1. Commencement
The Heritage Kitchener Committee held a meeting this date commencing at 4:00
p.m.
2. Discussion Items
2.1 Heritage Permit Application HPA-2022-V-022 - 44 Henry Street - Proposed
Second-Storey Addition, DSD-2022-393
The Committee considered Development Services Department report DSD-2022-
393, dated August 8, 2022, recommending approval of Heritage Permit
Application (HPA) HPA-2022-V-022 to permit the construction of a second-storey
addition on the property municipally addressed as 44 Henry Street located within

the Victoria Park Area Heritage Conservation District (VPAHCD), subject to one
condition.
J. Vieira presented an overview of the application. G. Stevenson and J. Vieira
were available to respond to questions from the Committee.
M. Topham and C. Topham were in attendance in support of the staff
recommendation and to respond to questions from the Committee.
On motion by J. Haalboom
it was resolved:
"That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit
Application HPA-2022-V-022 be approved, as outlined in Development
Services Department report DSD-2022-393, to permit the construction of a
second-storey addition on the property municipally addressed as 44 Henry
Street in accordance with the supplementary information submitted with
the application and subject to the following condition:
1. That the final building permit be reviewed and heritage clearance
provided by Heritage Planning staff prior to the issuance of a
building permit."
Carried unanimously
2.2 Draft Heritage Impact Assessment (HIA) - 544-550 Lancaster Street West
and 26 Bridge Street West, DSD-2022-327
The Committee considered Development Services Department report DSD-2022-
327, dated August 12, 2022 regarding a Heritage Impact Assessment (HIA) for
the properties municipally addressed as 544-550 Lancaster Street West and 26
Bridge Street West. A written submission was received by J. Haalboom,
Committee Member.
J. Vieira provided an overview of the Draft Heritage Impact Assessment. J. Vieira
and G. Stevenson were in attendance to respond to questions from the
Committee.
V. Hicks, MHBC Planning addressed Council seeking feedback from the
Committee and presenting the development options for the property following
their Heritage Impact Assessment. V. Hicks noted the preferred and proposed
development at this time is relocation offsite to an appropriate new location, at 26
Bridge Street West.

In response to questions from the Committee, V. Hicks stated relocation is
considered a minor adverse impact as it does not include the demolition of any
features that are of cultural value interest, and the existing buildings do not have
a significant relationship to its surroundings.
The Committee suggested a plaque be implemented at the current and proposed
re-location properties to inform community members of the historical context and
heritage impacts. The Committee recommended additional analysis be
performed regarding parking and the proposed structure's front porches to
ensure sufficient space.
G. Stevenson clarified a Grand River Conservation Authority (GRCA) permit
would be required for the proposed application. G. Stevenson noted a Zoning
By-law Amendment application for 26 Bridge Street is also in process, and
additional review will occur regarding land use permissions, including the
potential for expanded home business permissions.
M. Asling entered the meeting at this time.
J. Haalboom exited the meeting at this time.
2.3 Heritage Permit Application HPA-2022-V-021 - 139 Queen Street North -
Demolition and Replacement of Front Portico, DSD-2022-396
The Committee considered Development Services Department report DSD-2022-
396, dated August 12, 2022, recommending approval of Heritage Permit
Application (HPA) HPA-2022-V-021 to permit the demolition and replacement of
the front portico on the property municipally addressed as 139 Queen Street
North, subject to one condition. The building has been designated under Part V
of the Ontario Heritage Act and is within the Civic Centre Neighbourhood
Heritage Conservation District (CCNHCD).
J. Vieira presented an overview of the application, noting the applicant is
proposing the demolition of an existing front portico and construction of a new
front portico. J. Vieira and G. Stevenson were in attendance to answer question
from the Committee.
S. Sosnoski was in attendance to respond to questions from the Committee.
On motion by I. Bodendorfer
it was resolved:
"That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit
Application HPA-2022-V-021 to permit the demolition and replacement of
the front portico on the property municipally addressed as 139 Queen

Street North, as outlined in Development Services Department report
DSD-2022-396, be approved in accordance with the supplementary
information submitted with the application and subject to the following
condition:
1. That final building permit drawings be reviewed and heritage
clearance provided by Heritage Planning staff prior to the issuance of
a building permit."
Carried unanimously
2.4 Sub-Committee Updates
The Chair invited the Heritage Kitchener Sub-committees to provide updates on
their recent meetings and efforts.
The Effects of Heritage Designation on Affordability

Decolonizing the Heritage Process

The Committee confirmed that there are no updates at this time.
Designation and the Municipal Heritage Register
Members: P. Ciuciura, D. Vongphakdy, M. Asling, S. Hossack, S. Eckel-Braun,
Councillor Chapman
The Committee next heard an update from the Designation and the Municipal
Heritage Register Sub-committee, and confirmed they met on Wednesday,
August 31 to continue the review of buildings of heritage interest.
Promoting Cultural Heritage
Members: J. Haalboom, I. Bodendorfer, S. Hossack, Councillor Michaud
The Committee heard an update from the Promoting Cultural Heritage Sub-
committee, and confirmed promotion of the historical walking tour of Lower Doon,
noting the tour will begin at Homer Watson Gallery and is tentatively scheduled
for October 16, 2022.
2.5 Status Updates - Heritage Best Practices Update and 2022 Priorities,
Heritage Impact Assessment Follow-ups

S. Hossack noted the Heritage Kitchener Committee term is concluding on
November 14, 2022, and stated that applications for new members to join will
close September 16, 2022. The Committee stated brief summaries will be
prepared for the next Heritage Kitchener meeting on November 1, to inform the
newly selected Committee members the current work being conducted in each
Sub-Committee.
