ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES
NOVEMBER15,2022CITY OF KITCHENER
The Arts and Culture Advisory Committee met on November 15, 2022, commencing at 4:00 p.m.on
Zoom.
PRESENT:All members present, except M.A. Brotian, P. Rojas, and Councilor D. Schnider

3.Exhibition Fees: I. Stefanescu
There are various organizations such as CARFAC (Canadian Artists Representation Le Front
des Artistes Canadiens) or ACTRA (Alliance of Canadian Cinema, Television and Radio
Artists), that have guidelines for recommended minimum artist fees for different services. This
is to ensure that artists are compensated fairly for their work. There is some concern amongst
members that not all exhibition venues in the region follow these guidelines, for example: the
Berlin Tower Artspace at cityhall, or the central Kitchener Public Library. Some discussion
took place on how the committee can advocate for fair payment.
I. Stefanescu underlined that artistfees are an Equity, Diversity,and Inclusion issue. Without
fair compensation artistic practice is open only to those who can afford it. People from diverse
cultural backgrounds, people with disabilities, racialized groups, newcomers to Canada, and
people who face economic challenges are shut out from creating and showcasing their work.
Artists’ fees make artistic fields of practice accessible to all.
Two suggestions came up:
1.Advocate with groups on a personal level (i.e. attend the KPL Board of Directors
meeting)
2.Recommend to Council to include a budget for the Berlin Tower Artspace artist fees
Action: Follow up on inclusion of artist fees for the Berlin Tower Artspace in 2023.
4.Findings from End of Term Evaluation:I. Stefanescu, members, and staff
Members reviewed the key findings of the evaluation and identified a few action items:
1.Make PAWG its own standing committee
-PAWG members have expertise to make their own decisions

-This would entail a review of ACAC Terms of Reference, and making
recommendation to Council on the change
-Wide consensus between members on this item
2.Introduction Package:
-suggested items include terms of reference, Arts & Creative Industries budget,
granting information, clarity on purpose of the committee
3.Review Terms of Reference
-Consider action points outlined in this agenda and other feedback from the
evaluation
-Review the mandate/purpose of the committee; perhaps have it project driven
4.Agenda Updates
-Consider sending Information Updates via email for members to review ahead of
time to allow more time for Discussion Items
5.Meeting Time
-Members voted for three possible time slots, with most votes going to a lunchtime
meeting, second to keeping current time and third an evening time
6.Member Selection
-Members would appreciate more clarity on the new membership selection process,
who makes the selection,and how decisions aremade
INFORMATION ITEMS
5.City updates: staff
The call for proposals for the public art for a new KPL branch in southwest Kitchener is
open with an info session happening at Central KPL on Thursday, November 17 at 6:30pm.

The Queen Victoria statue community engagement started and is led by Development
Services. Once the outcomes of the engagement are clear, a recommendation will be
made to Council. More information and how to take part, can be found here:

The new committee term with a new member roster starts in January 2023.
6.Downtown Action and Advisory Committee
The committee took part in committee evaluation led by Volunteer Engagement staff.
7.Economic Development Advisory Committee: I. Stefanescu
The committee share their viewpoints on any economic impacts that would support the
development of the next Arts and Culture Plan. Region of Waterloo provided an update on
the Charles Street Terminal re-development and masterplan. Staff provided an overview of
the various local economic indicators, data, and statistics on a variety of topics such as
household spending and inflation.

8.Public Art Working Group: A. Girard
The new, 2022 Artist in Residence, Bangishimo Johnston presented about their residency
project and art practice. Members also reviewed the Rotunda Gallery call for submissions
(for 2023/2024).
9.Council report: Councillor Dave Schnider
None.
10.Member updates
P. Rojas and A. Grasse provided updates.
The meeting was adjourned at 5:10 p.m.
