LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES
AUGUST 4, 1995
CITY OF KITCHENER
The Local Architectural Conservation Advisory Committee met this date, under the Chairmanship of
Councillor M. Wagner, commencing at 12:05 p.m., with the following members present: Councillor T.
Galloway, Councillor Jake Smola, Mr. E. Bow, Ms. B. Buchanan, Mr. P. Bufe, Ms. S. Burke, Mr. R. Coo,
Ms. E. Esenberg, Mr. V. Tarbutt, Mrs. P. Wagner, Ms. D. Westman and Mr. M. De Groot.
Others Present: Mr. T. Boutilier and Ms. D.H. Gilchrist.
1. MINUTES
Mrs. P. Wagner requested that the minutes be amended with respect to the Pioneer Tower West
discussions, last paragraph, to show that she prepared the report which was passed onto Mr. L.
Bensason.
On motion by Ms. E. Esenberg,
It was resolved:
That the minutes of the regular meeting of the Local Architectural Conservation Advisory
Committee, of July 14, 1995, as mailed to the members and amended, be accepted.
CHAIRMAN'S REMARKS
a)
Councillor M. Wagner thanked Mr. R. Coo for assisting with the K.P.L.'s Take A Hike
program.
b)
Councillor M. Wagner advised of a seminar being offered by the Waterloo Regional
Heritage Foundation on Saturday October 21, 1995, called "Beyond Survival; Heritage
Partnerships For Success". The seminar will be held at the K.P.L. Main Branch.
c) Councillor M. Wagner advised that the Walper Pub signs have been installed.
PIONEER TOWER WEST - PLAN OF SUBDIVISION
Mr. P. Puopolo was in attendance on behalf of the owners, 346874 Ontario Ltd., with regard to
their draft plan of subdivision in the Pioneer Tower West area.
Ms. S. Burke gave a brief verbal review of the research done to date and advised that more
research needs to be done to make a connection with one of the founding families.
Councillor T. Galloway questioned how the Committee could deal with this subdivision separately
from the whole area if it is interested in a Heritage Conservation District in this area. He raised
questions about the natural heritage of the area and the vista; hoping that the vista would be
maintained.
Mr. Puopolo advised that he was prepared to work with staff in determining vista's and road
patterns. He agreed with Councillor Galloway in looking at the area as a whole and at the vista.
Mrs. P. Wagner suggested taking the buildings in with the Grand River Conservation Authority
Trails and making them part of the trail system. Mr. Puopolo advised that he was open to some
kind of design to include these buildings as part of the park.
A discussion took place on the possibility of not having building lots created along the ridge. Mr.
T. Boutilier gave an example of "l-sided" development. He suggested that the developer would
prefer "2-sided" development as these lots would be premium lots. Mr. Boutilier suggested that
the City needs to find a compensation mechanism for the owner if it wants to keep the buildings.
Councillor M. Wagner requested that the historical research be completed in time for the
Committee's next meeting.

4. REQUEST TO ALTER - 811 BLEAMS ROAD (J. STECKLE HERITAGE HOMESTEAD)
Mr. J. Clinckett, Architect was in attendance to represent the request of the owners to alter the
designated property at 811 Bleams Road by adding an exit stairway on the main barn. Mr.
Clinckett displayed a plan showing the proposed stairway and explained the reasons for the
stairway.
The Committee was also in receipt of a letter from Jean Steckle dated July 27, 1995 in this regard,
which also included an invitation to the Committee to hold its October meeting at the Homestead.
On motion by Councillor T. Galloway,
it was resolved:
"That we approve the request of the owner to alter the designated property known
municipally as 811 Bleams Road (J. Steckle Heritage Homestead) by constructing a
stairway exiting the main barn in accordance with the drawings prepared by John
Clinckett, Architect, Project No. 9516, dated 95 07 20."
Councillor M. Wagner advised that he would contact Ms. J. Steckle and accept her invitation to
hold the October 13, 1995 meeting at the Steckle Heritage Homestead. Councillor Wagner also
advised that the September meeting is to be changed to Friday September 15, 1995.
5. UPDATES
a)
Mr. T. Boutilier advised that Nickolas Hill has been awarded the contract to prepare
the Victoria Park Heritage Conservation District Plan.
b)
The photographic recording of 19 Durham Street has been completed and the demolition is
eminent.
c)
Mrs. P. Wagner gave a brief update on the Registry Building at 122 Frederick Street
advising that the lead paint is being removed and the asbestos and that the landscaping is
being looked after.
6. 410 KING STREET WEST - KAUFMAN FOOTWEAR
Councillor M. Wagner advised that all the out buildings at Kaufman Footwear, 410 King Street
West, have been demolished.
Councillor Wagner requested that the sub-committee, composed of Robert Coo, Pat Wagner, Sue
Burke, Vern Tarbutt and himself meet at the conclusion of this meeting. Councillor Wagner
advised that Mr. P. Britton has requested a meeting with the L.A.C.A.C. Sub-committee the
following week.
7. 191 KING STREET WEST (NATIONAL TRUST) - REQUEST TO ALTER
Mr. P. Bufe reported on behalf of the Sub-committee, that a simple solution would be to provide
two benches on the sidewalk in front of the window. He advised that National Trust is agreeable to
this solution. Mr. Bufe agreed to discuss the matter with the Parks and Recreation Department.
8. 11 AHRENS STREET WEST - ALTERATION
Mr. Boutilier advised that the owners have removed and replaced the front porch at 11 Ahrens
Street West. They did not apply for a building permit before starting the work but they have since
applied and a building permit has been issued.
Ms. B. Buchanan stated that she had thought the by-law provisions would not allow an
unsympathetic addition.
Mr. Boutilier responded that the porch was in bad condition and had to be replaced. Further he
advised that restrictions in the by-law are for additions and not for replacement of existing features.

Councillor M. Wagner advised that he would meet with staff to review the by-law and put more bite
into the restrictions.
9. DESIGNATION SUB-COMMITTEE REPORT
Mrs. P. Wagner addressed the Committee advising of those properties which are a priority for
designation, being Kaufman's, Tilt Drive, Pandora Avenue and Ahrens Street. She hoped that
other designations would occur as a result of the work of the Evaluation Sub-committee.
With regard to Kaufman's, Mrs. Wagner advised that a title search is still required. She also
questioned whether the historical information should be about the factory only or should include
the history of the family within the City of Kitchener.
Mr. M. De Groot volunteered to assist with research on Kaufman's.
10. REGIONAL OWNED HERITAGE PROPERTIES
Mr. T. Boutilier advised that he has the evaluation forms and photographs from Mr. Bensason and
questioned how the Committee wanted to proceed. He questioned whether this information
should be provided to the Evaluation Sub-committee for their consideration before responding to
the Region. Mr. Boutilier further advised that all the properties except 2056 Ottawa Street South
are significant and many of them, particularly the Queen Street properties, will be in the Victoria
Park Heritage Conservation District.
It was generally agreed that Mr. L. Bensason be directed to send a letter to the Region advised
that these properties are part of the evaluation work presently being undertaken by L.A.C.A.C. and
asking if L.A.C.A.C. could respond by year end.
11. 1404 DOON VILLAGE ROAD - REQUEST TO BUILDING
Mr. S. Hood was in attendance to represent his request to build a single family home at 1404 Doon
Village Road which is located in the Upper Doon Heritage Conservation District. Plans of the
home were displayed for the Committee's benefit. Mr. T. Boutilier explained the approval
procedure under the Upper Doon Heritage Conservation District plan for the Committee's benefit.
Mrs. P. Wagner suggested that a sub-committee be formed to work with the owner. Mr. Hood
advised that the plans would change slightly due to the requirements of the Grand River
Conservation Authority. He advised that he would be willing to negotiate the colours of the house
with the Committee as long as they would blend in with the houses on either side.
On motion by Councillor T. Galloway
it was resolved:
"That a Sub-committee of L.A.C.A.C. along with representatives of S.P.U.D. review
the application of Mr. S. Hood to construct a home at 1404 Doon Village Road and
negotiate any areas of concern and report to City Council at it's meeting of August
21, 1995; and further
That if there is any doubt or disagreement, the Sub-committee shall report to
L.A.C.A.C. at it's September meeting."
Ms. S. Burke requested that Mr. Hood provided samples of the materials proposed for the exterior
of the home.
Mr. P. Bufe, Ms. B. Buchanan and Ms. D. Westman volunteered for the Sub-committee.
Mr. S. Hood was requested to provide revised drawings to the Sub-committee.

13. NEXT MEETINGS
The Committee is reminded that the September meeting of the Local Architectural Conservation
Advisory Committee has been rescheduled for Friday September 15, 1995, commencing at 11:45
a.m.
The Committee is also reminded that the L.A.C.A.C. meeting to take place on Friday October 13,
1995 is proposed to be held at the J. Steckle Heritage Homestead at 811 Bleams Road, Kitchener.
