HomeMy WebLinkAboutCOR-2022-472 - 2023 Council and Standing Committee ScheduleStaff Report r NJ :R Corporate Services Department www.kitchener.ca REPORT TO: Committee of the Whole DATE OF MEETING: November 7, 2022 SUBMITTED BY: Amanda Fusco, Director, Legislated Services / City Clerk, 519-741-2200 ext. 7809 PREPARED BY: Dianna Saunderson, Manager, Council and Committee Services / Deputy Clerk, 519-741-2200 ext. 7278 WARD(S) INVOLVED: N/A DATE OF REPORT: October 20, 2021 REPORT NO.: COR -2022-472 SUBJECT: 2023 Council and Standing Committee Schedule RECOMMENDATION: That the 2022 Council and Committee calendar be amended to reschedule the December meeting cycle from December 5th and 12th to December 12th and 19th; and, That the 2023 Council and Standing Committee calendar, as attached as Appendix `A' to Corporate Services Department report COR -2022-472, be approved; and, That the Mayor in consultation with the Chief Administrative Officer and the Clerk will be delegated the authority to schedule additional Planning and Strategic Initiatives Committee (PSIC) meetings on Council meeting dates, where required, necessary to address timelines in the Planning Act arising from Bill 109; and further, That Council by resolution, be permitted to reschedule meetings identified on the 2023 calendar where necessary. REPORT HIGHLIGHTS: The purpose of this report is to establish the Council and Committee Schedule for 2023. This report supports the delivery of core services. BACKGROUND: Each year, a schedule of Council and Standing Committee meetings is adopted. Meetings are scheduled on rotating Mondays and generally include a one-week recess between Standing Committee and Council. This break provides Council with additional time to consider agenda items and connect with constituents on matters of public interest while also providing an opportunity for staff to gather further information as requested by Council. Where possible, the 2023 schedule was designed to consider the Region of Waterloo's pattern of Committee meetings on the second Tuesday and Council meetings on the third Wednesday. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. Page 3 of 6 The schedule also considers factors that Council has historically taken into account when scheduling meetings, such as all Statutory Holidays, March Break, a summer break in July, and the Federation of Canadian Municipalities (FCM) and Association of Municipalities of Ontario (AMO) conferences. REPORT: The draft 2022 meeting schedule was developed based on the factors outlined above and attached as Appendix 'A' to this report for Council's consideration. A conflict has been identified with the current December schedule, and as such, a further recommendation has been made to reschedule the Standing Committee and Council meetings from December 5th and 12th to December 12th and 19th The proposed 2023 calendar, attached as Appendix `A', was developed based on the factors outlined above, and also incorporates the following list of Holidays, March Break, and municipal conferences: • New Year's Day - Jan. 2, 2023 (observed) • Rural Ontario Municipalities Association (ROMA) Conference — Jan. 22-24, 2023 • Family Day Canada - Feb. 20, 2023 • March Break - Mar. 13 to 17, 2023 • Good Friday - Apr. 7, 2023 • Easter Monday - Apr. 10, 2023 • Ontario Good Roads Association (OGRA) Conference - Feb. 20, 2023 • Victoria Day - May 22, 2023 • FCM Conference - May 25 to 28, 2023 • Canada Day - Jul. 3, 2023 (observed) • Civic Holiday - Aug. 7, 2023 • AMO Conference - Aug. 20 to 23, 2023 • Labour Day - Sep. 4, 2023 • Thanksgiving - Oct. 9, 2023 • Remembrance Day - Nov. 13, 2023 (observed) • Christmas Day - Dec. 25, 2023 • Boxing Day - Dec. 26, 2023 In addition, the proposed 2023 includes the 2024 and 2025 budget cycles due to it being a year proceeding after an Election. The calendar also takes feedback from City business units including Planning, Engineering, Financial Operations, and Financial Planning and Reporting. Bill 109, More Homes for Everyone Act, 2022 came into effect in April 2022. Bill 109 is a first step response to the Ontario Housing Affordability Task Force Report, which included 55 recommendations in February 2022. The Task force recommended a dramatic increase to housing - the creation of 1.5 million homes over the next 10 years, with 35,000 new homes in Kitchener by 2031. Effective January 1, 2023, municipalities will be required to refund application fees paid for development applications as follows: Page 4 of 6 The Planning Division is undertaking several streamline processes to meet this requirement. Additional and consistent Planning and Strategic Initiatives Committee and Council meetings are required to ensure a decision can be made by Council on all development applications within the prescribed timeframes without having to refund application fees paid by the applicant. Planning Staff will outline a full Bill 109 implementation strategy for Council in the first quarter of 2023. STRATEGIC PLAN ALIGNMENT: This report supports the delivery of core services. FINANCIAL IMPLICATIONS: Capital Budget — The recommendation has no impact on the Capital Budget. Operating Budget — The recommendation has no impact on the Operating Budget. COMMUNITY ENGAGEMENT: INFORM — This report has been posted to the City's website with the agenda in advance of the council / committee meeting.
