2022, commencing at 4:00 p.m.

Discussion Items:
1. Summer meetings
Suggestion to the group to cancel July and August meetings due to
summer vacation scheduling conflicts. It was decided to cancel both
meetings.
2. Work group #2 — Terms of Reference and Committee Recommendations
Recommendation:
That effective December 31st, 2022, the Safe and Healthy Communities
Advisory Committee be "sunsetted" as an advisory committee to Council.
Comments/Feedback
• Policy recommendation like Access without Fear, how would we bring
forward? There are avenues available in other volunteer committees i.e.
G RAAC, KYAC
• The City of Kitchener does have volunteer pools that are targeted to
specific opportunities and does not necessarily involve regular monthly
meetings
• The Region "owns" Health & the Police, and the City of Kitchener has
limited influence in those areas
• Next steps? Staff would need to take these concerns to the Mayor and
the Corporate Leadership team and then report back to committee.
Committee would decide and then a report would be put together to take
council to "sunset" the committee

• What happens to the Inclusion and Belonging Grant? Budget could go to
another advisory committee. A recommendation could be made to
council on where this committee would like it to go
• Finding volunteers not necessarily the problem. A work plan was
developed but it is a struggle to find meaningful work to do
3. Draft Access without fear policy update
Comments/Feedback
• Accountability? Who will take care of complaints?
• Which departments should be listed?
• Municipal Elections not to be included as identification is mandatory to
vote or run for office
• Expand the purpose to not just people who are fear but who just want to
access programs & services
• Training piece? Requirement for staff to have training — cannot be
included in the policy but can be included with
• Review of existing grants and add as a requirement to receive the grants
or add it to the policy itself — will need to check with legal
• Memorandum of understanding with partners that they will be following
these principles
• Staff resources needed to roll out the policy and staff training program
• Public Education campaign could be done between the working group
and communications
• Like to get this policy to council by September
• Mark to set up a working group meeting to chat about training module
