HomeMy WebLinkAboutLACAC - 1994-11-04LACAC\1994-11-04 LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES NOVEMBER 4, 1994 CITY OF KITCHENER The Local Architectural Conservation Advisory Committee met this date, commencing at 12:05 p.m., under the Chairmanship of Councillor M. Wagner, with all members present except Mayor D. Cardillo and Mr. D. Parrish. 1. CHAIRMANS REMARKS Councillor M. introduced Ms. P. Kostigan, seated in the audience, who was observing the meeting as she has an interest in being on the Committee. He also advised that Ms. D. Westman, Architect, may also attend the meeting today to observe the Committee. Councillor M. Wagner further advised that Mr. R. Coo has been appointed as L.A.C.A.C's representative on the Urban Design Committee. 2.MINUTES Mr. L. Bensason requested that the Minutes of the October L.A.C.A.C. meeting be clarified, with respect to Item No. 7 - 30 Francis Street - The Statement "not worthy of designation". The statement was made because of the state of the building, although he was of the opinion that the building has some historic significance. On motion by Ms. E. Essenburg it was resolved: That the minutes of the regular meeting of the Local Architectural Conservation Advisory Committee of October 9, 1994, as mailed to the members and clarified this date be approved. 3. DELEGATION - 30 FRANCIS STREET SOUTH Messrs. J. Ayres and East were in attendance on behalf of the property owners, who are not in agreement with the designation of this property. Ms. S. Burke introduced this item, advising that she has done some research on this property and its relationship to the Lang Tannery, although all the research is not complete at this time. Ms. Burke then gave a verbal report on the history of the property as it relates to the Lang family and the Lang Tannery. Mr. L. Bensason advised that the owners have already applied for a demolition permit, in March, but have held-off at the request of L.A.C.A.C.. He further advised that the owners have been provided with the incentives outlined in the Zoning By-law; which include increased area, reduced parking and increased uses; however, they are not looking at this as an option. Mr. Ayres advised the Committee that the owners do not want to put any money into the building and want to demolish it as soon as possible. The cost to bring the buildings up to Code would be in the vicinity of $270,000.00. He further advised that the bonusing provisions have been ruled out by his client. Mr. East then explained the attempts made by the owners to market the building. The Committee members then debated the merits of designating this property. On motion by Ms. S. Burke it was resolved: "That the property known municipally as 30 Francis Street South be designated under the Ontario Heritage Act as being of historic architectural significance, with the specific features of the designation being agreed upon by L.A.C.A.C. at it's meeting of December 9, 1994." LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMI1-FEE MINUTES NOVEMBER 4, 1994 - 56- CITY OF KITCFIENER 4. DELEGATION - SUDDABY SCHOOL Mr. J. Clinckett, Architect, was in attendance to represent the request of the Waterloo County Board of Education to replace an additional ten windows at the rear of Suddaby School, with an aluminum model that matches the existing windows. The Committee was in receipt of a memorandum from Mr. Clinckett along with drawings of the building and information about the windows. Additional information from Mr. Clinckett, regarding a cost comparison on different window replacements, was distributed at the meeting; which had been provided at the request of the L.A.C.A.C. sub-committee. Mr. P. Bufe distributed copies of the sub-committee minutes arising from the meeting at Mr. Clinckett's office on October 27, 1994. A discussion on the material ensued. On motion by Mr. P. Bufe it was resolved: "That pursuant Section 33 of the Ontario Heritage Act, no action be taken on the request of the Waterloo County Board of Education to alter the designated property known as Suddaby School by replacing ten additional windows at the rear of the building with aluminum windows." 5. KAUFMAN FOOTWEAR - 410 KING STREET WEST Ms. S. Burke gave a brief verbal report concerning the sub-committee meeting with the owners of Kaufman Footwear. She advised that the owners will underwrite the cost of photographing and documenting the property. MFS. P. Wagner advised that Mr. P. Britton had information from the Region about widening Victoria Street. She suggested that someone from the Regional Engineering Department be invited to L.A.C.A.C. to explain how they look at Regional Roads. MFS. Wagner also suggested she would like re-enforcement from A.C.O. for the designation of Kaufman Footwear. She felt that they may send an architect to do a report on the building. She suggested that L.A.C.A.C. make application to the Regional Heritage Foundation for a grant in this regard. It was requested of Mrs. Wagner that she bring this matter forward at the December meeting. 6.1314 DOON VILLAGE ROAD Mr. L. Bensason gave a verbal update on the renovations taking place on this property, which were approved by this Committee on its last meeting. He advised that the tenants now want to cut down some of the trees on the property, also explaining that a willow tree next to the house has been damaged and is a hazard. Mr. Bensason explained that Grand River Conservation approval is also required. He has requested from them a landscape plan. 7.12 WELLINGTON STREET NORTH Mr. Bensason advised that this property is on the Heritage Inventory and that the owners want to build a detached garage at the rear of the property. He advised that he has reviewed the plans and that the scale and design are in keeping with the existing building. He was of the opinion that the property is worthy of designation both historically and architecturally and recommended that a sub- committee be formed to work with the owners to designate the property. This matter was referred to Mrs. P. Wagner and volunteers for the sub-committee were asked to contact her. 8. ROUTINEINSPECTION OF DESIGNATED PROPERTIES Mr. L. Bensason gave a verbal report in this regard suggesting that designated properties should be routinely inspected. He stated that he has spoken with Mr. J. Witmer, Director of Building & Inspections, who advises that there are not enought staff to do this volumne of inspections. Mr. Bensason suggested that a handbook be developed for owners of designated properties so that they know what to look for and how to inspect their own property. LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMI1-FEE MINUTES NOVEMBER 4, 1994 - 57- CITY OF KITCFIENER 8. ROUTINE INSPECTION OF DESIGNATED PROPERTIES -cont'd Mr. V. Tarbutt suggested that L.A.C.A.C. members identify designated properties that may be in danger so that staff can inspect them. Mrs. S. Burke referred to a set of guidelines produced by the Province of Alberta as a good handbook for this purpose. It was suggested that incentives need to be developed for owners of commercial and industrial properties to encourage them to keep and maintain these buildings. 9.ADDITIONS TO HERITAGE INVENTORY A brief discussion took place about a list of heritage properties produced by Mr. P. Bufe, dated November 12 1992, which had not yet been added to the Heritage Inventory. On motion by Mrs. P. Wagner it was resolved: "That the list of heritage properties, in the area of Frederick Street and Lancaster Street, prepared by Mr. P. Bufe, dated 12 November 1992 be added to the Heritage Inventory." 10.133 GRABER PLACE The Committee was advised that Habitat for Humanity may be interested in obtained this property for their offices. A survey of the property will not be taken until they decide how much land is required. 11.248 VICTORIA STREET NORTH - WINDOW REPLACEMENT A brief discussion took place on the window replacement which as already taken place at 248 Victoria Street North. On motion by Ms. S. Burke it was resolved: "That the Local Architectural Conservation Advisory Committee write to the owners of 248 Victoria Street North to express their dismay at the choice of window replacement for this building." 12. DESIGNATION SUB-COMMITTEE AND OTHER THINGS Mr. L. Bensason advised that he and Mrs. P. Wagner will be establishing terms of reference for this sub- committee. Mr. Bensason also advised that volunteers are needed to record the Kraushaar Block. Concerning the Victoria Park area Mr. Bensason advised that there are still some outstanding issues. A public meeting will be held on November 24, 1994, at 7:00 p.m at the Victoria Park Community Center, for those people who live in the expanded area of the Victoria Park Heritage District Plan. 13. THANKYOU LETTER The Committee advised that they wish to send a Thank you letter to Mr. J. Wallace, City Solicitor, on the occassion of his retirement, for all the help and advise that he has given to L.A.C.A.C. over the years. Councillor M. Wagner agreed to prepare this letter. 14. NEXT MEETING The next regular meeting of the Local Architectural Conservation Advisory Committee is scheduled for Friday December 9, 1994, at 12 noon, in the Conestoga Room.
