1. Commencement
A special meeting of City Council was reconvened at 7:33 p.m. this date, chaired
by Mayor B. Vrbanovic.
The meeting began with a Land Acknowledgement given by the Mayor and the
singing of "O Canada".
2. Presentations
2.1 Awards of Merit
Mayor B. Vrbanovic acknowledged the volunteer service contributions of
individual members serving on advisory committees, and boards.
2.2 Smart Cities Connect, Smart 50 Awards and Municipal Information Systems
Association of Ontario (MISA) Awards
Dan Murray, Director, Technology Innovation & Services introduced several
awards won by the City of Kitchener during the pandemic including Smart Cities
Connect, 2021 Smart 50 Award for the Smart Green Infrastructure Monitoring
System Pilot, 2022 Smart 50 Award for the Slow Streets Measurement Project,
and Municipal Information System Association (MISA) awards for the 2021
Excellence in Municipal Systems and 2021 People Choice Award for the Mobile
Workforce Project and the 2022 Excellent in Municipal Systems for the Sidewalk
Snow and Ice Enforcement App.
2.3 Certificates of Service
Mayor B. Vrbanovic acknowledged three outgoing council members including
Councillor Kelly Galloway-Sealock (2006-2022), Councillor Sarah Marsh (2014-
2022) and Councillor John Gazzola (2002-2022) for their service to the City of
Kitchener, including significant accomplishments for their terms in office.

3.1 Three Readings
"That the by-laws be given third reading, namely:
3.1.a To confirm all actions and proceedings of the Council for November 7,
2022.
