HomeMy WebLinkAboutLACAC - 1995-01-13LACAC\1995-01-13 LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES JAN UARY 13, 1995 CITY OF KITCHENER The Local Architectural Conservation Advisory Committee met this date, under the Chairmanship of Councillor M. Wagner, commencing at 12:10 p.m. with all members present except Mayor R. Christy, Councillor T. Galloway, Ms. E. Essenbergs and Mr. W. Ristau. Officials present: Messrs L. Bensason, T. Boutilier and Ms. D. Gilchrist. 1. MINUTES On motion by Councillor B. Vrbanovic, It was resolved: "That the Minutes of the regular meetings of the Local Architectural Conservation Advisory Committee of November 4, 1994 and December 9, 1994, as mailed to the members, be accepted." CHAIRMAN'S REMARKS Councillor M. Wagner introduced Mr. R. Castles who is interested in joining this Committee and observing this meeting. Councillor Wagner thanked Mr. V. Tarbutt for attending the meeting of the Waterloo Regional Heritage Foundation Task Force. Mr. Tarbutt gave a brief summary of the meeting advising that the Heritage Foundation has been asked to sponsor a region wide workshop on heritage. The theme will be: "New Directions for Heritage" and four major topics are to be discussed as follows: 1) 2) 3) 4) Economics of heritage projects; Partnerships or brokering; Cooperation and communication between groups; Innovation and the impact of technology. The Heritage Foundation wants ideas and attendance from this Committee and it has been suggested that this become a yearly event. Mr. Tarbutt also spoke of the Heritage Showcase advising that a sign up sheet will be circulated at the meeting and volunteers are requested to attend and assist with the showcase. SUB-COMMITTEE STRUCTURE It was generally agreed that the following would be the Sub-Committee structure in 1995: 1) Education and Promotions Sub-Committee Chair- Ms. E. Essenbergs 2) Policies and Procedures/Inventory Sub-Committee Chair- Ms. S. Burke 3) Designation Sub-Committee Chair - Mrs. P. Wagner 4) Heritage District - Sub-Committee Chair- Mr. R. Coo Ms. S. Burke advised that it is her intention to have the Policies and Procedures/Inventory Sub- Committee meet on a monthly basis. This Sub-Committee would establish policies and procedures for the operation of each sub-committee and also prepare guidelines for the rehabilitation of heritage structures. She requested that the Chairs of each sub-committee outline what they feel is their committee's responsibility. These responsibilities will then be discussed with the Chairs at a meeting to take place on Tuesday, January 31, 1995, at 4:00 p.m., at the Joseph Schneider Haus, with a report to be submitted to the whole of LACAC at its February 10, 1995 LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMM/TTEE M/NUTES JANUARY 13, 19954 -9- CITY OF KITCI:IENER meeting. SUB-COMMITTEE STRUCTURE cont'd Councillor M. Wagner suggested that the inventory which was started last year needs to be completed and the Committee needs to start designating. Mr. L. Bensason gave a verbal report on what has taken place so far, in this regard, and what is planned for the Spring of 1995. He advised that there are still some building reports which have not been returned. VICTORIA PARK HERITAGE CONSERVATION DISTRICT PLAN The Committee members had been provided with copies of the revised terms of reference for the Victoria Park Heritage Conservation District. Mr. L. Bensason explained the changes which have taken place in the area, advising that a new map of the area is not yet ready. Ms. S. Burke advised that a formal name for the conservation district has not been adopted as yet; however, it was her opinion that the name is crucial. She stated that the name would be good for signage and should encourage people to come to the area; the name should be a pre-Berlin name which evokes the roots of the area. She recommended that the Committee take the time to find an appropriate name. Mr. T. Boutilier advised that he needed to speak to the Committee about his concerns. He advised that the origin of this heritage conservation district was the Victoria Park Secondary Plan and that plan did not anticipate a heritage conservation district of this size. Council has set aside $40,000.00 in the Capital Budget for a heritage conservation district plan in this area; which should have been started in 1994. He raised concerns about including the Queen Street corridor in this plan. Mr. Boutilier advised that he has a number of conditions which LACAC should be aware of: He wants LACAC to understand that $40,000.00 is all the money available for this study. It was his concern that that amount would not be sufficient for a plan of this size being proposed. Staff are not prepared to ask Council for any more money for this plan. It was his opinion that there is enough money in the budget to prepare the plan as noted in the secondary plan and he did not believe that the Queen Street corridor should be included. Secondly, Mr. Boutilier wanted the Committee to understand that what is being proposed is a heritage study and not a land use study and that staff will not entertain any review of land uses in this area. Councillor M. Wagner gave a brief background for the benefit of the new members. He supported Mr. Boutilier with respect to the cost of the plan, advising that if the bids come back in excess of $40,000.00, neither he nor staff will recommend to Council that more money be spent. Mr. L. Bensason cautioned the Committee not to pay $40,000.00 for an inferior product, giving the opinion that the Committee would be wiser to spend the money on a smaller area and get a more complete document. On motion by Mr. P. Bufe, It was resolved: "That, pursuant to Section 40 of the Ontario Heritaqe Act, R.S.O. 1990, the City Solicitor be directed to prepare a by-law to define the Victoria Park area as an area to be examined for future designation as a heritage conservation district; and further That we approve the report titled "City of Kitchener Victoria Park Area Heritage Conservation District Study and Plan Terms of Reference", dated January 1995." Ms. D. Westman volunteered to be a LACAC representative on the Steering Committee for this conservation district plan. Burke advised that the shift in the area of the heritage conservation district plan came about as a result of the inventory and the same thing could happen in other areas being considered as heritage conservation districts. She questioned what should happen if it appeared that other heritage conservation district areas should have their boundaries changed. 10. 11. 12. 30 FRANCIS STREET SOUTH The property report which was prepared by Mr. L. Bensason was circulated to the Committee members. It was requested that this information be provided to the members of Council. Ms. S. Burke was requested to make a presentation to Council at its meeting of January 23, 1995, in support of LACAC's recommendation to designate this property. 1682 HIGHLAND ROAD WEST It was noted that Ms. B. Buchanan and Mr. P. Bufe had volunteered to do some research on this property and report to the Committee at this meeting. It was the opinion of the Sub-Committee that this property is not worthy of designation. FORSYTH SHIRT FACTORY The drawings of this property which had been prepared by students, under the direction of Mr. D. Parrish, on behalf of LACAC in 1993/94 were presented at this time. Mr. L. Bensason gave a brief verbal report in this regard. The question was raised as to whether LACAC wants to designate this property. Mr. Badran and Ms. Westman were requested to examine the drawings and determine whether they could prepare a written description of these buildings. KAUFMAN FOOTWEAR Mr. L. Bensason advised that he had received a letter from Mr. P. Britton requesting a meeting with the Sub-Committee. Members of the Sub-Committee were requested to meet with Mr. Bensason after this meeting. CONFLICTS OF INTEREST Mr. T. Boutilier brought up the issue of Municipal Conflict of Interest with respect to members of the Steering Committee for the Victoria Park Heritage Conservation District. He questioned if members of Council and members of LACAC who own property or live in the area can be on the Steering Committee. Councillor M. Wagner requested that clarification be obtained from the Legal Department. DESIGNATION SUB-COMMITTEE Mrs. P. Wagner advised that some of the older designating by-laws should be reviewed to determine whether they are comprehensive; as it appears that some are not. She advised that the Designation Sub-Committee will report on this matter at a future LACAC meeting. NEXT MEETING The next regular meeting of the Local Architectural Conservation Advisory Committee is scheduled for Friday, February 10, 1995, at 12:00 noon in the Conestoga Room.
