p.m. Alderman Wagner also asked for two volunteers to co-ordinate designation ceremonies for 155 Woodside Avenue (Harry Class Pool) and 100 Duke Street West (former St. Jerome's High School). 3. DELEGATION - RESTORATION OF PROTESTANT MAUSOLEUM (WOODLAND CEMETERY) Mr. G. Kett presented revised plans for a proposed addition as prepared by Milne Construction Limited and dated August 10, 1993. He pointed out that both of the proposed additions have been moved to the rear of the building, however, the cost difference between the original proposal and the revised drawings is not known at this time. Mr. Kett outlined changes made to the plans in consultation with the sub-committee including detailing on the addition and the introduction of copper/bronze clad doors. He noted that the latter will result in a significant cost increase and will not be replicas of the existing original doors. Alderman Wagner circulated drawings prepared by Mr. D. Parrish, and Mr. Kett indicated that all of these suggestions have been incorporated into the revised drawings. Mr. Kett also reported on the general repointing and restoration of the mausoleum. He noted that in response to uncertainty over repair of the entranceway an engineer was consulted and a report in this regard is expected shortly. He advised that all stonework will be removed and labelled for cleaning and re-assembling Mr. Kett also advised of a problem with the existing roof system, the failure of which has caused water damage to the exterior facades. With regard to the proposed additions, Mr. Kett pointed out that locating these at the rear of the building will result in the loss of three crypt spaces and will necessitate the creation of new openings to accommodate the addition and the functional requirements of the building. He noted that if the project cost increases dramatically, the feasibility of the addition as presented this date may have to be revisited. The Committee agreed, in principle, with the proposed addition as outlined in the revised drawings presented to L.A.C.A.C. this date. Mr. Kett indicated he would return at the September 10, 1993 meeting and seek a formal recommendation required under the Ontario Heritaqe Act. LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES - 44- AUGUST 13, 1993 4. DELEGATION - 1398/1410 DOON VILLAGE ROAD (UPPER DOON HERITAGE CONSERVATION DISTRICT) Mr. B. Wilson appeared on behalf of the owners of the above properties who are requesting approval to sever in order to create a new residential lot. Mr. Bensason circulated a staff report dated August 11, 1993 concerning the proposed severance. Mr. Bensason paraphrased the contents of the report indicating that both properties are located in the Conservation District and are referred to in the Plan as type B buildings. He referred to the survey sketch showing the proposed three residential lots and noted that all three are just under the minimum 100 foot frontage requirement. It was further noted that all three parcels will be approximately 1/2 acre in area or greater and therefore meet the Plan requirement. Mr. Bensason asked that any recommendation be conditional upon the lot area requirement. He also noted concerns expressed by the Society for the Preservation of Upper Doon regarding the proposed re- alignment of Homer Watson Blvd. as well as fill material and flooding concerns involving Schneider Creek. Mr. Wilson informed the Committee of the reason for the proposed severance and relayed the comments of a Regional Planner who confirmed that Homer Watson Blvd. will be aligned as shown in the drawing circulated by Mr. Bensason this date. He also advised that the Region will require fencing along Homer Watson Blvd. and that the owners are contemplating noise attenuation barriers. Mr. Wilson also circulated photographs of the area. On a motion by Mr. E. Bow - It was resolved: "That pursuant to Section 5.16 of the Upper Doon Heritage Conservation District Plan and conditional upon the retained and created lots having a minimum lot area of .5 acres, Council approve the lot changes involving 1398 and 1410 Doon Village Road as a result of the proposed severance application outlined in the report of Mr. L. Bensason dated August 11, 1993 and the accompanying survey/road alignment documents." 5. REGIONAL HERITAGE POLICIES Mr. J. Clinkett appeared in his capacity as Chairman of the Waterloo Regional Heritage Foundation concerning the heritage policies in the Regional Official Plan and the Regional Official Policies Plan Review (ROPP). Alderman Wagner advised that he had just received the third draft of the ROPP Review and that heritage decisions were planned at a meeting scheduled for August 17, notwithstanding that staff and L.A.C.A.C. have not had an opportunity to comment. Mr. Clinkett discussed the heritage policies in the Regional Official Plan, the ROPP Review Process and the suggestions made by heritage proponents in the Region. The latter included the establishing of historically sensitive areas where conservation districts are not merited but some form of protection is required, and text files of area L.A.C.A.C.'s grouped at the Regional level to insure a comprehensive overview and preservation of heritage resources. Alderman Wagner indicated he would stress that additional time for input by staff and L.A.C.A.C. is required. Mr. Bensason stressed the importance of Regional heritage policies since Kitchener's policies must conform. He referred to new functions in heritage preservation which the Region is proposing to undertake and expressed concerns that Kitchener's heritage priorities may not be the same as other municipalities and a measure of control over our own heritage resources may be compromised. He also requested an opportunity to review the most recent Regional policies. 5. REGIONAL HERITAGE POLICIES (cont.) LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMM/TTEE M/NUTES - 45 - AUGUST 13, 1993 Brief discussions took place concerning heritage sensitive areas and the relationship between Regional and municipal heritage initiatives. Mrs. Wagner suggested that the Planning and Development Department should support a central heritage inventory and the concept of heritage sensitive areas and that the latter be included in the City's Official Plan. On a motion by Mrs. P. Wagner - It was resolved: "That the Council representatives on the Local Architectural Conservation Advisory Committee insure to the best of their ability that the Planning and Development Department includes provision for Heritage Sensitive Areas in the City of Kitchener Official Plan and related policies similar to those proposed for the Regional Official Plan." It was generally acknowledged that L.A.C.A.C. approves, in principle, of the proposed Regional policies as conveyed by Mr. Clinkett. 6. ZONE CHANGE APPLICATION - 1763-1765 OLD MILL ROAD The Committee was in receipt of Planning and Development Department Reports PD 76/93 and PD 164/90 concerning a request to sever land from two existing lots to create a third single detached residential lot. They were also in receipt of a letter from Alderman C. Weylie dated December 17, 1990 supporting the staff recommendation that Zone Change Application ZC93/7/O/JW be refused. On a motion by Mrs. G. Stoner - It was resolved: "That Council be advised that in light of related heritage issues the Local Architectural Conservation Advisory Committee supports the recommendation of Planning and Development Department staff that Zone Change Application 93/7/O/JW (Glen Urquhart) involving 1763 and 1765 Old Mill Road be refused." 7. SUB-COMMITTEE REPORT - RECORDING AND EVALUATION CRITERIA Ms. Burke gave a verbal report on progress to date, the alternatives considered and preferred options. She indicated that the sub-committee hopes to pilot the criteria by the end of August for presentation to L.A.C.A.C. in draft form on September 10, 1993. 8. ADAPTIVE RE-USE OF INDUSTRIAL BUILDINGS It was generally agreed to defer this item to the September 10, 1993 meeting. 9. SIGNAGE REQUEST - 191-197 KING STREET WEST (FORMER P.U.C. BUILDING) Mr. Bensason asked that the signage sub-committee for the downtown reconvene to consider a recently submitted sign proposal. Mr. Sosnoski pointed out that in addition to the heritage designation the facades of the subject property are covered under a separate heritage easement containing specific signage provisions. 10. CITY OF KITCHENER OFFICIAL PLAN AND HERITAGE POLICIES Mr. Bensason circulated the most recent draft of the Scenic-Heritage Road Policies and the Heritage Conservation component of the Municipal Official Plan. He referred to changes in the Heritage Conservation Policies which were made in response to comments by L.A.C.A.C. and a related heritage sub-committee. 10. CITY OF KITCHENER OFFICIAL PLAN AND HERITAGE POLICIES (cont.) Ms. Burke questioned whether there was merit in specifically mentioning "cemeteries and burial LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMM/TTEE M/NUTES - 46 - AUGUST 13, 1993 sites" and "paleontology" in conjunction with the types of heritage resources governed by the Policy. In response to a further question concerning the recording of heritage resources, Mr. Bensason indicated that this was implied and Alderman Wagner asked that it be included explicitly. Mr. Bensason reviewed the draft Scenic Road Policies and referred to specific changes made at the request of L.A.C.A.C. He also indicated that he would confirm and clarify the Policies applying to historic roads. Ms. Burke noted that Mr. Stanley had previously agreed to include a statement in the Scenic Road Section concerning other heritage resources such as communication corridors. Mr. Bensason relayed the comments of Mrs. J. Haalboom concerning existing scenic roads, including a schedule of roads to be widened. It was noted that the roads on the list having heritage significance are marked and listed as subject to study and potential removal from the schedule. Mr. Bufe suggested removal of the word "unique" in the Policy as in his opinion it is redundant and could potentially weaken the document. Alderman Wagner expressed the opinion that "unique" is an important qualifier and left the issue with staff to review. Alderman Wagner asked whether there is a provision in the Policy to remove a decommissioned scenic road from the schedule or to consider it for an alternate use such as a community trail. Mr. Bensason indicated that he would confirm that such a provision exists. Alderman Wagner stressed the importance of the Policies and praised the work done by Planning and Development staff. 11. L.A.C.A.C. SUMMER STUDENT Alderman Wagner asked that this item be deferred for resolution by staff and the Chair or alternately referred to the September agenda. 12. NEXT MEETING The next regularly scheduled meeting of the Local Architectural Conservation Advisory Committee will be held on Friday, September 10, 1993 at the new City Hall offices located at 200 King Street West. 13.
