LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES
MARCH 4, 1994
The Local Architectural Conservation Advisory Committee met this date, commencing at 12:00 p.m.,
under the Chairmanship of Councillor M. Wagner, with all the following members present: Councillor T.
Galloway, Ms. B. Buchanan, Mr. P. Bufe, Ms. S. Burke, Mr. R. Coo, Ms. J. Kramer, Mrs. G. Stoner, Mr. V.
Tarbutt, Mrs. P. Wagner and Ms. M. Welsh.
Others present: Mr. L. Bensason and Mrs. D.H. Gilchrist.
1. COMPUTER PRESENTATIONS
Ms. B. Spring of the City of Cambridge L.A.C.A.C. gave a computer demonstration of the computer
software, developed by the City of Cambridge, for recording information on designated properties
and other heritage properties in the municipality. This software package is being offered for sale.
2. 264 VICTORIA STREET NORTH (BAETZ BROS. FURNITURE BUILDING)
The Committee was advised that the recommendation which they put forward to City Council, for
the Council meeting of February 21, 1994, has been deferred by Council to its meeting of March 7,
1994. Councillor Wagner requested that a member of L.A.C.A.C. appear before City Council on
March 7, in support of the designation.
3. TRANSPORTATION STUDY
Mrs. J. Haalboom appeared before L.A.C.A.C. advising of the proposed revisions to the Planning
Act contained in the Sewell Commission report. She advised that these proposed revisions talk of
protection for scenic growth, landscape, vistas, etc.
Mrs. Haalboom then spoke of the Doon South-Brigadoon Transportation Network Study, providing
copies of a map showing where the proposed location of the new collector road and its potential
proximity to the Stauffer log house at 393 Tilt Drive, which is the oldest building still lived in, in the
city. Mrs. Haalboom then expressed her concern on the request for deferral of a section of the
Official Plan Amendment for this area.
Mrs. Wagner then gave a verbal report on the Stauffer log cabin, built in 1815, advising that she
would be submitting a written report. She also advised that the existing tenants own the logs and
Monarch owns the land. She advised that if L.A.C.A.C. wished to pursue preservation of this log
cabin, that support could be obtained from the Mennonite community and the historical society.
Councillor T. Galloway advised that the consultants will stress the fact that the transportation study
is only intended to determine an area for the corridor and not the specific alignment for the road. It
is only when the alignment study is completed that a determination could be made as to whether
the log cabin is at risk.
Mrs. P. Wagner questioned why a heritage assessment was not included in the plan. Mr. V.
Tarbutt advised that the heritage information was provided to the consultant. He further advised
that because of the watershed study and environmental concerns, it was decided that this would
be the most likely area for the corridor.
Councillor T. Galloway recommended that a L.A.C.A.C. member go to the March 21 meeting, if the
Committee feels that there is not enough heritage information provided in the report.
Mrs. P. Wagner requested that the recommendation contained in the L.A.C.A.C. minutes for the
meeting of February 4, 1994, page 5, first paragraph, be changed to add the following before "...
and further" "and the log house at 393 Tilt Drive".

On motion by Mrs. P. Wagner
it was resolved:
"That the minutes of the regular meeting of the Local Architectural
Conservation Advisory Committee of February 4, 1994, as mailed to the
members, be amended, on page 5, with respect to the first paragraph of the
resolution concerning the transportation study to add the following "and the
log house at 393 Tilt Drive" before the words "... and further"; and further,
That the minutes of the regular meeting of the Local Architectural
Conservation Advisory Committee, of February 4, 1994, be approved, as
amended."
On motion by Councillor T. Galloway
it was resolved:
"That Mrs. P. Wagner be appointed to represent the Local Architectural
Conservation Advisory Committee before the Planning and Economic
Development Committee on March 21, 1994, to express this Committee's
concerns with respect to the Stauffer log house at 393 Tilt Drive."
It was noted that Mr. V. Tarbutt would not be able to attend the Planning and Economic
Development Committee on March 21, 1994 and Councillor T. Galloway requested that another
L.A.C.A.C. member read Mr. Tarbutt's presentation for him.
On motion by Councillor T. Galloway
it was resolved:
"That Mr. V. Tarbutt be requested to put in writing the presentation he would
have made before the Planning and Economic Development Committee on
March 21, 1994; and further,
That Mrs. G. Stoner give this presentation in Mr. Tarbutt's place."
On motion by Councillor T. Galloway
it was resolved:
"That the Local Architectural Conservation Advisory Committee approach the
Waterloo Regional Heritage Foundation, the Architectural Conservancy of
Ontario and the Mennonite Historical Society for letters of support for this
Committee's position on the crossing of Tilt Drive, as recommended in the
Doon South-Brigadoon Transportation Network Study and the preservation of
the Stauffer log house."
Mrs. P. Wagner agreed to contact the Heritage Foundation and the Mennonite Historical Society
and Mr. P. Bufe agreed to contact the A.C.O.
On motion by Councillor T. Galloway
it was resolved:
"That the Local Architectural Conservation Advisory Committee reaffirms its
support of Official Plan Amendment #78."
MUNICIPAL PLAN
There was a brief discussion on the Municipal Plan with Councillor Wagner advising that the
heritage policies in the plan have been strengthened by Planning staff.

Councillor Wagner advised that the scenic road policies in the Plan have been strengthened and
that this committee is receiving a lot of support from Planning staff. He further advised that at the
back of the Municipal Plan there is a list of streets to be widened. The road widenings are
carriageway widenings and do not automatically mean that the roadway will be widened.

Mr. L. Bensason distributed some photographs of this building. He advised that the owner will
allow him access to the building once the files have been removed and that he will take more
photographs and a video recording. Mr. Bensason suggested that the building is not worthy of
designation but is worth recording.
SUB-COMMITTEE REPORTS
a) Promotions
Mr. V. Tarbutt advised that the Heritage Week display at the Fairview Park Mall, on Saturday
February 19, 1994, was very successful and thanked Ms. B. Buchanan for all her work. Councillor
M. Wagner thanked Mr. Tarbutt for the work he did to design and set up the display.
Mr. Tarbutt then distributed an outline on future promotions for this Committee. It was agreed that
this promotion plan would be the main item on the April agenda.
Mr. Bensason suggested that he could approach Mr. B. Wakefield in the Planning Department
who already has some ideas for a new L.A.C.A.C. logo. He advised that he would report on this
matter on the next meeting.
Ms. S. Burke suggested that this Committee could develop a new brochure now that it has a more
solid mandate. Mrs. P. Wagner suggested that a permanent display area be found for the display
that was in the mall for the heritage showcase.
b) Strategic Plan
Mr. L. Bensason advised that the final copy of the Strategic Plan would be available for the April
meeting. The plan will then be forwarded to the Planning and Economic Development Committee
and then City Council.
Mr. R. Coo questioned the primary objective suggesting that "protecting and responsibly using the
City's heritage resources" should be removed and Mr. Bufe agreed with this suggestion. Mr.
Bensason agreed to try and reword those sections of the primary objective.
Mr. Bufe then referred to the heritage inventory stating the opinion that it is difficult to rate the
properties on the inventory. He suggested that it is better not to use a rating system and it is a
mistake to have an evaluation committee.
d) Inventory
Ms. S. Burke stated that the sub-committee assumed that they had the consensus of L.A.C.A.C. on
what they are doing. They assumed that L.A.C.A.C. was buying into this method of adding
buildings to the inventory. She advised that the sub-committee hopes to have their report
prepared by mid-March and photographs taken, so that a Mock Evaluation Committee can be
established at the April meeting.
Ms. S. Burke further suggested that the Evaluation Committee be composed of 6 members: the
heritage planner, two L.A.C.A.C. members, and 3 members of the community at large. She
suggested that a trial committee be put together for this initial evaluation. A discussion then took
place on the types of expertise necessary for an evaluation committee and whether or not this
committee should be evaluating buildings at all.

7. NEXT MEETING

The next regular meeting of the Local Architectural Conservation Advisory Committee is scheduled
for Friday, April 8, 1994 in the Conestoga Room, Main Floor, City Hall, commencing at 12:00
noon.
